The dimensions for this project will be determined by what you intend it to be primarily used on when complete; a tablet (iPad) or phone (iPhone).
For iPad dimensions, it should be 2732 x 2048 pixels (12.9 ipad pro): 1536 x 2048: iPad Pro 9.7 etc most iPads on market.
For iPhone dimensions, it should be 2436 x 1125 pixels
Moving Target (These sizes are all over the board, basically, pick a size and start your concept, leaving lots of bleed on the edges to be able to move into another format.) See the apple developer display sizes.
You may need to work at the file at a larger size:
