This document reflects the final DelDOT traffic study results and DelDOT recommendations to remediate the impact of Mitchell Farm development. The document is a cover letter to the 10/8/2021 DelDOT response and retains the 10/8/2022 recommendations. The TIS data does not address the use of the 5 roundabouts along the Kings Highway corridor.
Kings Highway CTP Updates: DelDOT Projects Portal updated to include US 9, Kings Highway, Dartmouth Drive to Freeman Highway
The project consists of widening Kings Highway from Dartmouth Drive to the split with Freeman Highway. At the 2/23/2022 Public Virtual Workshop, DelDOT introduced their plan for 5 roundabouts along the Kings Highway Corridor to manage future traffic. The project is scheduled to begin in 2026. The DelDOT projects portal includes the 2/23 presetnation documents.
The project includes intersection reconstruction, multimodal upgrades (shared use path and sidewalks) throughout the project limits, and integration of the Byway Kings Highway and Gills Neck Road Master Plan. The Capital Transportation Program (CTP) that will serve as the construction vehicle for Kings Highway improvements.
Check the DelDOT site often for updates.

The purpose of this website is to provide concerned Kings Highway and Gills Neck Road area residents and businesses with a central place for information about Kings Highway and Gills Neck Road development. The DelDOT process for Kings Highway construction is in the very early stages do to a number of factors, with actual construction planned for 2026.
The Zwaanendael-Lowder Mitchell Farm consists of about 48 acres of farmland fronting Kings Highway and Gills Neck Road near the Gills Neck Road-Kings Highway intersection in Lewes, Delaware. The parcel had been in Delaware's Farmland Preservation Program until April 22, 2013 after which it was placed on the market for $520K per acre. There are about 300+ acres of undeveloped farmland along Kings Highway and Freeman Highway that have either already been approved for development or will be in the not distant future.
OLD SITE PLAN: Was proposed, the Mitchell Farm site would have had 6 two-story office buildings, 35 single family homes, 78 townhouses and 96 rental apartments generating 10,504 new daily vehicle trips. The six commercial buildings will line up like soldiers along Gills Neck Road and Kings Highway and will provide for 206,500 square feet of office space bringing travelers to congested Kings Highway from all over the County.
NEW PLAN: Sussex County Planning & Zoning approved zoning requests for Mitchell Farm April, 14, 2022. The plan calls for one new 3-story office building and 267 residential townhomes and duplexes. The reduction in commercial building reduces project traffic by 50%.
It is important to know, that only the medical office building at the corner of Gills Neck and Kings Highway has been approved under existing AR-1 zoning with a "Conditional Use".
The public needs to fully understand the implications of the DelDOT Mitchell Farm Traffic Impact Study (TIS) and the cumalative effect of this high density development on local traffic, our water supplies and public safety.
