Thailand had been continuously elected as the IMO Council Member since the 24th session of the IMO Assembly in 2005 to the 32rd session of the IMO Assembly in 2021.

At the 33rd session of the IMO Assembly on November - December 2023, Thailand have not been elected as the IMO Council member in Category C for  2024-2025 period 

As a member of the IMO Council almost two decades, Thailand has been involved in many process of strategic planning and organizational reforms to modernize the organization in order to better serve the needs of IMO member countries, especially developing countries and small island countries, including the promotion on maritime safety and environmental protection from shipping as well as the development of international maritime transport services that can be accessed by remote countries and helping to eliminate poverty problem. 

ประเทศไทยได้รับเลือกตั้งเป็นสมาชิกคณะมนตรี IMO อย่างต่อเนื่องนับตั้งแต่ในการประชุมสมัชชาครั้งที่ 24 ของ IMO เมื่อปี 2548  จนถึงการประชุมสมัชชาครั้งที่ 32 เมื่อปี 2564 

สำหรับการเลือกตั้งสมาชิกคณะมนตรี IMO ในวาระปี 2567-2568 ซึ่งมีขึ้นในช่วงระหว่างการประชุมสมัชชา ครั้งที่ 33  เมื่อปี 2566 ประเทศไทยไม่ได้รับเลือกตั้ง

ในฐานะทำหน้าที่สมาชิกคณะมนตรี IMO เกือบ 2 ทศวรรษ ประเทศไทยได้มีส่วนร่วมในหลายขั้นตอนของการวางแผนยุทธศาสตร์ การปฏิรูปองค์กรเพื่อให้ทันสมัยและสามารถตอบสนองความต้องการของประเทศสมาชิกที่ดีขึ้น โดยเฉพาะประเทศกำลังพัฒนาและประเทศหมู่เกาะขนาดเล็ก รวมทั้งการส่งเสริมความปลอดภัยและการคุ้มครองสิ่งแวดล้อมทางทะเลจากการเดินเรือ รวมทั้งการพัฒนาบริการการขนส่งทางทะเลระหว่างประเทศษที่สามารถเข้าถึงได้โดยประเทศที่อยู่ห่างไกลและเพื่อขจัดปัญหาความยากจน
