1) Click on the area you want to comment on in the text. Then click the plus sign on the right-hand side of the page.
2) This will open the comments box. Type in your comment and click 'Comment'.
This leaves a comment like the one below on the right-hand side of the page.
1) You can add comments you've added to a document by clicking on the 3-dot menu on the comment and then selecting "Add to comment bank...".
2) You'll be prompted to add the comment to the bank. Click on the Add button. Note, you can also edit it here before adding it.
On the right-hand side of the page, you will find the Comment bank. Click on that to open it.
You will see the list of comments in it. As you can see it's added our comment.
1) You can also add comments directly in the bank by clicking "Add to bank".
2) This will open the Add comment box, prompting you to add it. Click the Add button.

1) To add comments to the document from the Comments bank, click the plus sign to create a comment, then type #. This will show the list of comments below. Just click on the one you want.
2) Then click "Comment" to add it.
3) The comments are added on the right-hand side.
1) On the right-hand side of the screen, in the box where it says "Add private comment...", type in the comment you want to send to that student. Click "Post".
2) When the assignment is returned, the comment will be added at the bottom.
