The Assembly is the highest governing body of IMO. It is responsible for approving the work programme and budget; and determining financial arrangements and electing the IMO Council. The Assembly consists of all IMO Member States (now 175 States) and meets once every two years. 

The 33rd session of IMO Assembly  during 27 November - 6 December 2023  adopted  new strategic plan (SP)  for another six year (2024-2029)  ์IMO SP for 2024-2029

The Council is executive organ of IMO consist 40 member States, elected by the IMO Assembly for 2 year terms. Thailand was elected as IMO Council member since the 24 session of the IMO Assembly in 2005 until the last Assembly in 2021.

คณะมนตรีเป็นองค์กรบริหารของ IMO ประกอบด้วยสมาชิก 40 ประเทศ ได้รับเลือกตั้งจากสมัชชามีวาระ 2 ปี โดยประเทศไทยได้รับเลือกตั้งเป็นสมาชิกคณะมนตรี IMO นับตั้งแต่การประชุมสมัชชา IMO ครั้งที่ 24 เมื่อปี พ.ศ. 2548 มาจนถึงการประชุมสมัชชาครั้งที่ 32 เมื่อปี พ.ศ.  2564 

Marine Environment Protection Committee (MEPC),  (consists of all Member States) is empowered to consider any matter within the scope of the Organization concerned with prevention and control of pollution from ships. In particular it is concerned with the adoption and amendment of conventions and other regulations and measures to ensure their enforcement., The MEPC was first established as a subsidiary body of the Assembly and raised to full constitutional status in 1985.

The 81st session of the MEPC will be held during 18-22  March 2024 at the IMO HQ, London, UK. and hybrid meeting  

คณะกรรมการคุ้มครองสิ่งแวดล้อมทางทะเล (MEPC) ประกอบด้วยประเทศสมาชิก IMO ทั้งหมดมีอำนาจพิจารณาประเด็นเกี่ยวกับการป้องกันและการควบคุมสิ่งแวดล้อมทางทะเลจากเรือที่อยู่ในขอบเขตอำนาจของ IMO โดยการประชุมคณะกรรมการคุ้มครองสิ่งแวดล้อมทางทะเล ครั้งที่ 81 (ระเบียบวาระกาMeeting Programme รประชุม) จะมีขึ้นระหว่างวันที่ 18-22 มีนาคม 2567 ณ สำนักงานใหญ่ของ IMO กรุงลอนดอน สหราชอาณาจักร คณะผู้แทนไทยเข้าร่วมการประชุมจะประกอบด้วยผู้แทนกระทรวงคมนาคม (กรมเจ้าท่า สำนักงานปลัดกระทรวงคมนาคม) กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม กระทรวงการต่างประเทศ กระทรวงพลังงาน และการท่าเรือแห่งประเทศไทย
