Escobar has built himself a prison called "La Catedral" as a cover for his illegal dealings. Escobar also has made a "war tax" so his employee's could be paying him back for all he's done for them. Escobar sends two of his most trusted men to meet and make a truce with the Cali Cartel to end the cocaine war, but before they go Escobar has a few of the Cali Cartel's people murdered. However, the Cali Cartel offers a deal a lot lower than what Escobar expected. Meanwhile, Murphy has been slowly changing as the stress of Escobar has been weighing on him. Murphy and Peña find out that Escobar is still exporting cocaine from Carillo before he leaves to Spain. Pablo refuses the Cali's offer of $10 million and tells his men to ask for $30 mill, he then raises the war tax. Murphy realizes that Pablo is sending carrier pigeons as a way to communicate, this is how they discover the truck that brings Pablo all his illegal things They intercept the truck and plant survelliance cameras in there to take photos. Pablo's family comes to visit the jail, this is where he finds out his employee's aren't too happy with the war tax, which causes him to become paranoid that his employee's aren't loyal to him. He also finds out that money has been discovered by a farmer, the same amount of money a shipment of cocaine would cost. One of Pablo's men, Galeano, claimed a shipment of cocaine was confiscated by the police. However, the money was found on his property. This causes Pablo to become even more paranoid and kill Galeano and Moncada, his two most trusted men. Meanwhile, the Cali cartel tries to make a deal with Murphy and Peña to exchange information for information to take down Pablo. Murphy refuses, and instead he and Peña release the photo's of Pablo's illegal doings to the press since the Colombian government isn't doing anything about them.
