Physical Description: Billy is a young adult male of average height and build, with the physique of one who engages in routine strenuous exercise; he is well-toned but not overly-muscled. (One might even call him a twink, though given the level of body hair he has he prefers 'otter') He has dark brown, almost black hair which tends to curl, though he often straightens it, and dark brown eyes. His ears are pierced in several places, though he doesn't always wear rings in the ones in his cartilage, almost like he forgets the holes are there.
Powers:
Reality Warping: Wiccan possesses the ability to shift and distort reality around himself by 'speaking into being' that which he wills to happen. The more strongly Wiccan wills a 'spell' to work, the more powerful it will be. He has shown the ability to create and destroy matter, change the state of existing matter, teleport/banish many individuals and/or objects at once, create, redirect and dispel energy attacks, and his potential is limitless. It is known, though not to many, that he created the Utopian Parallel from which America Chavez hails -- an entire reality of his own making, populated entirely by women.
Clairvoyance: Wiccan has shown the ability to divine past, present and future events, by reading the energy of a place or person.
Elemental Manipulation: Wiccan is able, to varying degrees, to control elemental energy: primarily electrokinesis, but he has shown pyrokinesis, cryokinesis, hydrokinesis and photokinesis as well.
Self-Powered Flight: Wiccan has the ability to propel himself through the air under his own power.
Healing: Through his reality warping, Wiccan is able to affect the body's natural healing processes to accelerate them, promoting healing.
Telepathy/Mental Manipulation: Wiccan's mental abilities include the ability to read and/or influence the thoughts of others, though this ability is limited.
Background: Billy grew up on the affluent Upper West Side, the eldest of three sons of Jeffrey and Rebecca Kaplan; Matthew, the middle child, is a year and a half younger than Billy, while Jacob, the youngest, is almost nine years Billy’s junior. For all intents and purposes Billy was a fairly normal kid growing up. He liked comic books and video games, and spent a good portion of his time reading. Normal, that is, except for the fact that he was gay, which he discovered when he was around thirteen. It’s an early age for someone to realize they’re a little outside the mold, but it didn’t become a problem until he started dating in high school. He became the subject of ridicule and bullying. He kept this a secret from his parents, just as he had kept his sexuality from them, but it got hard to cover bruises left behind by his encounters.
When he was fifteen, he had a fateful encounter with his self-proclaimed favorite Avenger. After having his nose broken for the third time, he sought the comforting solace of the ruined Avengers Mansion, but where he thought he’d find solitude, he was met by the Scarlet Witch, Wanda Maximoff. She gave him a rather well deserved pep talk and assured him that there’s nothing wrong with him—that he should simply be himself, and nothing will stand against him.
She was so right. Billy avoided his bully for weeks, but one day he realized that he’d found a new target—smaller, weaker, even less likely than Billy to stand up for himself. So Billy stood up for him. And when Kessler was about to clean his clock, Billy electrocuted him.

Billy is AU friendly and, with a little elbow grease, can be MCU compatible (thanks to Vision & the Scarlet Witch and other Phase 4 offerings which are leading us in that direction). For his MCU interpretation, I have always pictured Logan Lerman for how he looks as a teen/young adult, and Jake Gyllenhaal as what he looks like as an adult (especially since in interviews, Jim Cheung based Billy and Tommy's looks on Jake circa. Donnie Darko).
In ABO AUs Billy can be played as either an Alpha or Omega.
