Eliminators evolved early in the history of the event as a means of selecting the Patrol(s) to represent the District at the County competition. Indeed, some eliminators pre-date the County Emlyn. The earliest known is the Elles Shield (Gosport), presented by the then District Commissioner Colonel Arthur Warre Elles. When presenting the shield to the winners of the first event, he explained that '... the idea of the shield was not to get a super-Scout or super-Patrol, but to get a good, high, all-round standard among the boys'.
Similarly in 1933, in the joining instructions for the County event, '...attention [was] drawn to DCs about the importance of encouraging as many Troops as possible to enter eliminating heats... it was this which seems to be the chief reason for the existence of the competition, for it brings to many Troops valuable experience in camp craft and self-reliance... the trophy and the team who wins it is a matter of less moment.'
