There have been multiple enquires on how ready the infrastructure at CMV is to initiate house construction. We summarize the readiness on different parameters below and would like to emphasize that the fundamentals are in place. We urge owners to plan construction in their sites. Ofcourse, there could be teething issues in a project of this magnitude; but these should be addressed as they are identified. As you would have seen in Telegram, one owner has already applied for electricity connection and planning the Bhoomi Pujan/construction coming week.
For reference, there are a total of 76 roads and details can be found in the map here. Construction guidelines (To help kick off construction) is available here.
Electricity:
Electricity connections are available in all roads from 21 to 76. For roads 1 to 20, the poles have been set up but the cables have not been connected. This is planned in the coming weeks. All transformers as required, are already setup. However, the request for electricity connection with the authorities can be made for all roads. Concorde will enable as required. Note: In some places the cables might be disconnected and kept; but when there is a request they will have it connected.
Water:
Water lines are already confirmed to be laid on all plots, control valves across all roads have also been confirmed to be installed. Water flow testing has been carried out from Road 1 to Road 58. The remaining roads require another pump which has been ordered and expected in the coming weeks. Again, request for water connection at a plot level can be made for all plots via Apna Complex. The manager will coordinate to get the connection readied and will share a video of the testing with the owner. This involves, digging up using JCB to get a pipe connection out and then a tap/stopper. For plots without boundary wall, this will cost about 1500 Rs. For plots with boundary walls, it will be on a case to case basis, as the digging has to be manual. The payment will need to be made directly to the manager.
Sewerage:
The STP area civil work have been completed but the machinery have not been installed as yet. Operations of the STP requires a minimum of 60% occupancy.
As a start, every plot will need to arrange a septic tank in the plot for sewerage purposes. This is a common practice in many individual houses. Estimated costs based on one owner who is planning to start construction is about 15K for a 1000 ltr tank.
Once the occupancy reaches the required limits, Concorde will operationalize the STP.
Security:
There has been request from owners for enhancing security in the layout . Concorde continues to maintain the security of the layout though there has been continuous request from Concorde to take over security. Committee had taken decision to delay the security until the back gate security cabin, openings on the boundary walls are closed and street lights deployed. These will be enablers for tightening security in the layout. The current status are that the fabricated gates to close the remaining openings on the boundary walls, the back gate security cabin civil structure is completed and windows and doors and led street lights are ready to be deployed at the site. Concorde is waiting for a go ahead from association to take over them and maintain once deployed. That would mean that owners association to take responsibility if stolen. Considering concorde has deployed the security guards and owns the responsibility of security of the layout and we have known existing security issues with this arrangement the committee is exploring possibility to deploy security guards as part of the facility management in the layout. If we now consider to deploy security services, it would mean continuous maintenance amount.
Updates will be shared when a decision has been made/agreement reached with Concorde.
Note: Whatever is the arrangement on security, this will only cover the common areas and common assets. Security of construction material and at a plot level will continue to be the responsibility of respective owners.

Following on from the earlier message on this topic, this is a gentle reminder for you to raise a request/complaint on Apna Complex, if you would like to pay your property tax for 2024, through the association.
We expect the window for 2024 to close by mid of March 24. However, this is rather not clear and depends on the VAO on when they want to close the window (Earlier or later).
Hence, request you to raise the request at the earliest.
