To ensure a safe, respectful, and productive environment for all patrons and staff, we have established the following library policies through the Library Advisory Committee (LAC). These guidelines outline the standards for borrowing materials, using our facilities and technology, and participating in our programmes. Our policies are designed to protect our collections, foster a welcoming atmosphere, and support the educational and recreational needs of our entire community. Please take a moment to familiarize yourself with these important rules that help us serve everyone effectively. These policies are not all-inclusive and are subject to modification by the LAC.
Library Membership
Membership of the college library is open to the college students, staff members, and stakeholders of the Shri Mudhaidevi Shikshan Sanstha, Deur. However, outsiders who are interested in the membership of the library shall apply in writing to the Principal, and after approval only, the membership will be granted. Online filling of the Library Membership Form is mandatory for obtaining the membership.
Borrower's Card and Eligibility
Borrower's Cards are issued to the faculty members and students after receiving the online application. Students are charged a nominal fee of Rs. 60/- for the card. A user whose card is lost or stolen should immediately report it to the Library. The fee to replace a lost card is Rs. 100/-. This card is a Smart Card with a combination of College ID Card and Library Borrower's Card and can be used for various purposes such as Identification, User's Digital Attendance, and Book Circulation etc.
Usage of Card
Members will not be allowed to use the library facilities in the absence of their membership card and will not be allowed to borrow the library reading material on the card of another member. In case of loss of membership card, it should be reported immediately to the Librarian, and a new card will be issued only after approval of the Principal, by paying charges of Rs. 100/-
Members can loan out library materials as per Library Circulation Policy and according to his/her category: Faculty Member, Student and Stake Holder, etc., and will be responsible for all loans made out in his/her name.
Borrower is held responsible for damages found in library books when items are returned; He must check and report any damage found in library books before borrowing them. Where an item is lost or damaged, the borrower will be charged for the same.
To maintain a safe and welcoming environment for reading, studying and other library activities, the users are requested to comply with the following General Rules:
At the Entrance:
Keep your belongings such as baggage, jackets, umbrellas and other such articles at the property counter.
Every user who enters the library will have must register his/her presence by showing the smart ID to the 'Digital Attendance System Scanner' located at the circulation counter of the library
Inside the Library:
Silence must be maintained strictly in the library. Group discussions, assignments are not allowed in the reading room; it’s for reading only.
All persons who use the library shall identify themselves on request to any member of the academic or library staff.
Smoking, eating and speaking on the mobile phone is strictly banned inside the library.
No unauthorized person shall enter or be in the library for any purpose. Outside students are not permitted to use the library unless there is written permission from the Principal/ Librarian.
The Library membership may be cancelled, or strict action will be taken for an unfair act or any illegal behaviour of the member.
Rules for IT Section/Digital Library
Users must have to log in/register before using the computer/ Internet facility in the IT Section.
Personal e-mail ID is compulsory for every member to use the Computer, Internet & e-Resources.
The Digital Library is to be used for academic purposes only.
Online Chatting, browsing of social networking sites, and pornographic websites are strictly prohibited. Strict disciplinary action will be taken against the defaulters.
Members are advised not to share their ID and Password with others.
Changing the settings and display of the computers kept in the IT Section is not permitted.
Playing games on computers is strictly prohibited in the entire library premises.
Loan Policy for the Circulation of Reading Material
All circulation records are maintained confidentially. The General reference books, such as the Encyclopedia, Dictionary, and Gazetteer, etc., are used strictly in the library only. Refer the Circulation Policy for details.
Vacation Loans
Vacation loans of Library material may be made upon request to a library staff member. The borrowers are advised to return the documents while proceeding on long leave.
Renewals
When renewing the book/s, it is necessary to show the actual book to the library staff and only then can the book be renewed. The book/s cannot be renewed if there is a demand from other readers for the book/s.
Overdue Reading Material
Overdue library materials that are not returned will be considered lost, and the user will have to pay a calculated fine/twice the cost of the book/ new copy of the book, whichever is superior. Fines will be charged according to the most current Loan Rule and Policy.
Lost or Damaged Reading Material
If any library material is lost or damaged, the responsible user will be charged twice the replacement cost. If the library material reported as lost is returned within 30 days, the replacement cost will be refunded to the borrower unless replacement material has already been purchased by the Library. The library will not accept ‘similar’ items to replace the lost items.
Inter-Library Loan
Inter-Library Loan is the process by which a college library requests material from, or supplies material to, another College Library. When users request book/s not available from the College Library, such book/s may be requested through Inter-Library Loan (ILL) after filling out the online Inter-Library Loan Form. The reading material can be made available for 15 days only.
The Library aims to acquire resource collection materials in support of teaching, learning and research. The following points are considered while selecting the reading resources in the library.
Criteria for Selection of Reading Material
The Library has a Qualitative approach rather than a Quantitative approach while selecting the reading material. Resources are selected on the basis of their quality of subject content and consultation with the faculty members. The Library will give priority to acquiring reading resources in electronic format to access the content remotely and to reduce the burden on the budget while purchasing the print materials.
Books
The Library collects significant, authentic and subject core learning books of well-known publishers, and priority will be given to purchasing the fundamental reading reference material of the subject. Textbooks are purchased only if they are required for essential course reading.
Journals
The library's current policy is to hold periodic reviews of Serials to ensure that the most cost-effective collection is being maintained for the research and teaching needs of our users. The Library will give priority to acquiring serials in digital format.
Government Publications
Policy for Government publications recognizes that government documents are in themselves a source of primary research material and are published by their own channels. They are therefore collected extensively for each subject as per requirements. Coverage of official publications of the Government of India is a top priority.
Other Reading Material in e-format
The library will collect relevant material in digital format. Reading materials may be withdrawn if superseded by new formats or because of obsolescent technology (e.g. CD-ROM by Online data that is accessed through web-based links/ services). The Library will give priority to acquiring materials in electronic format where this gives: enhanced service quality for the library users in terms of access and use of the resource, value for money for the college, assurance of long-term access to the e-content.
Cartographic Material/ Maps
New maps and other cartographic material published by the authentic publishers are acquired as required by the concerned Subject Department.
Policy for Withdrawal and Disposal of Reading Material
This section lays down general principles to guide decisions on the withdrawal and disposal of printed reading material recorded in the Accession Register.
Withdrawal
The major criteria for withdrawal of the reading material recorded in the Accession Register to its present and potential future importance for teaching and research. The Library will therefore aim to keep material falling into the categories: Text, Reference and General. Textbooks should be removed when the curriculum changes. Reference material can not be withdrawn until completely damaged. One or two copies should be kept for reference in the library before the withdrawal. The lost Reference material should be recovered from the concerned user as per the Circulation Policy.
Disposal
Disposal means the complete removal of reading materials from the library collection. The withdrawn reading material can be handed over to the Teachers/ Students, other libraries, instead of disposal, with a resolution of the Library Advisory Committee. Material for withdrawal/ disposal will normally be identified by the LAC. Resolution of LAC and final approval of Sanstha will be required to sell the cancelled reading material. All items designated for withdrawal/disposal will be marked as 'withdrawn/disposal of' in the Accession Register. The General Financial Rules 2017 (Government of India) should be followed when disposing of the collection.
No library in the world can purchase all reading resources in the Library, so obtaining and receiving donations is necessary, and it can be a valuable part of every library’s collection development strategy.
The Library welcomes gifts of books and other reading materials which are useful for teaching, learning, evaluation and research, but cannot accept everything.
Anyone wishing to donate materials to the Library should contact the Librarian and supply the list wherever possible. All donations from external resources will be verified and checked physically, and further acknowledged. Reading material that is deemed suitable will be integrated into the main library collections according to the subject.

Material is in poor condition
Outdated and unnecessary material (e.g. books with outdated information/ syllabus)
A material that is donated by one but owned by another. Library/ Institute/ Organization
A reading material that can create a duality in society and advocate destructive thinking
The Library reserves the right to once a gift is made to the library. Rights in terms of not adding donated reading material to their collections, as well as to determine the location, cataloguing treatment, and other considerations related to the use or disposition of all donated items.
We accept donations in kind of Electronic Equipment, Furniture items that may be useful in the Library.
You can also support us by donating money to the Library. Donors should transfer money online through our Digital Payment Interface instead of giving cash.
