Title IV Awards are awarded under the assumption that the student will attend school for the entire period for which funds were awarded. If a student withdraws, the accuracy in the original awarding process may change, this is determined through a process generally know as 'Return to Title IV' (R2T4). When a student graduates there is not a requirement for Return to Title IV; however, there is a requirement to provide Exit Counseling and a need to determine if there are Post Withdrawal funding due or late disbursements. Global refers to this as the 'Exits Process'.
If a student withdraws from an institution, a review of the disbursed Title IV funds to determine if the student may keep full disbursement amounts or if all or partial funds must be returned.
At times, the student may have earned eligibility for Title IV funding not yet received. This could result in a Post-Withdrawal Disbursement (PWD) or late disbursement of earned aid.
The CIS packet should provide Global with all necessary information and documentation to ensure correct processing of R2T4 calculations.
All required documents listed below should be provided in SAINT Director and must include the term/payment period for which the student is dropping or graduating from:
Student Ledger Card
Academic Transcript
Attendance Grid (if the Institution Tracks Attendance)
Withdrawal Form (for Institutions with Programs Completed in Modules within a Term Date)
The Exits/R2T4 Workflow is designed to guide users through each step necessary to complete the Exits Process for a student who withdraws or graduates, from the initiation to the finalization of the process.
This is the first of two training modules outlining the R2T4 process. It is designed to outline the institution’s responsibilities, including:
Identifying students who have withdrawn from their program
Submitting updated Extract Records or manually loading Academic Records to reflect the student’s withdrawal
Creating and submitting R2T4 Packages for Compliance Review
Officials can use the CIS Required Report to identify any students for whom packets still need to be submitted.
Trainees should thoroughly review this training documentation to gain a comprehensive understanding of the process and their responsibilities.
Completing this process in a timely manner ensures the institution remains compliant with Department of Education regulations.

Take the opportunity to test your knowledge of this training module by clicking the a button (below). Assessment will take 5-10 minutes) Choose the correct option.
This is the second training module covering the R2T4 Process. It is designed to help college officials understand how to:
Track the file status of submitted R2T4 (CIS) Packets
Identify and resolve issues on files that require additional action
Utilize available reports within SAINT Director and those posted on the client's SFTP site
Clients should review all reports posted on the SFTP site. While some reports are for informational purposes only and require no action, others will outline actions needed by the institution or the student. Clients should work with students to resolve any overpayments to prevent potential defaults and the loss of Title IV eligibility upon re-enrollment.
Clients are required to download all reports from the SFTP site and save them to their internal network within 30 days of posting, as reports will be deleted after this period. This documentation must be saved for audit purposes.
If Returns (Refunds) are needed, please refer to the GARP vs Mid-Year Refund Process section of the GFAS Resource Center.
The adjacent handout will assist institutions in reviewing general and verification requirements when a student withdraws before graduating.
The handouts below are available for users to view action items and checklists necessary to complete the R2T4/Exits process.
Clients utilizing this service through Global can download the spreadsheet template below (Click the AGEC Spreadsheet Template). If the institution has collaborated with Global's Support Team to customize their AGEC Spreadsheet, modifications may be required. Please ensure all necessary adjustments are made before saving the AGEC Spreadsheet to the SFTP site for processing.
Institutions interested in adding this service through Global should contact their Client Service Director for more information.
This module provides an overview of the Automated Graduate Exit Counseling (AGEC) process and guides trainees through how to generate the spreadsheet they are required to submit to produce the Exit calculations for your graduating students.
Institution’s Responsibilities:
Identify student(s) qualified to graduate from the program.
Send Extract Record or manually load the Academic Record showing the student has graduated.
Complete the AGEC Spreadsheet.
Load the completed AGEC Spreadsheet to the Client's SFTP Site (ToGlobal Folder).
Track the successful processing of the AGEC Spreadsheet.
Download the Activity Report from the ToSchool Folder to your internal network drive.
