Suggest + ing (if the person recommending is somehow involved in the recommendation)
suggest (that) + sj+ should (especially, if if you are suggesting that somebody else should do something, but perhaps you are not involved)
(in this example, a man has suggested that his wife should wear a dress- he uses "suggested wearing", and somehow, he feels he needs to avoid a misunderstanding)
