If you have already taken 2D Character Design you may work in a different style.
If you have not taken 2D Character Design and your work calls for a different style you may work in a different style but need to get those benchmarks approved and it is highly recommended to discuss your production methods with your instructor so that you can get some tutorial help.
Here are some tips for finalizing the look:
Use Photoshop and follow the tutorial video provided.
Give your character a platform to stand on.
Give your character the active weapons or vehicle or props necessary to do their "job".

Photoshop
Start with a larger file to be able to zoom in.
I started with 3000 x 3000 knowing ultimately the work would need to be within the constraints of 1920 x 1080
Your Character Design needs to be in a square or horizontal for best viewing on computers.

Line Drawing
White Fill for easy flats
Change the white fill to Color Fills
Tone over the color
Textures on an overlay layer over the tone
These include the cement block, backpack, cloth, rainbow and Covid-19
Details and more paint over all of those layers
Lighting, highlights, focused on the hair, face, staff and mace.
