Tier 2 in PBIS is targeted intervention for students who are not responding adequately to Tier 1 supports. These students may exhibit repeated problem behaviors that are not severe but still interfere with their learning or the learning of others.
Tier 2 = Early Intervention
It serves approximately 10–15% of the student population who need extra structure, feedback, and practice with behavior skills—before behaviors escalate into major concerns.
Students are typically referred to Tier 2 through:
Behavioral data patterns (e.g., 3–5 office referrals within a month)
Teacher/staff referral
Screening tools (like SSIS, SRSS, or behavior screener rubrics)
Failure to respond to Tier 1 supports (despite reteaching and check-ins)
Important: Moving to Tier 2 is not a punishment—it’s a support system designed to help students succeed.
Regular data review to flag students with emerging needs
Universal screening tools or referral processes
Daily or weekly check-ins/check-outs (CICO)
More frequent feedback on behavior
Structured reinforcement systems
Social skills groups (e.g., conflict resolution, emotional regulation)
Academic behavior supports (organization, work completion)
Self-monitoring training
Focus remains on teaching and reinforcing positive behavior
NOT punitive, reactive, or isolating
Builds student–adult relationships
Use data (e.g., point sheets, CICO forms) to track response
Adjust interventions if progress stalls
Parents are informed and involved in goals
Regular home–school communication (e.g., daily reports or notes)
