There may be instances where a student is unable to provide all the necessary documentation to clear a verification or C-flag. These situations typically arise when a student is selected for the following categories:
Proof of Identity(V4/V5)
Citizenship Verification
Unusual Enrollment History (UEH)
In such cases, the school may need to follow specific procedures or make determinations based on alternative documentation or other means to resolve the issue. These circumstances require careful review and consideration to ensure that the student's eligibility for financial aid is appropriately determined.
This training module will outline the institution's responsibilities when a student has a Proof of Identity Form(V4/V5), Citizenship, or Unusual Enrollment History (UEH) requirement. It will focus on the specific documentation that must be obtained from the student and attached in the Required Document Library (RDL) section of SAINT Director.
By following these steps, the institution will ensure that it meets its responsibilities for verifying the student's eligibility for financial aid while maintaining compliance with federal requirements.
When a student is selected for V4 or V5 verification groups, they are required to verify their identity. The process involves obtaining and submitting the "Identity/Statement of Educational Purpose" form, which the student can download from the Student Portal.
Steps for Identity Verification:
Obtain the Proof of Identity Form:
The student can download either version of the "Proof of Identity" form from the Student Portal.
Obtain Completed Form:
In Person or Online: The form can be completed in person at the institution with a College Official or online, via a video call with a college official.
Notary: The form can be completed with a notary for notarization.
If Notarized:
If the form is notarized, the student MUST provide the original notarized copy to the institution.
Required Documentation to be Collected by the Institution:
Original completed form (either V4 or V5 version).
If an online video call is used, Insitutions must take a least one screen shot to capture the student and valid ID.
Copy of valid government-issued ID (e.g., passport, driver's license, state issued ID, etc...).
FPP Confirmation Page from the FAFSA Partner Portal (FPP) website (Unavailable at this time)
Note:
The Confirmation Pages feature on the FAFSA Partner Portal (FPP) for the 2024-2025 and 2025-2026 award years are not currently available. Per Department of Education, this functionality will not become available until after the initial release of the 2026-2027 application. Due to the 2024-2025 award year being closed by this point, the FPP Confirmation Page will not be reqiured for the 2024-2025 award year. Global will not reject files for missing Confirmation Pages.
Once the Confirmation Pages are available, Global will provide clients with a report of previously confirmed “GC” budgets with a V4/V5 verification group. Clients will be required to submit the verification results and provide the Confirmation Pages to Global within 60 days.
Attach Documentation in SAINT Director:
All the required documents must be attached by a College Official in the Required Document Library (RDL) section of SAINT Director for Compliance Review.
By following this process, the institution ensures that the student's proof of identity verification is properly documented and meets compliance requirements for financial aid processing.
Note: College Officials have the ability to download a blank copy of the Proof of Identity Form from Global's Report Server. This allows institutions to maintain an onsite copy and provide it to students who visit the Financial Aid Office.

The following information was released in the 03/27/25 NewsFlash,
Per the prior Electronic Announcement APP-25-07 released February 24, 2025, functionality allowing financial aid administrators to report V4/V5 verification results manually or via batch files has been delayed until after the initial release of the 2026-27 application. Since the cycle for 2024-25 will be closed by the time this is out into production, information will only need to be provided for 2025-26 & 2026-27.
Important Update for 2024/2025 & 2025/2026 Award Years:
The Department of Education is currently not allowing Financial Aid Administrators (FAAs) to access the FAFSA Partner Portal (FPP) to obtain the Confirmation Page for students selected under the V4/V5 Verification group.

When a student is selected for Citizenship review, the student must verify their citizenship status. The following process outlines the required documentation and steps to complete the verification:
Steps for Students:
Download Citizenship Affidavit: The student will be able to download the Citizenship Affidavit from the Student Portal.
Provide Citizenship Documents: The student must provide the necessary original citizenship status documentation (e.g., birth certificate, passport, or other government-issued documents) to the institution for review.
Affidavit Verification: The student must present the original Citizenship Affidavit to either a school representative or a notary public for verification.
If notarized, the student is required to submit the original notarized affidavit to the institution.
Note: College Officials have the ability to download a blank copy of the Citizenship Affidavit Form from Global's Report Server. This allows institutions to maintain an onsite copy and provide it to students who visit the Financial Aid Office.

Institution Responsibilities:
Documentation Collection: The institution must collect the following:
Original Citizenship Documents.
Notarized Citizenship Affidavit (if applicable).
ID provided to Notary: If the ID the student provides to the Notary to verify Identity differs from the student's Citizenship Documentation (Driver's License (ID) vs Birth Certificate (Citizenship Documentation), the College Official must also collect a copy of the ID presented to the Notary.
Submission for Compliance Review: All original documents must be uploaded to the Required Document Library (RDL) section of SAINT Director for Compliance Review.
The UEH Flag is designed to address concerns regarding potential abuse of Title IV funds, particularly in cases where a student receives a Title IV credit balance, leaves early, and then enrolls at another institution, possibly repeating this pattern.
Responsibilities of School Officials:
School officials are required to review the student's financial aid history and academic transcripts to determine whether the student’s enrollment behavior aligns with the pattern flagged under the UEH criteria. This review ensures that Title IV funds are being disbursed appropriately and that the student’s academic record justifies the continued receipt of these funds.
Steps for Clearing the UEH Flag:
UEH Flag 2:
Review the Student's Ledger to verify whether any Pell or Loans were received at the current Insitution during the prior 4 award years.
If Yes, the UEH Flag can be considered cleared.
Sign the UEH Form and attach in the RDL of SAINT Director.
If No, treat the student as if they had a UEH Flag 3 requirement.
UEH Flag 3:
Review the student's NSLDS to verify whether any Pell or Loans were received at any Institution during any of the 4 prior award years.
If Yes, obtain transcripts from each Institution.
Review Transcripts to determine if Credits were successfully earned at each Institution.
If Yes, the UEH Flag can be considered cleared.
Sign the UEH Form and attach in the RDL of SAINT Director.
If No, obtain signed statement from student advising why credits were not earned at each Institution.
College must review to determine if the signed statement will meet the College's requirements to satisfy the UEH requirement and remain Title IV eligible.
If Yes, the UEH Flag can be considered cleared.
Sign the UEH Form and attach in the RDL of SAINT Director.
If No, the student is Title IV eligible.
The proper handling of the UEH Flag ensures that only students with a legitimate history of enrollment are eligible for Title IV funds, protecting both the students and the financial aid system from potential abuse.
