Falling under the Beta-6 Division, the Project Helios Testbed Fission Reactor, otherwise known as the Foxtrot Mk9 Nuclear Fission Reactor, was developed by the Quantum Corporation as a portable fission reactor.
Project Helios is the development of a new model of a compact, easy to set up and easy to move fission reactor, designed for helping power remote areas and any private companies/individuals who are willing to buy one. The reactor was also meant to be extremely safe, with an emergency automated SCRAM system in case the reactor was ever to be mishandled or become unstable for any other reason. Project Helios was started in 198#, testing on the reactor continuing until August 18th, 1985, when the Madison Research Center was destroyed, halting the ability to continue research the technology any further.

The Control Rod Control is the middle section of the control desk allowing you to pull or push the rods out or in which can be individually selected or globally selected the lever pushing it away it will pull the rods out while pulling it closer will push the rods in this section also has Reactor information on a screen to the left of the Ctrl Rod selectors

There are multiple methods of Synchronizing the Fox-9 Reactor from exceedingly complicated to stupidly simple, us Editors will provide our Methods but you can feel free to experiment and find your own way.
LetsLaughitout's Method:
Continuous Control Rod Transit off
Control Rod Speed 2x
Connect all Four Converter Pistons
Make Sure all Four Relief Valves are Off
Select Global Rod Control
Raise the Rods to ~35% if you Need to go Higher or Lower Then do so
Go Over to the Syncroscope and Open and Close the Relief Valves to Get the Converters to ~10000Mw Each
Watch the "Same Speed" Light Indicator Above the Syncroscope and Once it Turns on Attempt to Sync
if it fails then look at the screen next to the rod control and look at the bottom if there is no number that is not 39000 to 41000 then if its below 39000 raise the rods on Control Rod speed 1x if above 41000 open relief valves until its as close as you can get it to 40000
