Enhancing Public Health Laboratory Capabilities and Increasing Capacity:
A Collaborative Evaluation Approach


Collaborative Evaluation has been gaining popularity as a topic of interest in literature and in evaluation practice. This evaluation approach deliberately seeks involvement from key stakeholders and partners during all stages of program evaluation.


In 2019, CDC’s Division of Laboratory Systems (DLS) took on the primary responsibility of managing a cross-agency cooperative agreement between CDC and the Association of Public Health Laboratories to increase the capabilities and capacity of public health laboratories nationwide. One of the greatest opportunities recognized by CDC and DLS was to work closely with the recipient partner to engage key stakeholders in monitoring and evaluating the program implementation.


DLS systematically invited and engaged stakeholders in program evaluation planning and implementation and ensured active, on-going engagement between evaluators and program staff, resulting in stronger evaluation design, enhanced data collection and analysis, and results that stakeholders understand and use.
