Happy to inform you that Concorde has met their promise of cleaning the clubhouse area, putting up a board for our meeting, deploying the site POC and some other work in the initiation stage. Attached are the pictures from the CMV site visited by Prashant K, (Management Committee member) today. Refer to the CMV layout pics here.
As discussed in the meeting today, you will see the following actions from the MC and the Volunteer team:
Validation of your respective plot ownership record in the CommonFloor
Moderation of the Telegram group
Following up on the Membership Fee payment if due
We have implemented a few automations to manage this humongous work. You can help us ( MC and Volunteer group) by responding to the above requested actions quickly.

Requested owners who have received your Patta to validate the Patta information from the website We had given the demo during the meeting.

1. What is Concorde's plan to restart and complete the work?
Concorde have positioned their machinery already at the site and will start the pending road work after 15th Jan 2022. Else, continuous rains will hamper the road asphalting work. Concorde has committed to complete the agreed phase 1 work by the end of April '22.
2. Why can't it start earlier as the rains have subsided now by the end of Nov'21?
As per information a cyclone is expected. Better we start from mid Jan.
3. How is MC being assured that Concorde will stick to the timelines?
As per Concorde they want to complete it too. Concorde will assign a project coordinator shortly. He will be representing Concorde in the MC monthly meetings at the site till all work is completed. The first one agreed to be 29th Jan, along with the project coordinator.
4. What are completed?
Boundary walls except for one approx 200 mtrs of litigation area. Legal case going on between Concorde and the owner of an individual plot. They are hopeful Concorde will win. But it may take time and they don't want to commit. Not all boundaries will be closed. Gaps are there between walls in 4 / 5 places, which will remain. This is not a gated community concept and needs to be manned by Security later.
4. What was partially completed or needed repair?
Two overhead tanks, one repaired recently. STP1 civil work done, STP2 civil work to be done later. Borewells, one requiring maintenance to be looked at. Remaining work after the phase 1 they are requesting for 3 to 6 months to complete as the handholding of association starts after April with maintenance slowly being handed over to association.
5. What can be validated?
Water pipelines are laid to the plot. The pipeline is under the top soil to avoid rusted or stolen. Sample water testing to the plots can be arranged. Association team can plan.
6. What won't be done by Concorde?
All other amenities except for parks and clubhouse. They have earmarked plots for all amenities. Some owners have bought commercial plots where they can start shops etc.
7. What Concorde wants to do parallel with owners?
Electricity provisions and street lights installations need to be assessed as per Tamil Nadu govt regulations. For people building the houses, we will put lights to their plots, as the construction starts with help from the government who will be extending the wiring to the plots. To ease this process for the owners, they wanted to help the first 15/20 owners wanting to build. They will identify a coordinator to help coordinate with various departments.
MC have requested before putting these owners at risk of being the first few ones, can we validate the feasibility without having to invest and employ a contractor for construction plans etc.? Concorde has requested MC to mark on the map the location of the houses proposed to be built. They will assess the basics of STP, electricity street, water and lights depending on the position of the houses as an initiation check. Refer 16 for Construction discussion.
8. What will be pending for phase 2?
Two parks are completed. Parks landscaping etc. will be done post April. This is in phase 2 as when they complete these, it will require maintenance. Post completion, it will be handed over to the association for maintenance and subsequently Association to reach out to the owners for maintenance fees.
9. What could be the probable cost of maintenance post-handover?
In order to maintain 140 acres, it will require 16 security personnel 24/7, 20/30 gardeners, a manager and other consumables which is going to be a huge cost. Considering these, 50 paisa per sqft per month could be a nominal Maintenance fee to maintain only the layout. Builder will handhold Association at the time of transition.
For Clubhouse maintenance is additional, refer section 10.
10. What are Concorde's plans for the clubhouse?
As informed earlier too, Concorde doesn't want to maintain as this is not their core business area. Their plan is to develop the clubhouse once they identify any Partner or Vendor who are specialized in the hospitality industry.
Concorde has requested if we can identify through our network any entrepreneur who wants to develop and run the clubhouse.
It will be beyond the Owners Association’s capacity to maintain the clubhouse.
11. What is the minimum capacity for STP to run? Is the STP sufficient?
As per discussion with Concorde and their point of view 25/30% Capacity is required for the STP to operate. For 100% occupation in this project, it may take 30 /40 years. Alternate option for standalone houses will be to have septic tanks.
Capacity check may be looked at later if required.
12. What won't be redone?
Plot marking had already been done 3 years back and it is the respective owner’s responsibility to maintain their individual plots.
13. What will be redone?
Main entrance arch will be repainted. The entry dashboard with Concorde direction will be replaced too in a few days’ time.
14. Support for association meetings /owners visit at site:
They will clean one area in the clubhouse and the entry park which has a gazebo for seating and provide a notice board for Association updates.
15. Security and incident involving police:
Four security personnel cannot manage such a big site. The security incident could not have been avoided considering such a vast site being deserted. Police will take their own actions for investigation and subsequently remove the barricade after their investigation. It is their regular process.
On MC’s request for establishing a process with the local security to report such matters to the association. Concorde said It will be difficult to implement such a process since it is an outsourced Security agency, their people keep on changing. But Concorde will have one person as site coordinator talking to the Association POC whom MC will identify for such communications in future.
15. Patta issues: Impacted owners are requested to reach out to Concorde for help. Concorde is willing to support all impacted Plot Owners. As per Concorde, there are no litigation issues in any site sold by them. Plots having litigation are not sold. It is a matter of completing the process in which Concorde will help the respective department.
MC informed them that about the current ongoing effort of impacted owners getting together and email was sent to Madhusudan. Jayavardhan requested him to be kept in loop and he will look into it.
16. Can owners start construction and how Concorde will approach or support construction?
MC said there are a couple of owners including 4/5 people from the current MC team and Volunteer group ready to build immediately. But there needs to be basic needs of Water, STP, Security, and electricity.
· Water pipelines and STP lines are there up to the plots. Water Tank and STP civil work completed. STP machinery cannot be started without minimum feasibility. Refer to the STP section above.
· Borewell water reaches the overhead tank as a natural process. No pressure pumps required. Water cannot be provided for individual construction or gardening purposes. Individual owners can buy Sintex tanks for individual water use. Water for construction as necessary to be provisioned by the individual.
· Electricity will be facilitated by Concorde, to be done by Govt. Refer section above.
· Security is a mutual effort of the community and individual for any construction work universally. There can be initial security concerns regarding the materials kept at site for construction purposes, hence individual plot owners will have to arrange the security for their own materials like how individual sites are constructed.
As said in the above section, Concorde will help the complete process with the interested owners and requested the Association to share the “interested to build” Plot Owners details with Concorde by marking the plots on the map for Concorde's reference

In continuation with our last communication here is an update on the next actions.
AASRAA meeting with Concorde: Aasraa had attempted meeting the 'second level' management of Concorde on 12th Nov and was unsuccessful. They will retry their effort next week.
Association connect with Concorde: After multiple follow ups via email and phone, Concorde has responded stating they will schedule a meeting next week. Awaiting a date.
Transition Pending action: Remaining actions are Association Bank Signatory formalities, association seal and hard copy of certain documents handover.
Contact Owner Database: Validation and update of commonfloor database has started. Some of you would have started receiving emails from the Management committee for contact validation and request for membership fee payment.
Patta: There are concerns raised among a section of owners about issues in their Patta. Association will assess and come back with an approach.
