The United Nations Development Account (UNDA) project 1617AJ ,entitled - Chemicals and Waste in the 2030 Agenda – Building capacity in SDG follow-up and review in developing countries, is to strengthen the knowledge base of chemicals and waste and enhance the capacity of selected countries to track progress towards the SDGs related to chemicals and waste (12.4.1; 12.4.2; and 12.5.1 under goal 12 with linkages to SDG 12.3.1 and 11.6.1). The project includes two primary expected accomplishments:
Developing countries have strengthened capacity to measure, monitor and report on indicators and targets and new statistical data areas to support sound chemicals and waste management
Develop and test a set of national indicators and data collection approaches and guidance relevant for monitoring and self-assessing national chemicals and waste management.
The Science and Economy Division of UNEP are jointly supporting the implementation of this project in Costa Rica, Bosnia and Hergovina, Cameroon, India and Oman. The project will finish in December 2020. All activities in Costa Rica, Bosnia and Hergovina and Cameroon have been completed; however, the work in India and Oman is ongoing (these two countries were added to the project as a project extension). The project was implemented in coordination with UN-Habitat; UNSD, UNU, RWA and other partners.
The pilot testing utilized the draft manual on waste in the SDGs and its excel-based data assessment tool annex as the foundation for the national data report compilation.

The inception workshop and data collection training for this project took place in November 2018. After the workshop, a national consultant was hired by the Costa Rican Government to prepare a report on chemicals and waste data in Costa Rica. This report (above) was validated during a workshop in June 2019. The workshop included a dedicated session on e-waste in addition to on the SDG 11.6.1, 12.3.1, 12.4.2 and 12.5.1 headline indicators. The report and the workshop made key recommendations for progressing the monitoring of the waste related SDGs.

This report (above) was validated during a workshop in February 2019. The workshops included a dedicated sessions on food waste, recycling, e-waste and hazardous waste. The report and the workshop made key recommendations related to harmonizing waste statistics definitions and improving the monitoring of hazardous waste.

The activities for India have been delayed due to the Covid-19 crisis. Additionally, the in-person workshops are being proposed to be a single workshop in Q4 of 2020 and will following one of the following formats:
1) Full workshop, in person
2) National workshop with international participants joining remotely
3) Fully online meeting
This workshop will focus mostly on training and provide an opportunity for the national consultant to present the data report. The hiring of the National Consultant is being coordinated by UNEP's India office using UNDP.

UNEP organized a joint Expert Group Meeting on waste SDG Indicators in collaboration with UN-Habitat from the 22-24th of January 2018 in Geneva, Switzerland and a second Expert Group Meeting on Chemicals and Waste SDG Indicators in Sarajevo, Bosnia and Herzegovina, from 11 to 13 February 2019.
UNEP, with RWA and other partners, used these expert group meetings to finalize the methodology for SDG 12.4.2 and 12.5.1 and to develop a global waste manual (draft above) and excel-based data assessment tool.
This project brought together a wealth of expertise from statistical experts and partners this work was essential for the reclassification of the SDGs related to chemicals and waste.
A third expert group was planned; however, some of the money will be repurposed to develop an online training on these indicators. (Contact: Ludgarde Coppens on the online training.)
