Guus Razoux Schultz tells me that he started developing CLL and ELL around September 1981 and that he learned of F2L pairs a few months later.
This is from a private message between me and Schultz.
Schultz used this method in the Rubik's Cube World Championship in June 1982. He was the only one using F2L pairs.
