Starship Building 101
Below are some examples of starship builds. Most of this data comes from websites like the DPS League and STO Academy and from suggestions in reddit posts and youtube videos from creators like MC Stu. Keep in mind that a lot of builds you will see will contain devices and consoles that require a cash purchase or a purchase of items from the Lobi shop or from lock boxes. In those cases I will try to suggest alternatives or at least explain what those consoles and devices do so you can understand the theory as to why that device/console is listed.
All of this gets complicated quickly and will take some time to put together. Be warned that these builds are only examples and you may want to tweak it to fit your style and skill level accordingly.

Theory:
Why Antiproton Beam Arrays? At the time of this build, the Antiproton beams were enjoying a top of class damage position. The initial damage combined with the radiation secondary effects made this the beam weapon of choice. Antiproton Arrays instead of other beam types work with the Obelisk Warp Core to boost the damage output by 10%
Why the Kinetic Cutting Beam and Ancient Omni-Directional Antitproton Beams? As these are 360 degree weapons, they allow the ship to be able to have 6 weapons at all times firing at the same target. Ideally you'll want to broadside and have all 8 weapons firing, but with this configuration you can guarantee 6 weapons firing when facing forward as you approach. As you can only have 1 of each of these weapons, you will want to have different ones slotted. In the case of the Antiproton Omni this is in keeping with boosting the Antiproton damage from the Tactical consoles and engine. For the other, the Kinetic damage is a good option to deal additional damage directly to hulls, however a different Omni could be used in place of this device.
Why the Quantum Phase Shield/Engines/Deflector? The Quantum 3 piece set gives a mixture of defense and offensive abilities. In the defense, the Resilient Shield protects from energy damage with less bleed through. The 2 piece bonus ability gives an increase to maximum shields and a reduction in incoming energy damage. 3 parts also gives an offensive benefit in the form of a +5.4% increase to energy damage to your weapons and a -5.4% energy damage to your opponent's weapons.
Why the Obelisk Warp Core? This warp core gives a Shield Capacitor ability that gives increased shield regeneration and shield engine power. Mixed with the Ancient Omni-Direction Antiproton Beam gives a 2 piece set bonus of +10% Antiproton damage.
Why the Assimilated Module? This module gives a bonus to Critical severity and Critical chance, which is important to being able to deal out damage. Additionally it gives a bonus to hull regeneration and Weapon power.
Why the Zero-Point Energy Conduit? This module adds extra energy to all ship systems, including weapons, as well as a bonus to critical chance.
Why the Temporal Disentanglement Suite? This console boosts critical chance and severity as well as shields and shield resistance to damage.
Why the Antiproton Mag Regulators? These boost Antiproton damage of all weapons on the ship that utilize the Antiproton energy damage type.
Why the Plasmonic Leech console? This console allows your ships weapons to leech power from your opponents and transfer that power to your ship. This weakens their ability to keep fighting and adds more energy to you for your various systems, like the power hungry Antiproton Beam Arrays.
Why the Polymorphic Probe Array? This device disables various enemy target systems through a series of 3 Polymorphic probes that assist you in battle. The probes also cause a damage effect that erupts after 10 seconds to deal Antiproton damage that ignores shields.
Why the EPS Flow Regulator? This device helps with energy flow on the ship and transition back from Full Impulse to the general energy pool. Having this be as efficient as possible will assist into getting up to full power for a fight. Note that this was designed before the Discovery reputation track and a better option would be the Bellum EPS Flow Regulator which gives the same power flow but also adds a bonus to Critical Chance.
