Today's reading is The Planetary Report March 2026 and IEEE January 2026 Articles. Inquiries from this involve whether or not the leveraged libraries are proprietary, open for use, or otherwise not available. Other items include further refining parts of comets. Science Notes provides a very clear definition labelling for parts of comets to compliment the article.

I have been feeling unwell today. I was able to see the Space Launch System Artemis launch today though. I am thankful to have had the opportunity, though I understand it is a privilege to see a launch like this. I am incredibly thankful I had the strength to watch and witness such a spectacular event.

Quest: Find free library cards as I am a book reader sometimes. Testing some of the links so you do not have to:
Frozen Pennies:
Idaho, Boise Public Library allows you to register for the card.
Kansas, Topeka and Shawnee County Public Library will register you in the system.
Las Vegas, Las Vegas-Clack County will register you in the system. Will not provide access to Libby.
New Jersey, Newark Public Library will register you in the system.
New York, New York Public Library will provide you with a e-card.
Virginia, Fairfax County Virginia Library will provide you with an e-card.
Wyoming, Laramie County Library will provide you with a e-card.
None of these have worked yet for access. I will update when one does.

"I am down-grading myself to crack pot status, as there were no paid positions for engineers."
Scrolling through LinkedIn, one of my Australian mutual acquaintances posted a question that I would like to elaborate on for new career people.
Question:
"1. Grid (Power Systems) — power plants, transmission, substations
2. Industry (Energy Systems) — factories, motors, solar + batteries
3. Power (Power Electronics) — converters, inverters, chargers
4. Circuits (Electronics) — PCBs, analog/digital circuits
5. Embedded (HW + SW) — microcontrollers, firmware
6. Systems (Low-level CS) — OS, drivers, distributed systems
7. Software (Apps / Backend) — web, mobile, APIs
8. Data & AI — machine learning, AI systems
9. Chips (Semiconductors / VLSI) — CPU/GPU design
10. Physics (Device level) — transistors, electron behavior
Which layer most potential?"
Response Posted:
"Out of curiosity, how do you mean? Do you mean for employment?
If so, it depends on what your area needs.
Industrial Energy says to me developing area or high levels of growth within a geographic area (replacing old or aging architecture).
Power Electronics means new development of systems (new company) or replacing power systems - a favorite of mine I like to revisit for an example of engineering retrofits is the redesign of the Prius from the Generation 2 to Generation 3 models, even though the defect was a mechanical issue with the head gasket.
Software apps are often heavy on the developer prior to launch and rely on data selling. If you are developing in a company, there are often backbones for you to rely on. Very few companies exist solely to create apps.
Physics indicates to me research laboratory, meaning governmental work or high caliber Research and Design positions in corporate settings (often times persons are groomed for these positions prior to hire - at least in the United States)."
Elaboration on the Earlier Response:
1. Industrial Energy says to me developing area or high levels of growth within a geographic area (replacing old or aging architecture).
2. Industry indicates mobile applications, FEMA, and commercial systems.
3. Power Electronics means new development of systems (new company) or replacing power systems - a favorite of mine I like to revisit for an example of engineering retrofits is the redesign of the Prius from the Generation 2 to Generation 3 models, even though the defect was a mechanical issue with the head gasket.
4. Circuits, read up on your standards, and large amounts of testing.
5. Embedded, learning different manufacturer's embedded systems and methods of coding. Coding rules can tend to stay the same between systems, and system architecture tends to vary by IP provider.
6. Systems, timing and kernals, hand in hand with embedded systems.
7. Software apps are often heavy on the developer prior to launch and rely on data selling. If you are developing in a company, there are often backbones for you to rely on. Very few companies exist solely to create apps.
8. Data & AI can go hand in hand with app development. Leveraging other people's coding systems can be interesting, study up on safe coding practices.
9. Chips (Semiconductors/VLSI) is more leveraged by larger corporations due to the price of the equipment involved. No one has a wafer fab in their garage yet. (Either that or they have a very large garage.) Accessibility is interesting with this career as proximity is required to do consistently well.
10. Physics indicates to me research laboratory, meaning governmental work or high caliber Research and Design positions in corporate settings (often times persons are groomed for these positions prior to hire - at least in the United States).
Engineering Practice
A component engineer looks ahead in the market to see new trends for parts, combines their understanding of their mission such that they evaluate new parts for applicability to their program's technical requirements. Upon evaluation, discusses with relevant contractually obligated teams (including funding personnel, program head offices, technology teams, requirement contracting officers, and others). A component engineer either delegates legal requirements or signs off on Quality Conformance Inspections for received parts. Component Engineers interact dynamically with their organization to create Purchase Orders (POs) for new parts, and comments upon old parts.
Commercial parts can be qualified to space grade depending upon contract with customer, or leveraged with engineering team sign off. There are several avenues for this, though it is best to collaborate with the Defense Logistics Acquisition Agency (DLA) to create a Military Standard Specification sheet for parts on government contracts. For government contracts there are often stipulations requiring supplier visits, common clauses within documents such as MIL-PRF-19500, MIL-PRF-38534, and MIL-PRF-38535.
I have maintained a list of approved suppliers within the industry to certain requirements. Proactively having back up parts on your Bill of Materials (BOM) is an asset to your organization and I continually maintain these in my side projects. In addition to having a catalogue and stores of listed parts in excess of what the program needs at the time, it is best to maintain best business practices with your suppliers and customers, continually advocate for your projects, and complete due diligence in accordance with your customer wishes to maintain a positive relationship in the field.
A time when parts failed testing (without revealing detailed program specifics) has been on program A with Supplier A. Supplier A's parts were a big investment for the program, a program investigation ensued to recover the parts. My actions were to collaborate in a 20+ person team with the investigation, recover data from the original manufacturer, and to coordinate with procurement with Supplier B for replacement parts. Spearheading the actions with Supplier B together with Senior Engineer, Procurement, Program Manager, and Technology Investigation Teams, we were able to coordinate both the procurement of new parts and understand why the part at Supplier A failed. Upon receipt of new parts, it was determined that a new specification internally would be made, and the new parts would be accepted underneath the new contract due to data, 20+ person team buy in (including, but not limited to Program Manager, Technology Teams, Component Engineering, Procurement, Design Engineers, and Customer).
Due to flow down from the DLA, there was information Part Family A was being discontinued for production and the facility was no longer going to continue manufacturing under DLA supervision. Immediate actions include informing Parts Control Group and other relevant parties. Funding was not available for finding part replacements or to continue investigation into enterprise usage of parts. I worked on my own my time outside to view impact of the Part Family A's absence from the industry on our product from our Bill of Materials. There was no funding to continue the investigation and the parts remain to my knowledge unreplaced. It is in unknown if these were heritage parts that had already been replaced within our catalogue and had simply not been removed from our heritage system enterprise wide. Going forward, I would ask the primary handlers of the Bill of Materials (BOMs) whether funding needs to be made available to replace the parts, or if the parts were no longer needed and had already been replaced in our catalogue and BOMs.

New fresh hell. I have been studying for the FE Exam. Massachusetts requires a different type of licensure to be an engineer.....
Alright, I will study for the new exam as well. I wish I had known prior to moving, and the more you know. A large amount of Professional Engineer licensure does not move between states anyway, so there we go.
Questions:
Are these regulations in accessory to Professional Engineering licensure?
Do I need to scale up the ranks of engineer (1st class, 2nd class, 3rd class) in order to proceed.
What types of engineers need this credential? (Is this major specific?)
Does working for a corporation supersede requirements? (State law question.)
Investigation:
Given the I may not need this licensure to become an electrical engineer in the Massachusetts jurisdiction. *Adam West Batmobile Noises* To the Massachusetts Legislature to see what credentials I need, for that would make more sense as to why I was not able to maintain my engineering position with RTX/Raytheon if persons with the title of Engineer are required to have the specific credential in order to practice in the state, period. I would have studied during the move.....
Reading through The 194th General Court of the Commonwealth of Massachusetts, General Laws, Part I, Title XX, Chapter 146, Inspection of Boilers, Air Tanks, Etc. Licenses of Engineers, Firemen, and Operators of Hoisting Machinery, this test primarily seems to be aimed at people dealing with boilers, nuclear, and civil infrastructure.
Insurers seem to need some certificate in order to practice.
What are the regulations in order for me to practice engineering legally here (in Massachusetts)?

Conclusions:
Update 4/25/2026, 9:58 PM EST, there are a large amount of laws..... Do I necessarily need to read through or document all of them at the moment? No/kinda. I am relatively new to Massachusetts and breaking laws is not something I go out of my way to do most of the time.
Update 4/25/2026, 10:23 PM EST, I am simply posting the laws that state the word "engineer" in the title.
Update 4/25/2026, 10:50 PM EST, taking a break for dinner. (I need to get my sleep schedule back on track on the weekends.)

From a cyber security talk. For the undergraduates, your employers will ask you to work on cybersecurity if they need it, for the most part. One does not simply do cybersecurity, one is asked to do cybersecurity.
Updated 5/25/2026.
In the United States, women are allowed in laboratories, or at least we were in undergrad, when we paid large fees. Lately it seems that the United States says women are not allowed in the lab. There are no engineering positions for women in the lab. I come from a working class background. It seems that lab space is only for those who can pay a large sum of money. There are no positions for women in engineering, period. I have no money for Gucci or Prada, only those that purchase Gucci or Prada are allowed in.
All I have are useless equations and skills to provide my employers. Nobody likes useless equations. Unless you bring a contract with you from a rish acquaintence, you don't have a future in engineering. And lawyers will not sue employers anymore. Corporations win and are above the law!
If you do not come with a contract, you are to be used as a patsy for corruption.
Competence is only for only for those who can pay for it, hard work does not get you anywhere. Business contacts respect money, and drama (including legal drama) ends you up homeless. Breaking the law is absolutely allowed for corporations.

While I am between positions, I do not have any money. I would phrase that more eloquently, and this is the truth.
I have applied for unemployment in the State of Massachusetts through the Department of Unemployment Assistance, and I am currently appealing their rejection for benefits. I have been applying for positions since February when my income first dried up. Currently I have no income and I have applied for SNAP, WIC, and Transit Assistance. My car's brakes have also gone out as of a month ago. On the bright side, I do not need to worry about gas, winning! (Sarcasm.)
For those who do not know WIC, WIC is only for if you are pregnant or have children. I learned that when I was rejected, and do not begrudge the decision, as I would like to have children when I am older. More in the 30 - 35 years old range, hopefully when I am more established in an industry. I am only 26 currently.
I received news from DTA that I have been approved for financial assistance through SNAP, to make my food bank rations stretch further! Fresh fruit, vegetables, and baking staples make The Open Pantry's current food box resources stretch further in my kitchen. For reference, food banks may have baking staples when asked. I have received corn flour from The Open Pantry in the past without having to ask. I need to ask next time the main office is open for The Open Pantry whether butter, baking soda, baking powder, and sugar are available. Having volunteered for a food bank in Washington State prior, reasons for them not necessarily being readily available in donation boxes include relatively low cost, already being in person's pantries, and when catering to lower income groups who have been in need for longer (systemic poverty or abusive situations), baking supplies require a functioning kitchen, utensils, and space. Not all people have those.
During this time, I have also been using The Salvation Army, particularly when The Open Pantry closed its doors for their move.
For getting around in Lowell, I am very thankful that LRTA has free fares until June 30th, 2026 due to a state grant! My next step is to continue to try to receive more reduced fares for job interviews in Boston, so long as I am eligible.

Obligatory I am not a financial advisor. Do your own research. I am posting this as a way to document some of my looking into assistance while I am waiting for return calls from employers. Obligatory not sponsored.
Given that the SAVE Plan has been rolled back, I am assuming that other versions of Income Based Repayment plans shall be rolled back as well, and I find myself unfortunately correct. I was originally thinking that if the SAVE plan had been newer legislation, that only the SAVE plan might have been rolled back, and quoting Forbes "ICR and PAYE will be phased out by July 2028." Finding a few more articles to back these up, even though Forbes is commonly accurate for these types of issues, The College Investor says "Income-Contingent Repayment (ICR) and Pay As You Earn (PAYE) officially end on June 30, 2028, with enrollment expected to stop earlier to allow time for transitions." This stems from the passing of the One Big Beautiful Bill Act (The College Investor). Finding another source of information, The Free Financial Advisor indicates that SAVE, PAYE, and ICR will be gone by July 1, 2028. The SAVE plan has already stopped accepting new enrolling persons, however the ICR and PAYE plans are still accepting new enrollment is what I am gathering from The Free Financial Advisor and The College Investor.
For background, I was raised up on The Ramsey Show, The Financial Diet, and watched Caleb Hammer's The Financial Audit for a time. I do not take any of these as gospel, and I budget, hopefully, the same as everyone else. That being said, my only formal public school training, from grade 5 onward, was JA Biztown once in the 5th grade. My class was spoken to about finances again in high school sparingly, though hardly any of us had any idea what that would look like in practice. At a certain point, we knew the numbers mattered and taxes would be implemented, some of just felt lost. I know that some parents taught their children their systems, my parents did not have such a system to hand down aside from what I raised on (YNAB and Dave Ramsey). The takeaway here is that I learn constantly and take new classes and gain new information.
I am currently on the standard repayment method for my student loans and I was lucky and privileged enough to walk away from college with only about $18,000 in student loan debt to the United States Government for my Electrical and Computer Engineering degree. I received 3 out of the 50+ scholarships I applied to, all of them merit based.
Regarding student loans only, what is the One Big Beautiful Bill Act? From an Executive Summary from the White House, the One Big Beautiful Bill Act (OBBB) is H.R.1. Finding the bill itself at https://www.congress.gov/bill/119th-congress/house-bill/1/text, I have some reading to do.
Meowth Intermission. Image Credit: Hannah Carter, 2026.
Major Questions:
How will these paths impact myself?
Will I still be charged interest?
Deferment
For my student loans I will be, reading the StudentAid.gov page.
Forbearance
Interest does accrue (Experian, StudentAid.Gov).
Switching to an Income Driven Repayment
Yes
Will these options impact my ability to go back to another payment plan?
Will these options impact my interest rates on my current loans?
Will these options impact my credit score? (Credit score counts for job and housing applications. I have had a job use my credit score as a metric for myself to obtain a position.)
Deferment
No, not exactly. "No, deferred payments generally won't directly hurt your credit. When a creditor defers your payments, it can report your account's new status to the credit bureaus—Experian, TransUnion and Equifax. While this appears in your credit report, the deferment status won't directly help or hurt your credit scores" (Experian).
Forbearance
"Because student loan forbearance provisions are included in their loan agreements, federal student loans will remain listed in good standing on your credit reports during forbearance. As long as you meet eligibility requirements and maintain the agreed-upon payment schedule, your credit scores should not be affected by forbearance" (Experian).
"Federal student loans in forbearance are reported to the credit bureaus as being in good standing. The same should be true for private student loans—but check with your private student loan lender and ask how their forbearance plans work" (Freedom Debt Relief).
Switching to an Income Driven Repayment
Will these options lock me in for life (exaggeration, only for term of the contract)?
Well, given that the SAVE Plan was recently taken away, no, picking a student loan plan will not lock me in for the entirety of the contract. Evidence being that the people currently on SAVE are being asked to pick new contracts (Forbes, The College Investor).

Obligatory, please do your own homework. I am not a specialist in the chemistry field. This is simply how I might start to go about the problem. Electrical engineers also have to vet what comes into their laboratories. I am not being paid for this post. Also not sponsored. I invite experienced chemists to make fun of my pitiful attempts to chemist, as I am very much not.
If you do what I am doing, do not interfere with emergency personnel. Do not contact manufacturers unless you are actively engaged with first responders. Actively engaged means you were contacted by email or asked verbally. This is an active incident where slowing first responder efforts may mean people die. I am simply pulling documentation from manufacturer websites, pulling data points from posted news articles, and modelling mathematically.
My Credentials:
Electrical Engineering Professional
Studied Chemistry
Worked in aerospace for 5 years on electronics
Background:
Trying to sleep last night, I was scrolling (I know, that is my problem), and I stumbled across a problem that got myself thinking, and I thought, aw hell, why not post the thoughts.
Situation:
7,000 gallon US gallons in tank (Wikipedia.)
34,000 gallon storage tank of methyl methacrylate (MMA) became overheated (FOX KTVU).
Incident began at 3:30 PM PDT at GKN Aerospace (FOX KTVU).
This has been occurring for four days (Wikipedia).
There seems to be a crack occurring in the tank
Weather in Garden Grove:
Process:
Pull MSDS Sheet. Found a Safety Data Sheet from a manufacturer. I do not know if this is the manufacturer. Found data sheet from EPA. Pull up chemical specification from PubChem.
Question from my time in aerospace - is this specialty or proprietary - put this on back burner if search for MMA and company name comes up empty. Until there is a sign that this chemical is specialty, I am regarding it as the EPA and PubChem chemical with no adulterations.
From PubChem (https://pubchem.ncbi.nlm.nih.gov/compound/6658#section=Chemical-Vendors):
"Section 3.2 Experimental Properties"
3.2.1 Physical Description"
"Containers must be heavily insulated or shipped under refrigeration. An inhibitor such as hydroquinone, hydroquinone methyl ester and dimethyl t-butylphenol is added to keep the chemical from initiating polymerization. The chemical may polymerize exothermically if heated or contaminated with strong acid or base."
Screenshot of PubChem: https://pubchem.ncbi.nlm.nih.gov/compound/6658#section=Physical-Description&fullscreen=true
Question being, is methyl methacrylate being stored with the inhibitors? Are these inhibitor chemicals denser than the methyl methacrylate? Do they need to be agitated during shipment? - Not important for the discussion at the moment.
Is the inhibitor chemical still stored within the container prior to use? Is this enough to prevent polymerization? - These are important questions to answer.
According to the BASF Safety Data Sheet for Methyl Methacrylate, Page 6, "Never use tanks with inert-gas installation for storage."
Screenshot of BASF Safety Data Sheet: https://download.basf.com/p1/000000000030041969_SDS_GEN_US/en_US/METHYLMETHACR._30041969_SDS_GEN_US_en_4-0.pdf
This indicates to me that the stored methyl methacrylate does not have inert chemicals stored with it. This may already be known. Once again, I am not a chemist, nor do I claim to be. I took a few classes once upon a time, please refer to my LinkedIn profile as to where.
"6. Chemical Vendors"
Screenshot of PubChem: https://pubchem.ncbi.nlm.nih.gov/compound/6658#section=Chemical-Vendors&fullscreen=true
This chemical is widely available. If there is something special about it, the company shall have it on file, potentially as proprietary. If I were in person, I would ask the manufacturer for the supplier they sourced from to determine which safety data sheet to use. This will have the safety requirements required to handle during a spill. If they do not, there are other sources listed below, I like to have 3 on hand at least for most projects. (Now watch, I have to mix it up. Have to pick 4 sources at least.)

5. Fire-Fighting Measures
"Extinguishing media
Suitable extinguishing media:
dry powder, water spray, carbon dioxide, foam
Unsuitable extinguishing media for safety reasons:
water jet
Additional information:
Use extinguishing measures to suit surroundings.
Special hazards arising from the substance or mixture
Hazards during fire-fighting:
Risk of violent self-polymerization if overheated in a container. Cool endangered containers with water-spray.
The product is combustible. See SDS section 7 - Handling and storage.
Advice for fire-fighters
Protective equipment for fire-fighting:
Firefighters should be equipped with self-contained breathing apparatus and turn-out gear. Special protective equipment for firefighters
Further information:
Extend fire extinguishing measures to the surroundings. Fight fire from maximum distance. Vapours are heavier than air and may accumulate in low areas and travel a considerable distance up to the source of ignition.
In case of a fire in the vicinity a restabilization system should be used if the temperature in the bulk storage-tank reaches 45°C. Evacuate area of all unnecessary personnel. In case of a fire in the vicinity evacuate all personnel in a greater area if the temperature in the bulk storage-tank reaches 60°C.
Dispose of fire debris and contaminated extinguishing water in accordance with official regulations.
Impact Sensitivity:
Remarks: Based on the chemical structure there is no shock-sensitivity."
Screenshot of BASF Safety Data Sheet: https://download.basf.com/p1/000000000030041969_SDS_GEN_US/en_US/METHYLMETHACR._30041969_SDS_GEN_US_en_4-0.pdf
6. Accidental release measures
"Methods and material for containment and cleaning up
For large amounts: Pump off product.
Spills should be contained, solidified, and placed in suitable containers for disposal. Dispose of absorbed material in accordance with regulations. Ensure adequate ventilation. Suppress gases/vapours/mists with water spray jet. Clean contaminated floors and objects thoroughly with water and detergents, observing environmental regulations. Cleaning operations should be carried out only while wearing breathing apparatus. Pick up with suitable appliance and dispose of."
7. Handling and Storage
"Precautions for safe handling"
"Heated containers should be cooled to prevent polymerization. If exposed to fire, keep containers cool by spraying with water. Emergency cooling must be provided for the eventuality of a fire in the vicinity." - Firefighters have been performing this measure (FOX KTVU).
From the Chemical Book (https://www.chemicalbook.com/msds/methyl-methacrylate.htm):
"Section 8: Exposure controls/personal protection"
"Splash contact Material: Butyl-rubber
Minimum layer thickness: 0,3 mm Break through time: 66 min" - Context indicates these precautions may be for general use - Gloves for handling from Safety Data Sheet - Question - Does the fire department have these types of gloves/safety protection to handle issue? Is this the only material required? According to the U.S. Fish and Wildlife Service, on page 4 of 6, Butyl Rubber Gloves are available (https://www.fws.gov/sites/default/files/policy/pdfs/e4241fw3.pdf). The question being, are these the appropriate weight for European standards, and for American Standards?
Screenshot of U.S. Fish and Wildlife Service: https://www.fws.gov/sites/default/files/policy/pdfs/e4241fw3.pdf.
Looking at the Orange County Fire Authority (https://ocfa.org/about-us/departments/operations/hazardous-materials-response-team/). Looking at Orange County HAZMAT (https://www.ochealthinfo.com/services-programs/environmental-health/hazardous-materials/hazardous-materials-hazmat-emergency). The goal is is to find out what the Orange County Fire Department/HazMat has access to in their stock to see if they have the correct gloves. In person, this would be as simple as asking a representative or coordinator what materials are available and saying what the data sheet has listed so they can check against stock.
From the Chemical Book (https://www.chemicalbook.com/msds/methyl-methacrylate.htm):
"Section 8: Exposure controls/personal protection"
"Body Protection
Flame retardant antistatic protective clothing.
Respiratory protection
Recommended Filter type: Filter A (acc. to DIN 3181) for vapours of organic compounds
The entrepeneur has to ensure that maintenance, cleaning and testing of respiratory protective devices are carried out according to the instructions of the producer.
These measures have to be properly documented.
Control of environmental exposure
Do not let product enter drains. Risk of explosion."
Material Properties Questions:
Is the tank being kept at pressure? What pressure?
Concerns:
In work.

Whilst reading The Atomic Submarine and Admiral Rickover by Clay Blair Jr., I have come across what has been a winning strategy in the past, or at least not left you poorer than it found you. The passage says "He treated everybody the same, whether he knew them or whether they were total strangers. He even made a special point of keeping his nose out of the personal lives of his subordinates and, in return, asked that they do the same." (Page 55, The Atomic Submarine and Admiral Rickover). This passage has proven to work for myself early on in my career. These days, less so.
I have enjoyed the book thus far. The story so far is enriching.
As an engineer who didn't receive the best grades in college, I see that I don't have a path forward in the Navy unless I work on a particularly large project of merit. The Navy hires people and trains them and provides them to have an environment in which they might become the best of the best. I have to wonder if there is any reason for me to see myself there. There are no prizes for trying hard, and people's lives are on the line, so I have no issue with it.
Another point of view, great people like Admiral Rickover and Ruth Bader Ginsburg have met their significant others while in pursuing their degrees in higher level insitutions. I have to assume that if that is in the cards for myself, that it will not happen any time soon.
I would love to see a DPA or a Construction Analysis of this chip when it comes out to see what the implementation of the logic fabric looks like if it is reflected in the hardware.

I attended a conference a few years ago where this was a key consideration. https://defence-blog.com/darpa-wants-to-replace-gps-dependence-with-new-class-of-sensors/.
Looking at the DARPA page for PINPOINT, the ASSERT program peaks my interest for continued space application in micro-electronics. From what I can see, DARPA does not have a program on their programs page, however they do have a page on the HigherGov page.
Adding the MTO Spark Tank to things I wish I could have gone to, but did not have chargeline (nor a job for that matter). Still don't have the job (or income - working on it).
Screenshot of DARPA's MTO Spark Tank Advertising: https://www.darpa.mil/news/2025/mto-spark-tank.
Items I Would Go to the MTO Spark Tank For:
Unconventional Computing
Blue and Red Teaming concerning Q-Day
Biologically Inspired Microsystems
BSL 4 laboratory in space for development through start up adjacent to either governmental entities
Commercially Catalyzed Defense Deployment
Commercial-scale technologies at the semiconductor level may not be necessary, were I them, I would be looking at my customer's applications instead.
Commerical-scale technologies indicates COTS, switching over to COTS has been a push in the market and has been a push since the 90s.
Semiconductor manufacturers are potentially working with bidders in the unconventional computing category to revolutionize computing, though since all of this is integrating onto a tiny component as an end result, education and manufacturers are clinging close to their wafer fabrication facilities (wherever they may be). With experimental lines, should they be seperate from main production lines, the cost for development may decrease (I have no numbers or figures to back up my calculations).
Does MTO leverage DARPA for input.

Side Tangent -
As an electrical engineering professional (not licensed yet, pursuing license), I see a large amount of postings from DARPA that do not align with a professional engineering track, which is how many students board onto becoming a scientist. Working for DARPA often includes moving around for positions. Professional engineering requirements change from state to state, and once professional engineers are established, moving becomes harder and takes more time, meaning that they practice from a larger institution (I have seen this), practice from academia (I have seen this), or simply onboard to state work. At the rate DARPA's programs cycle, I do not see solitary professional engineers with their own practice being the best fit for DARPA's systems. If you need to move states every year to two years, you are either very dedicated to DARPA and that project. This is also not necessarily conducive to younger engineers pursuing their professional engineer license, which might not necessarily be a bad thing for the average young engineer just cutting their teeth in industry. Even for the smartest of young engineers benefit from having a more experienced professional senior engineer (in their discipline) in their corner (as the professional engineering track encourages implicitly). In the state of Massachusetts, there is a clause which allows an engineer to practice under a Temporary Permit if they are already registered in another state (https://www.mass.gov/doc/board-policy-on-use-of-titles/download).
Timeline -
Younger engineering professionals have less issues crossing state lines until you take your PE Exam, there are very few bottlenecks.
My Experience -
As an engineering professional with 5+ years of experience who is pursuing their professional engineer's licensure, I have had to specify to potential corporate and military employers that I am not allowed to be called an electrical engineer per the local state's laws regarding who is allowed to call themselves an engineer. Corporate's reputation is that following the corporate route, engineer's do not need professional engineering licensure as the liability is largely covered by the organization you are working for. Indicating that I am not allowed to call myself an electrical engineer, as required by law, is not a problem as the laws are meant to ensure safety.

"6730. Requirement for licensure to practice civil engineering, electrical engineering, and mechanical engineering"
"In order to safeguard life, health, property and public welfare, any person, either in a public or private capacity, except as in this chapter specifically excepted, who practices, or offers to practice, civil engineering, electrical engineering or mechanical engineering, in any of its branches in this state, including any person employed by the State of California, or any city, county, or city and county, who practices engineering, shall submit evidence that he is qualified to practice, and shall be licensed accordingly as a civil engineer, electrical engineer or mechanical engineer by the board."

"(a) Electrical engineering is that branch of professional engineering described in Section 6734.1 that embraces studies or activities relating to the generation, transmission, and utilization of electrical energy, including the design of electrical, electronic, and magnetic circuits, and the technical control of their operation and of the design of electrical gear. It is concerned with the research, organizational, and economic aspects of the above."
"(b) The design of electronic and magnetic circuits is not exclusive to the practice of electrical engineering, as defined in subdivision (a)."

"For companies that offer engineering or land surveying services to the public, a job title that includes the term “engineer” or “surveyor” implies to the public that the individual holding that job title is qualified to perform engineering or surveying work without supervision and therefore requires licensure by the Board. See Opinion of the Attorney General, dated August 12, 1965 & Opinion of the Attorney General dated March 9, 1971. For this reason, the Board cautions against engineering or land surveying firms allowing unlicensed employees to hold themselves out to the public as a “Civil Engineer,” “Electrical Engineer,” “Graduate Engineer\Surveyor,” “Project Engineer,” or “Associate Engineer/Surveyor.” If the Board receives a complaint about a title being used by an unlicensed employee in an engineering or land surveying firm, the Board would consider whether there is clear notice to the public that the unlicensed individual is not qualified to provide unsupervised engineering or land surveying services. If the title contains the term “engineer” or “surveyor” and is used in a manner that could mislead or deceive the public into believing that the unlicensed individual is qualified to practice engineering or surveying, the Board may initiate disciplinary proceedings against the unlicensed individual and his or her employer."

Applicable Washington State Laws -
History -
A large amount of defense has been in largely insular communities who spread reputation by word of mouth with this changing via the internet. You knew someone to get in (largely through academia), or you served in the armed forces.
Key Takeaway -
The professional engineering track from an younger engineer's perspective is a bit more unattainable if the engineer pursues DARPA early. To improve, is there a pathway through official methods to work with the United States Government as a younger engineer that reinforces or recommends professional engineering.
Recommended Improvements:
Add formal mention of FE Exam to Department of War STEM Scholarships.
Add a federal professional engineers license or option for a federal licensure (assumption of more work).
Pros of Recommending:
United States reinforcing a professional engineering or STEM career track
Federal government reinforcing a state by state system
Cons:
Professional Engineers are required to register their addresses with the state and publicly list where they live.

While signing a contract for companies, be sure to read the fine print. Some companies discourage civic participation or directly prohibit civic participation, even though there may be some subjectivity as to whether this is legal or constitutional.

Taking a class during my unemployment and we were asked to address a problem within our community. This is something closer to my career. Learn well, take notes, understand!
Not the best idea, I shall admit. More of pointing out an eventuality of humans in space long term being space pathogens.
While applying for the MassHire Lowell Career Fair, I came across an error. The Career Fair is listed for the date June 18th, 2026, 8 AM - 5 PM EST. The register "Thank you" message indicated that I signed up for the June 25, 2026 Career Fair.
The last career fair I attended, I signed up and have screenshots, yet when I arrived at the Career Fair, I was not properly signed up and had to re-register, no biggy. Professionality is key, and signing up beforehand can help prove (if you are acting in good faith) that you are not wasting anyone's time. Normally, these discrepancies are reported, the MassHire Career Fair site does not have a quiet (Credit: MassHire's Make Your Resume Pop Webinar by Bob McIntosh) way to report time and date discrepancies.
Due to this, I commented on Facebook on the post where I found the hiring fair and we shall see. I currently have both dates registered, just in case.
Bug reports are frequent in cybersecurity spaces. This is not a true bug report, as those are more to do with code than UI and displaying dates.
