在急遽變化中的香港,發展向來被視為理所當然的「硬道理」。然而,活在發展的「巨輪」的下,整個社會究竟付出了多少代價呢? 位於香港邊陲、毗鄰深圳的新界東北,為幾代香港人的家園,卻因政府提出的發展計劃,而置身於「巨輪」之下。
2012年9月22日,一群大學生參與了「新界東北發展計劃」最後一次公眾諮詢會,目睹了村民的憤怒、無奈,與官員的陳腔濫調,留下深刻印象,遂決定踏足這片僅存的鄉土,通過映像,一點一滴的紀錄居民生活之日常、他們面臨土地發展所帶來的各種壓迫;以及他們怎樣與城市人、年輕一代連成一線,共同守護家園,發揮社區自主精神。
紀錄片亦訪問了多名學者和民間團體,從城市規劃、本地農業、社會公義與信仰等多方面,揭示現今香港城市發展模式所隱藏的不公義現象,藉此引導公眾對現今城市發展模式和土地利用的重新思考與想像。
【2026年後記:巨輪走過的路】
時移世易,新界東北的土地如今已全面捲入「北部都會區」的「巨輪」之下。昔日的馬屎埔村、古洞北大片舊民居已被清拆,化為平整的地盤、正在拔地而起的高樓以及新的道路網。
今天,當大家再看《巨輪下的新界東北》,它既記載這片土地消失前的聲畫檔案,同時亦靜靜地提醒活在當下的我們:在每一座拔地而起的新發展區,都曾有過一片充滿溫度的家園和鄉郊空間。是故,這部紀錄片所引起之反思、守護與人情味,依然為未來的香港尋找重新思考土地利用的想像空間。
Synopsis
As one of the last piece of rural tranquillity in Hong Kong, the North East New Territories (NENT) is now under threat as the government progresses its new town developmental project, by demolishing homes of thousands and scrapping the most pristine agricultural lands remaining in Hong Kong.
Under these circumstances, a group of undergraduate students has chosen to rediscover the actual value of NENT. Through meeting with villagers who are impacted by forced migration; and interviewing experts from diverse backgrounds, the documentary records countless stories and uncovers the negative impacts, injustice, and corruption behind the project. The documentary also illustrates the contributions of the younger generation of Hong Kong people to support the local villagers, enabling general audiences to re-imagine the meaning of so-called "development".
【2026 Postscript: The Path the Giant Wheel Has Tread】
As time goes by, the land of the Northeast New Territories has now been fully engulfed beneath the "giant wheel" of the "Northern Metropolis" development. The former Ma Shi Po Village and vast patches of old residential areas in Kwu Tung North have already been cleared to make way for high-rise residential buildings and new road networks.
Looking back at Struggles for Land today, it not only records the audio-visual archives of this land before its disappearance, but also quietly reminds those of us living in modern times that beneath every newly rising development zone, there once lay a home filled with warmth and the scent of the soil. Ultimately, the stories and reflections captured in this documentary will continue to empower our next generation to rethink how our land should be utilised for a better future.
