An individual may not have more than six active PTBs at one time. No more than two of the six allowed PTBs may be in a single functional area, including prescribed fire positions. Each separate position in a shared task book will be counted individually. (For example, CRWB/ENGB will be considered as two separate task books). The functional areas include:
• Command • Prescribed Fire • Operations • Air Operations • Planning • Logistics • Finance/Administration • Prevention and Investigation• Incident Support and Associated Activities (examples includes Expanded Dispatch or Wildland Fire Investigation).
Attention to responders filling out the request form; IQCS employee ID is your red card number. Required training and experience (position and courses) can be found in PMS-310 1, 2026 Federal supplement, and 2023 USFS Fire and Aviation Qualification Guide Ch. 2. links in the request form. *Form requires signatures from responder, supervisor and unit training officer. Once approved, task book will be initiated.

As additional agencies requirements to the PMS 310-1, the BLM and Forest Service have identified additional requirements to support the wildland fire management programs. To the right are the pages from the 2023 USFS Fire and Aviation Qualification Guide that provides tables of position title, functional area and where the requirements are located. Additional BLM Specific incident qualifications requirements pages are also located below from the 2025 BLM Standards for Fire Training and Workforce Development.
In April 2014, the Fire Leadership Team (FLT) approved a proposal from the BLM Fire Operations Group (FOG) to require certain NWCG leadership courses for key fireline positions (see Information Bulletin No. FA 2015-006, Implementation of Required Leadership Training for Key Bureau of Land Management (BLM) Fireline Positions). These requirements are:
• L-280 Followership to Leadership for crew boss (CRWB), engine boss (ENGB), felling boss (FELB), firing boss (FIRB), heavy equipment boss (HEQB), helicopter manager (HMGB), and incident commander, Type 4 (ICT4) positions;
• L-380 Fireline Leadership for task force leader (TFLD), strike team leader, heavy equipment (STEQ), strike team leader, engine (STEN), strike team leader, crew (STCR), helibase manager (HEBM), and prescribed fire burn boss, Type 2 (RXB2) positions;
• L-381 Incident Leadership for incident commander, Type 3, (ICT3) and division/group supervisor (DIVS) positions.
