Ryan Heise proposed Tripod in 2002. Him having used Petrus, and creating the 1x2x2 concept from this method, was likely the start of the Heise method.
Ryan Heise experimented with non-matching blocks. This would lead to the non-matching 1x2x2s aspect of the Heise method.
The original version of the method was proposed in July, 2003.

Ryan announces plans to change the method (August 12, 2004)
The method becomes three steps, with L3C at the end. Step 2 is a work in progress. (August 15, 2004)
Website moved to the current domain (May 20, 2006).
A new step 2 detailed. (Early 2006, possibly the same time as the domain update).
Step 2 is to solve the edges then solve two corners. Or to try to solve two corners at some point while solving the edges. Step 3 is to solve the last three corners.
Step 2 altered. The method is now in its current form. (May-July 2006).
Ryan Heise states that his goal was an intuitive speedsolving oriented method.
