I use this term to refer to the continuity of history up to the present which we must address in order to fully comprehend whatever given part of the present we are concerned with. For example, we can talk about the historicality of the 9/11 terrorist-inspired tragedy (a topic that, incidentally, is taboo among the right-wing in the United States) which requires us to turn to historical events in order to fully understand its origins.
