Are sewage and water lines connected to all plots?

Concorde has claimed that all plots have these connections. Now the onus is upon us to verify that this is indeed the case.

One of the earlier surveys done by association is showing that the claims by Concorde are true. But since the lines are underground, it’s difficult to verify the connection to all plots. So the plan is to randomly pick plots from different parts of the layout and ask Concorde to show the water/sewage lines to all those plots.
