As there has been no change to the previous updates that need to be discussed, we are cancelling the December 18th meeting. Also few of the MC members are not available on that date and the Fifa World Cup final is falling on that date. Our next meeting is planned for 22nd Jan at CMV site.
Nominations for Management Committee 2022-23
The existing committee members continue to manage the affairs of the association until the next committee is formed. No nominations have been received for the next MC 2022-2023. Considering this, and to keep the plans and activities rolling, below members from the existing management committee/volunteer team have agreed to send in the nominations.

If new members send nominations, they will be added to the management committee. As we are starting maintenance from 1st Jan 2023, we request more people to join the management committee to better manage the layout with the facility management team onboard.
Maintenance Collection
Only 461 plots (31.4% of all plots) have cleared the maintenance payments as of 17th December 2022. Refer here for details. Total maintenance collection as of 17/12/2022 is Rs. 770120. However, with this amount we can start our projected maintenance services. We request all owners to come forward and contribute to the Mist Valley Maintenance Fund.

Identification of Facility Management Services
8 vendors were contacted to quote. The MC and Volunteer team members were involved in this identification process. 2 vendors have been shortlisted from the list.
FOUR SIGNATURE security and manpower services
Kuduma Labour Contractor/Network Detective Agency (Concorde's Current Vendor)
They have been selected on the basis of the lowest quote and as per other parameters as mentioned in the comparison sheet. We will be finalising the vendor soon and we hope to conclude the discussions/negotiations by the end of 2022 so that we can start the facility management services from Jan 1st 2023.
Minimum Maintenance Services to start from 1st Jan 2023
One Facility Coordinator and Five gardeners will be deployed by the selected facility management services company. After due consideration and further report of a security incident at the layout, MC have decided to delay deploying security from the Association side and have requested Concorde to continue their current security arrangement at the layout. (Refer Email to Concorde attached).

It consists of only the roads that we have inspected in the November month. Please also refer to the disclaimer at the bottom of the document. We assume that Concorde will be taking a joint responsibility of maintenance.This will be further discussed.

NOMINATIONS FOR MC 2022-23
We have not received ANY nominations for the management committee positions till date. As informed in our previous communication, the tenure of the current management committee ends on 31st October 2022, we hereby invite nominations from the interested and eligible plot owners at Concorde Mist Valley. The attached Nomination form to be sent to concordemistvalley@gmail.com with the mentioned supporting documents. The last date is now being extended to on or before 30th of November 11.59 PM IST.
To support 1400+ plots we need more people to support at the CMV site. The larger number of people we have, the effort per person will be lesser. Please come forward and nominate yourself. The existing team will continue to stay to provide support required by the new management committee.
MAINTENANCE COLLECTION UPDATE
We have collected Rs. 525309 from 318 Plots as on 27th Oct 2022. Thank you for the support shown. However, we are still only at 70% achievement of the minimum amount required for starting the minimum maintenance service. Also, we realize that many people are not reading our communications due to various reasons like emails landing up in spam folders etc.. So, the payment due date has been extended to 30th Nov. The penalty will apply from 1st Dec.
INFRASTRUCTURE STATUS UPDATE
Again, another piece of good news! The electricity Board materials have started getting delivered to the CMV site. Please see the pics here for your reference.
REGARDING DEPLOYMENT OF FACILITY MANAGEMENT SERVICES AT CMV SITE
We are in the process of drafting the Scope of work for deploying the minimum facility services. Please refer here and provide us feedback. We have already incorporated information received in the past two meetings. It will be further discussed in the AGM. Also please refer vendors for the same. Association would take quotes from minimum 3 vendors and select as per industry best practice.
We have received maintenance fees from 147 plots and collection is INR 235988 as of 3.00 PM, 9th Oct.
Owners who are closely working with us to follow up with Concorde, following our update, visiting layout, and have understood the perspective of the management committee have appreciated this approach. We continue to receive appreciation and support from owners. THANK YOU!
There are no changes to the association decision on Maintenance collection. Owners continue to pay. Please watch out for emails from MC (concordemistvalley@gmail.com) and https://sites.google.com/view/cmv-owners-association/ space for the latest from the association. Telegram is not the official communication channel for MC.

MC has noted that few owners have continued to express their concerns about the maintenance fee on telegram / emails even after our previous clarification on email. The comments from them still reflect that they are not following the progress or understanding the issues or difficulties at the ground level. They are probably looking at just their individual issue and not the larger cause of our community.
The question is whether we want to distract ourselves from the larger plan that is action for the last 3-4 years of developing the society? Our layout challenges are different and rather we would like to make considerations for people who are genuinely interested in developing the society to decide our next course of action. These are the people who have followed the process of being part of the MC actions and not just rejecting/commenting when maintenance was initiated.
Following were the concerns raised and you will see the concerns are varied, you support one, the other will raise a concern. Please note that all these are also explained at https://sites.google.com/view/cmv-owners-association/community/maintenance-fees as sent in our previous communications.
Concerns Raised
1. Make maintenance per plot and not per sqft and reduce the burden on large plot sizes.
475 plots are in the range of ~1500 sq ft (smaller plots). If maintenance had been considered as "Per plot", the amount for the smaller plot owners would have increased. Hence, MC decided "per sqft" rate to ensure that the majority of the owners are getting the best value. Also, this is the most accepted method for calculating the maintenance universally. Also, this is what is mentioned in the byelaws.
There are 38 (2.7%) owners above 3500 Sqft. Even if we take a decision of, say, capping at 3500 sqft, there are owners having 2 plots equating to e.g 4000 sqft. They would raise a concern as to why MC would not be considering their case.
The higher the sqft, the plot owners definitely would be reaping the price benefit as well.
In the Concorde sale agreement, the maintenance fee was mentioned as 50 Paisa per sqft. Owners have agreed to this while buying the plot. Why is this issue arising now?
If we change this to per plot, not only people having lower Sqft will start raising concerns, but people with multiple plots will also raise concerns
2. Let Concorde hands over fully before maintenance starts.
People who have been following our updates should know that Concorde agreed to restart the work 3 years back ( a decision agreed between Concorde and the previous MC) on the agreement that the association had to take hand-over as they complete each item.
Within the layout the expected infrastructures are roads, Boundary walls, STP, OHT, STP line, water line, plot markings, electricity and Parks. If you have been following the updates, you would know the status of each. Refer status updates on FAQ.
We need to think differently about our layout. It is different from almost all layouts in Bangalore, where people want to move even before all work is completed. If an owner really wants to see development, all these require parallel maintenance activities.
Roads, walls, OHT, some parks were built, the area was cleaned twice in the past 3 years. Roads have weathered, walls have fallen, parks are not maintained. Weeds have grown. It will be an ever ending circle of "owners demanding" and "Concorde redoing things". Subsequently, it leads to owners frustration for not seeing progress and Concorde losing momentum as they will not be seeing efforts from owners to start maintaining.
Any profit organisation ( Concorde here) would want to invest effort where they foresee a positive outcome. Concorde is supporting as they are seeing positive support from the owners association. Our advice is to let us go through this phase of maintenance. We all owners will decide the next actions accordingly.
Also going back and saying to Concorde that we will take over only after everything is completed will be like undoing the efforts of the last 3-4 years of the association. Concorde will also lose trust in the association and they will take a step back and will not make any further progress.
3. Maintenance fee is high, start with reduced fee and increase as we see progress
Please note that we have the following to take care of when we start maintenance.
Vendor contract agreement to support
Uncertainty of how much people are paying
Corpus for repairs, unknown expenses
Ultimately, don't you think that the maintenance amount we are paying is our own money and we can utilize this as needed. If we see that we are getting steady funds, we can optimize more. If we are seeing the value of maintenance, we can add more services. Without money no one talks of development. No voices about NO development will be heard !! As next steps this MC team has ideas how we can make our community a self-serving unit which will reduce maintenance burden. We want ideas on it. Whatever we do next, the baseline has to be security/ maintenance that we can trust!
4. Are we getting water? Are we having facilities for people to build houses?
Water facility is available at the layout. Please get in touch with MC who will coordinate with Concorde to facilitate it. Note that the association is not taking over the infrastructure related to water. It is still with Concorde.
Also how will we start water services without maintenance? Who will maintain the OHT, Pipeline, and other associated expenses? Without maintenance, even if this is started, how will we sustain?
If someone wants to build they would need security, if no maintenance, there will be no security, people won't build too. So this will go on a vicious circle.
5. Invested in the land for long term investment. Why do we need gardeners , security etc. But wants to see Concorde complete the clubhouse.
This is not everyone's view. The clubhouse is of a lower priority in MC plans and this priority was fixed after discussions and taking opinions from the majority of the owners for the past 3-4 years.
However, even if we have a completed clubhouse but we have not matured in our maintenance process, there will be no usage, it will turn into ruins quickly if people don't build houses and are available to start using it. Same applies for stpi machinery / parks. They require security before we can go-ahead. We owners have to secure our basic assets first and start maintenance.
There are many examples in Bangalore where builders have not completed the clubhouse and was done after people have moved in and maintenance started. Builders have taken maintenance amounts to manage these initial periods. Luckily in our case, we have one less reason to worry that Builder has not taken a bulk maintenance amount from owners, else we would have had to fight to get the return back stating lack of maintenance.
Also in Bangalore the case is different, people want to move into the flats or houses quickly so they accept that the clubhouse can be done parallely. Moreover, the people residing together, so unity and connection with fellow owners are stronger. But in the case of Mist Valley, we don't reside, we don't want to maintain, yet want to see development. How will we achieve this so-called development that owners wish to see ?
6. If we take over now, Concorde would not complete the work.
MC team is interacting with concorde who have shown genuine interest to complete work. This is how we are seeing continuous ongoing work at the site in the past 11 months. If you do not have this faith then best would be to join us for their meetings. We can invite a few of you when we visit next time. Let MC know your interest to join.
7. Go the legal route.
Why do we need to go legal when Concorde is supporting? Maintenance is a part of the process when we own any property.
In case clubhouse is the sole concern, we as owners can look at Legal options after Concorde completes the basic infrastructure work. Else we lose the opportunity to get the basics done too and get entangled into a long term legal battle with an influential builder. Owners don't have time to visit the layout or to the Concorde office. We would not get support from anyone to follow up on legal work or pay for legal expenses. So this option is out of question right now considering other priorities on development and work that MC has.
There has been a request from owners to have people sit in front of the Concorde office, with placards etc. We need support from the owners proposing it both by physical presence and contribution. When it is the right time for the clubhouse, we will contact you and ask for your help.
8. Conduct polls to decide on maintenance
The polls cannot be conducted based on the ask from a few members. There are even more people who have extended their support over email/in meetings/telegram and who don't want to engage in wasteful discussions in telegram. MC's decision will be taken in meetings only.
MC had solicited the opinion of members present in the last meetings whether to conduct a poll or not. The answer was that a poll is not required. MC has followed due process according to the byelaws while fixing the Maintenance fees in the last meetings.
Also, please note that previous polls conducted did not see much participation. We already have 140+ members who paid the maintenance and we consider this as enough support and we believe conducting a poll will not prove anything otherwise.
Also conducting a poll for an audience who has not taken time to understand the MC plans will not allow them to make an informed decision. We request owners to attend meetings, hear out the plans and then make your decision. All owners who have attended the meetings did not oppose MC's plans.
Please note that every owner is bound to follow the decisions taken in meetings as per the bylaws.
Every owner is welcome to join the volunteer team/ management committee and experience for yourself and provide constructive ideas and support instead of just questioning.
It is no longer an option "NOT TO PAY MAINTENANCE" if you want betterment of the society. We have waited for 10 years and now that we have gathered momentum, if we abandon this initiative at this stage, we may be discussing this again in the next 10 years. Will regret seeing layouts near or farther away from us are prized more than Concorde.

There have been many questions regarding the criteria for fixing for 25 Paise per SqFt per month as the maintenance fees. Though the MC had answered this at the last owners meeting, the same queries are being repeated. Please note that when a meeting is convened, hardly 10-15 owners apart from the MC join every time. However, last time we had a combined attendance of more than 40 owners in the two meetings held on 27th August 2022 and 25th September 2022. The decision to initiate maintenance was taken with unanimous support from all the attendees. Also note that MC is getting support over email communication as well.

There have been queries on paying maintenance fees without installing the ApnaComplex app. The payment gateway has been enabled on the web portal now. Also we are informing regarding one more feature that is enabled in ApnaComplex called Collection Gateway. Please see the difference between Collection Gateway and Payment Gateway below.
PAYMENT GATEWAY
This option is available on the ApnaComplex Web Portal and ApnaComplex Mobile Application.
In application, the dues, if any, for your plot will be shown under the “Payments” tab.
In the Web portal, it will be available under "Home->Make Payment".
The payment will be updated against your plot within the same day. The funds paid via the payment gateway will be settled to the association account in T+2 days.
COLLECTION GATEWAY
ApnaComplex provides a unique account number to all the Units in the community. The owner can transfer the dues to this unique account number and the dues will be automatically cleared against your plot. This option can be used if you don’t wish to install the ApnaComplex application on your mobile phone.The Unique account details can be found by logging to apnacomplex web portal https://www.apnacomplex.com/auth/login, then goto Home->My Profile->Unit Details.
Note: Unique Collection gateway account is NOT the association bank account. This is a virtual account provided by ApnaComplex. When you transfer money to this account, ApnaComplex automatically clears your dues in your profile and the funds will be settled to the association account in T+2 days. DON’T transfer funds directly to the Association bank account (IndusInd Bank Account).

Maintenance Fee Invoices for Oct 1st 2022 to Dec 31st 2022 has been generated.
MAINTENANCE FEES: 25 Paise Per SqFt per Plot per Month.
PERIOD: Quarter of 1st Oct to 31st Dec 2022.
DUE DATE: 02 Nov 2022.
PENALTY CHARGES: Fixed Rs. 100 will apply for late payments.
To pay the dues, always use only the Apnacomplex payment gateway by logging in to ApnaComplex Mobile application. The dues, if any, for your plot will
be shown under the “Payments” tab.

To All Owners,
In the online meeting held on 25th September 2022, we saw an attendance of 29 owners and the meeting went on over 1.5 hours with a very active participation from owners. This meeting was held to discuss and put in action the maintenance collection plan that was proposed in the previous meeting with owners held at Concorde Mist Valley on 27th of August 2022.
In both the meetings mentioned above, the plan for maintenance collection was discussed in detail and the managing committee did not receive any objection from the owners towards the initiation of maintenance collection. Hence it is being resolved that the Managing Committee be and is herewith approving the initiation of maintenance collection from 1st Oct 2022. Maintenance amount shall be 25 PAISE per SQ FT per PLOT per MONTH collected QUARTERLY.

Minutes of Meeting
MC discussed in detail the maintenance plan that was proposed. MC did not receive any objection towards initiating the maintenance.
MC provided the latest updates regarding electricity, patta, roads, boundary walls and other infrastructure that was falling under the Phase 1 works.
MC informed that Concorde had sent a notice that they will pull back the security from the site effective 1st Oct 2022. MC team will discuss this with Concorde to ensure they continue to support till we are in position of taking over.
MC requested the owners to verify the Sq Ft details of their plot in ApnaComplex.
MC informed that a sign board will be put at CMV site entrance regarding the maintenance collection and it will be clearly mentioned that any pending maintenance dues must be cleared before any sale of plots can happen.
The details of the Sq ft area (commercial and Residential) owned by Concorde needs to be collected and tracking to be enabled for the maintenance amount due from Concorde also. This was already informed to Concorde in the past in previous meetings with Concorde. So far Concorde's view that they have maintained the property for the last 10 years. This needs to be further challenged and discussed.
It was suggested by an owner to include Saturday and Sunday in the Manager work timings as owners mostly visit during the weekends. The weekly leave can be on a weekday. MC has accepted this proposal and this is to be discussed with the vendor who would be providing the Manager services.
MC has clarified that the current cost projected for maintenance does not consider electricity, water etc. It will only include Manager services, Gardener services and Security services. Please refer here for more details.
There was a suggestion from an owner for providing electric bikes for security guards. MC will consider this proposal but mentioned that it is not in the current plans considering the financial aspects of the same.
There was a suggestion from an owner for providing security guard cabins, rest room and water facility inside the layout. MC will be considering this proposal. It needs to be discussed with the security agency and the feasibility to be checked.
There was a concern about who will maintain the approach road to the Concorde. MC informed that it has an agenda to socialize with the associations of the surrounding layouts and with the Panchayat head to understand more about maintenance of the approach road.
There was a suggestion from an owner that heavy vehicle movement within CMV should be restricted from outside villages and a record should be kept maintaining the entry and exit records of small vehicles entering the layout. MC stated that it is unsure whether the roads can be completely closed. MC to check with Panchayat heads and security agencies to assess the feasibility. Concorde's view is we must close the road to the general public. MC to also explore the asset tracking system of Apnacomplex to manage the security guards and manage vehicle records. MC informed that such modules of Apnacomplex may incur additional cost.
MC clarified that gardeners being employed in the current maintenance plan are only for common areas and not for the parks until they are completed and handed over. Also individual plot areas will NOT come under the gardening scope in the current plan.
There was a suggestion of making the streetlights solar. MC expressed concerns regarding security and costlier maintenance of Solar. However this will be discussed further with Concorde regarding the feasibility.
There was concern raised on how owners can confirm that plot fences are being put accurately. MC will come up with a process shortly. At present on 4 corners there is a yellow stone for demarcation. As a best practice, MC requested the owners to inform their neighbours before putting a permanent wall or take advice from the Concorde's site POC.
Owner of Plot. No. 0282 requested help with site POC for a gate in their plot that was kept aside. MC to discuss this with the Site POC.
Owners requested the contact number of Ramesh - the site POC. MC to confirm with Concorde if it can be shared. Else MC requested the owners to wait until a manager is onboarded for all such queries.
There was a request to share the Hosur Taluk office location. It has been updated on the FAQ - Patta Portal.
There was a request to share the CMV site maps. It is already updated at FAQ Portal - Maps.
There was a suggestion from one of the owners to see if the clubhouse can be run by the owners association for profit. MC updated the current clubhouse situation to the owner that the ownership of the clubhouse lies with Concorde and the decision will be taken by Concorde on how to run it. MC also informed that Concorde is looking for 3rd parties who can run the clubhouse but they have not been successful yet. If owners are aware of a suitable entrepreneur willing to run the clubhouse, please write to us, or reach out to Concorde directly. MC also communicated that it doesn't have man and money power yet to run the clubhouse and that currently it is not the right time to consider this. Yet MC kept this proposal open and mentioned that this can be discussed as a next step to take over if Concorde doesn't take any further tangible actions on it.
Owner of Plot No. 0282 owner informed that he will share the contact of a builder who mentioned that he owns 30 acres of land inside CMV. MC to check with the said builder regarding his ownership and to see if people who are interested to construct can check with the builder to seek support or participate together in construction. MC will take this forward once the contact details have been shared.

Pending boundary wall work was completed, the walls that were broken recently are being redone. End of Oct
Rear gate has been installed, painting to complete by the end of Oct.
Overhead Tank 1 is operational, Overhead Tank 2 has a leakage, material is at site and to be rectified by the end of Oct
Concorde have started the remaining three STPI location excavation works. The Hitachi machinery is at the site from the week of 25 Sep and excavation to complete by mid Oct. This is part of Phase 3 action, but was taken up by Concorde beforehand. Note: STPI-1 was completed, pending machinery implementation which needs a minimum load to operate. To be discussed at a later phase.
Assessment of Parks has started. Parks are part of Phase 2 after Phase 1 handover.
Action Items on Owners
Owners are requested to validate your plot Sq Ft details (as shared by Concorde) in ApnaComplex. It can be seen under Account -> Plot -> See Unit Details in the ApnaComplex App.
For any discrepancy in Sq Ft details, email us at concordemistvalley@gmail.com with the sale deed screenshot for correction.
Once the maintenance collection is initiated, owners will be able to see their dues in their Apnacomplex login. Planning to enable this on 1st Oct 2022.

There is an update on Electricity and Patta from Concorde
Electricity: A good news for all Mist Valley owners!! Concorde has received sanction letters from Tamil Nadu State Electricity Board for commissioning of street lights. As per Concorde, now it will take less than three months to get Electricity into the layout. (earlier projected timeline was 6 months). Please refer here for the three sanction letters for 156 Street lights.
As this information was shared by Concorde just 2 days ago, the MC team is still validating it and preparing our responses to Concorde. Owners are requesting to let us know your questions via email after reviewing the sanction letters. We will include it in our response to Concorde. Also, anyone who has expertise in dealing with Electrical infrastructure and wants to volunteer in our discussion with Concorde is also welcome, email us.
Patta: As informed earlier, Concorde has agreed that there are issues within 82/4 Survey no and have assured us that their legal team is directly working with the Government body. Concorde is hopeful to complete all processes by the end of Oct. Additionally, an issue has been reported for 85/2C survey no. Concorde is processing Patta for 4 pilot plots belonging to these impacted survey nos. After these 4 Pattas are successfully done, then the remaining reported cases will be processed by Concorde accordingly. Management committee requests all owners who have got a plot in these two survey nos and if you haven't got the patta, pls hold on until Concorde gives us a clear signal. If your patta is already rejected, pls update the details into the Patta excel sheet maintained by the MC team, with all fields updated like survey no and rejection details.

Minutes of the Concorde progress Status
MC shared the updates from the last meeting with Concorde referring to the attached email that was already shared with owners for Aug 6th meeting minutes. The owners had the following feedback on this:
Requested MC to check if minimum Electricity requirements for each house in the layout has been placed.
Owners requested to check if instead of metal boards, stone Boards can be put. MC informed that all rusted boards are currently removed and existing concrete signages will be repainted.
Latest Update
A new gate at the backside of the layout has been fixed
Financial audit has been initiated for the period of 2018 to the end of financial year 31 Mar 2022 and targeted to be completed by Sep End.
Duplicate signed hardcopy of Bylaws has been received by the management committee from the registrar office

Roads built over a period without vehicle movement may get damaged, if not maintained

Maintenance

Agreement: All members present in the meeting agreed that the maintenance take over would be the best approach as the way forward. Calculation Per sqft is reasonable.

Concorde and owners Association representatives met on 6th Aug at 11 AM at CMV. Concorde shared the progress status and both parties discussed the best way forward for the owners. Refer to the trail email for detailed minutes of the meeting.
Important immediate action Items On Association after the meeting
1) Association to plan to maintain the security and weed cleaning of the roads in the layout immediately. Association will also plan for a manager to coordinate all activities who could be the POC for owners.
2) Workout the details of maintenance fees, discuss with all owners and put it up for vote in the next meeting.
3) Association to inform Concorde of the date when the handover of Phase 1 items can be done
The Association Committee feels that it is high time we need to take action for betterment of the layout and not wait indefinitely for Concorde to maintain. This way we will understand the layout better and be able to see value in our property.
Note: This does not mean that Association is taking full handover of the project. Only the completed infrastructure is being taken over and it will be made sure that it is clearly mentioned in the handover document.
Association is aware that final completion timelines of all infrastructure items from Concorde are unavailable, some actions have been delayed due to rains and some are dependent on Govt. However our volunteer team is closely tracking the progress by visiting / interacting with Concorde frequently. If this plan can be improved or any suggestions, pls reply back to our email supporting the cause by volunteering for the association. Association is welcome to induct more members into the working committee/ volunteering. If you can spend at least one hour weekly and occasional visits to CMV/Concorde Office/ other govt offices or have senior contacts that will help our objectives request you to please come forward and join the association.

1) Electricity
Concorde have already applied for the electricity connection and have got the acknowledgement for the same. Now they are waiting for the TN electricity board to do the estimation and for the contract to get awarded to a contractor. Concorde expects this to happen in 2 months. The exact details of the work can be shared once this happens. Once the contract is awarded, electrification work will start and is expected to complete within 4 months. So Concorde expects a total of 6 months time frame for this work to get completed.
Concorde has assured that every road in the layout will have electricity poles and lines running. Further details of the electrification will be known only when the contract gets awarded as TN electricity is planning this.
2) Water
Concorde has started the work of testing that the water lines to all plots are in full working condition. They will be giving regular updates to the association regarding this work progress.
Concorde showed the water supply to plot number 1240 (pictures here).
- If any owner wants to check their respective plot water connection, you can reach out to the site POC Ramesh directly.
- If the owner requires water for construction or other purposes, Concorde site POC will facilitate. Owners are requested to let the association know of the intention.
- Once Concorde confirms the testing has completed, Association will work out modalities of handover from concorde and availability of water to the plot owners.
3) Signages
Concorde marketing team will be replacing/renewing the signages on the road leading from the highway to CMV. Internally, at the road junctions, they will mark the plot number series that falls under the particular roads.
4) Patta
Concorde has assured their support to resolve the patta issues for the 21 impacted owners in 82/4 and 85/2c working with the Surveyor. Parallelly they have taken upon patta for 3 identified owners who have no rejection history and a new applicant. Once these 3 go through, Concorde is willing to facilitate pattas for other owners. Association raised the concern that resolving the patta issue is crucial. Concorde acknowledged it but maintained that resolution of patta issues should go in parallel with other development activities and should not become a block in handover of the completed infrastructure to the association.
5) Boundary Walls
Repair of boundary walls is currently progressing. Concorde representatives went around the layout with association representatives and took note of the broken walls. Concorde assured to complete the remaining walls. Concorde said that they would be handing over only those walls that are completed to the association and it would be clearly stated in the handover agreement.
Association representatives raised that concern that if the boundary walls break after handover due to quality issues, who would take the responsibility to fix that. Concorde said that they would be working along with the association even after handover for the betterment of the project and they will help to fix such issues.
5) Roads
All pending roads have been completed. But there are some places where the roads are to be repaired. Concorde said that they will fix the roads that are to be repaired and then only will handover those roads.
Concorde stressed that the association should take over the newly laid roads and should proactively assign labourers to clear the plant overgrowth on these roads. Association acknowledged this and said that steps will be taken immediately so that the association is ready for handover of Phase 1 work.
6) Construction POC
Concorde said that the Concorde technical team would be there to assist the owners who want to start the construction. Any owners interested in building may directly contact Ramesh, the site POC. Ramesh will be supported by the technical teams of Concorde.
7) Other Phase 1 works
- Rear Gate - Pillar is completed. Fabricated Metal Gates have been delivered to the site. It will be fixed once the rains subside.
- Plot numbering completed. Individually owners are requested to check if their numbering is complete and if not report to the site POC Ramesh.
8) Phase 1 Work handover
Concorde stressed that the association should take handover of the completed works and maintain them so that Concorde has the confidence to go ahead with Phase 2 works.
Concorde stressed on 2 points.
1) Association should take over the security of the layout and assign 5 security guards to patrol the area.
2) Association should assign labourers to regularly clean the plant overgrowth on the roads.
Concorde estimated a monthly expenditure of around Rs. 1.5 to 2 Lakhs for these 2 maintenance items.
Association reiterated that in the current state of above pending actions, it is difficult for owners to support maintenance.
But since Concorde has completed many Phase1 items (especially the pending roads) and showing progress in regards to electricity/water/patta etc., the association understands that association needs to step up and take the handover of the completed infrastructure and that it is not right to ask Concorde to maintain it indefinitely.
But association representatives informed Concorde that it would require some time in informing all the owners, initiating maintenance collection and ensuring the monthly collection of maintenance funds adequate enough to take over the handover with confidence and this would be discussed internally and association will inform Concorde regarding the date for handover.
Topics Not Discussed
1) Concorde to contribute towards maintenance fees for the unsold plots inside the layout including commercial plots. They would either need to provide owner details or support maintenance.
2) Feasibility of closing/restricting public usage of the main 80 feet road before taking over handover.
3) Final cleaning of the layout before handover.

Status:
Infrastructure (Pending Work from Concorde): Refer to the attached email communication with Concorde for the detailed update. We are aware that work is progressing at the site, however it is slow citing rains as the primary reason for delay. Also, please note our approach towards maintenance which we will discuss in our subsequent meetings with the owners. Any ideas/ thoughts are welcome along with helping hands to implement beneficial programs. Further to the attached email, MC had connected with Mr. Vivek (CRM) and expressed our concerns. We owners would need to prepare how we are able to take steps towards maintenance. More will be discussed at our next meeting.
Patta: Concorde had submitted the required owner provided documents to the Govt office for Patta processing for ~30 cases and had earlier committed to close by the end of June. As per 1st July update from Concorde's legal team, it is being delayed due to some subdivision issues, details awaited. Also, from a different source we get to know about Tahsildar change. We continue to remain in touch with the respective owners and Concorde for any progress and next steps. If there are still some impacted owners who are not part of the MC managed Patta whatsapp and mailing group, write back to us with the Patta rejection details. Also, we request people having plots in these subdivision numbers (85/2C, 82/4, 57/1, 85/1 85/2I) to hold on doing any new Patta until Concorde is able to successfully complete the first set of ~30 and prove that there are no issues.
Community Management Platform: Apnacomplex deployment was completed for validated owners records upto March 31st, 2022. Those who have responded afterwards are being processed. As this is a manual effort, please expect a delay in updating Apnacomplex until the end of July.

As per bank norms we will adhere to the " Any two people" approval to transact any amount from the bank. Till date there was no expense made from the bank account since it was opened in March, 2021.
Those who are yet to pay the membership fee, you are requested to pay membership fee only via apnacomplex ( UPI mode has NIL transaction charges). If you continue to pay directly to the bank, there will be an additional effort on the already burdened MC team to update the records and it may further delay update of your apnacomplex records.
Financial Audit: Please refer to our earlier communication on 1 May, 2022 for Finance Audit. We have not received any lead for a CA auditor from the owners group. We received 2 references from the volunteer group of which we are going ahead with one contact. He quoted 10K as a one time Audit fee for the financial years 2018 to 2022. Owners had started contributing towards membership fees from Nov 2018. The audit activity will be initiated in July/August and the data will be published in our Annual General meeting planned for October 2022.

IMPORTANT POINTS REGARDING USER INFO UPLOAD
Upload of all validated user information (until June 6th 2022) to ApnaComplex has been completed.
The login email will be the one which the owner has shared with us during the validation.
An invitation email will have gone to the validated email ID. Please check your inbox/spam folder for emails with the sender as "Ashwin Sekhar T K via apnacomplex.com". (Ashwin from our volunteer team has uploaded this data, hence the sender name is like that).
Note that if you have shared with us multiple email IDs during validation, please check the inboxes/spam folder of all email IDs. We have added only one email ID to ApnaComplex.
If you missed the email invite, try logging in to ApnaComplex with the email ID that you have shared with us during validation. You should be able to see yourself as a member of the community.
If you are already a member of another ApnaComplex Community, you will be able to switch between the communities.

IMPORTANT POINTS REGARDING PAYMENT DATA UPLOAD
Payment information/Receipts etc. can be accessed from ApnaComplex Mobile Application under the "Payments" option.
Upload of payment data till March 31st 2022 has been completed.
If you had paid the membership fees before 31st March 2022, you will be able to download the receipt for the same.
If you hadn't paid the membership fees, dues will be shown against your plot.
If you had paid the membership fees directly to the bank after March 31st 2022, it will be shown as dues. We will be uploading this data by 30th June 2022. The dues will be cleared off by then.
Note that if a person owns multiple plots, the membership fee is collected only for one plot. For such cases, the latter plot dues will also be cleared off with a credit note against them.
If you had made any extra payments by mistake, it will be shown as a positive credit for your plot. This will be adjusted against any future invoices that will get raised.
VERY IMPORTANT: A Payment Gateway has been enabled in ApnaComplex. You can access this from the ApnaComplex Mobile application under the "Payments" option. Going forward, please use this gateway to pay for the dues against your plot. Your payments will be reflected against your plot within the same day if you use the gateway. Don't make any payments directly to the bank account going forward.
Please note that if you haven't responded to us during our validation activity, you will not be added to the platform.

Concorde POC and Road Work Update:
Concorde have informed us the change in their CRM contact. Mr Jayavardhan (earlier CRM) has left Concorde and Mr Vivek has taken over from him with immediate effect. Management Committee team have met Mr. Vivek at Concorde JP Nagar office. The pending road work has been completed. Please see the glimpse of the transformation of a section from a video of 13th Feb date and 8th May here.
Update on Patta Issue:
Association representatives (Ashwin Sekhar, Sajan Nair, Tania Pal) had a positive meeting with Concorde’s Legal and Liaison team regarding the long pending Patta issues. We first met in their office at JP Nagar and then together visited the Hosur Taluk office on 11/05/2022 (Refer Pic below from our meeting at the taluk office, Hosur).
The Concorde legal team believes, after discussing with the Surveyor & the Village Officer (VO), while referencing a few rejected cases, that the Patta issues are pertaining to the improper submission of supporting documentation. They maintain that there are no legal issues for any plots that are sold by them.
The Concorde team have suggested that the respective impacted owners may route the Patta processing through Concorde by paying Concorde a service charge. (Please note, Concorde had earlier rejected doing Patta for owners saying it is not their business).
We are currently working with Concorde to facilitate the impacted owner’s liaison with Concorde, directly. This way we believe the rejection issues will be best addressed as it will be taken care by Concorde themselves. We are working with the impacted owners who have reported their Patta issues to us.
Further, we have identified the priority group (includes those impacted) whose applications will go through this channel as the first batch. All other owners may avail this channel after self-evaluating the Patta application status of this first batch. If you believe that you are impacted by the Patta issues related to Concorde, please email us back with the details of rejection.
Following are our advice to the owners applying for Patta based on the discussion with Concorde and a few cases which were referred to the association:
Share with your agent a clear softcopy of the Sale deed and Aadhar card
If possible, visit the Taluk office taking the original copy of the same for uploading directly into the Government systems
Ensure your agents are applying all details appropriately including names and no mix up of owner names are occurring
After receiving the Patta, if you do not know how to read Tamil, use translation tools to get it translated and ensure that the names are correct, else ask the same agent to correct it
As per Concorde, all required documents for Patta transfer process are already available with the Surveyor, and they shouldn't be asking for any additional documents. It is the responsibility of the Surveyor to ensure all documents are attached. One needs to push the case back to the agents if Patta is rejected for any documents. Try to meet the Taluk officials yourself or clarify with your agent as needed.
In case your Patta has been recently rejected, then we request you to have the discussion with the same agent and pursue them to redo it. Further you may meet the officials in the front office at Taluk office or the surveyor while referring the application details/rejection info. It was a walk-in for Concorde to meet the officials at the Taluk office as observed by us.
The above information is mostly collated based on our discussion with Concorde on 11th May. Once Concorde is able to successfully process the first set of Pattas having issues, we may have more observations and will share updates with all owners accordingly. Pls note, the Owner's Association is still learning about the issues and these precautions may not be proven enough. As we learn, we will keep you informed. You can share your learnings with us too and we will include it in our next update.
Association has no contacts or connects with anyone at the Taluk Office or with any agent. Pls do not ask us for reference of contacts. We do not endorse any agents, including Concorde.

All Pending Road work has been completed. This will be further inspected by the MC and the volunteer team in the next couple of weeks.
Resumed the painting work for numbering the site numbers. On an average, they are targeting to complete 100 site nos by deploying 2 painters.
The Remaining compound wall is targeted to be completed by End of May.
Taken up re-painting of the main entrance arch and gate
Started civil work for building security gate for back entrance
Finance Audit: Management committee will be inviting a CA auditor to audit the finances while we close the financial year 2021-22. Request any owners to let us know if anyone with CA background among the owners and voluntarily agreeing to do this work. Else, we are calling for RFP to do the same. " Association was registered on 25.01.2019 for the 140 acres of land, approx 1400 Plot owners, with 616 owners paying the one time 750 Rs per plot membership fee by end of 31st March, 2022. Audit is required from 2018 since when the collection of the membership fee has started. The income has been only from the association membership fee and expense is only from the initial years incurred for legal expenses to form the association, amounting to approximately INR 69K. The community is not an active one as no one resides there currently. The maintenance amount is yet to be collected from the owners. Request for Proposal to audit the financial statements for this community. Also, it will be good to add to the scope of work to assess operational records and Processes if in line with the Bye laws and Tamil Nadu Government laws and regulations. Further details can be provided as requested"
Selection will be done based on min 3 quotes and following best practices.
Next actions
Maintenance:
As we move to the next phase shortly as agreed with Concorde owners association needs to plan to collect maintenance while Concorde starts to handover in phases. This will be discussed in the next meeting on 21st May.
Clubhouse:
As communicated earlier the clubhouse is owned by Concorde and they will be looking for a third party to manage it. They had also requested the MC team to look for interested parties to manage the clubhouse. Owners are requested to let the management committee know if any of you or someone you know who would be interested to manage the clubhouse. The MC team will directly introduce them to Concorde for discussions. As informed earlier, the Management committee and owners association doesn't have capability to manage an operational clubhouse which will run into huge cost and owners may not be ready to bear the same.
Development plan for the layout:
Owners are requested to share ideas on ways to develop our community faster and also volunteer to take part in supporting /implementing the same.
Patta Issues: People having patta issues are part of a dedicated whatsapp group where the discussion happens. If you have faced issues of patta related to the builder, please email us with details we will validate and add you to the group. The next meeting to discuss the status of the patta issue is planned for 15th May.
House Construction: A dedicated group has been formed to discuss the construction related information. If you are interested in constructing and not part of the whatsapp group managed by the MC team then request you to send us an email and we will add you.

A summary update from MC:
Concorde work status - Refer trail email that was sent to Concorde after a meeting with them yesterday.
Banking Access to the MC team: After multiple follow ups with the Bank the internet banking access is not yet available with any of the MC members. None of the MC members can operate the bank. We are only receiving the transaction alerts and bank statements on the association mailbox. There have been no expenses so far, so this is not impacting our operations immediately. Some small expenses like association seals, and misc on Byelaws are being borne by some MC team themselves personally.
Membership Fee Paid validation and Validated contacts upload to Apnacomplex:
Manual validation comparing with the bank statements of all payments until 6th March 2022 has completed. This activity has been time consuming
Transaction details shared by owners did not match with Bank records: We have sent emails to the owners whose payments could not be validated with the Association Bank statements. Owners who haven't responded yet please revert back to us asap with valid transaction particulars. Your payment records won't be updated onto the Apnacomplex until this is confirmed.

Duplicate payments have been identified too. The respective owners will find that extra amount reflecting as a credit in their respective owners accounts on Apnacomplex. Please note the membership fee is a one time payment per owner. Also if the primary owner is the same for multiple plots, we are accepting only one payment. Any additional payments for these scenarios are being treated as duplicate payments.
Note: This activity has been more time consuming than earlier estimated to go through the records of 500+ manually by a 4 member team. As a next action the upload to Apnacomplex will be done in the next couple of weeks.

Please refer to the discussion with Mr Jayavardhan and Aruna G when one of the MC visited the Concorde JP Nagar office on 18th April.
Road Construction work is in progress, this was personally checked by Aruna visiting the site a couple of weeks back. Rains are further delaying the process and so the completion date instead of the end of april, may get postponed to latest by 10th May, subjected to rains which will otherwise damage the asphalting work. Some more roads were identified to have deteriorated and Concorde is redoing, Concorde believes in quality work.
Boundary walls materials are made available and work to start asap.
Backgate fabrication order has been placed
Site numbering painting is 50% complete and remaining will also be done.
Electricity: Discussion with 3 Vendors are in progress for electrical work. As this is involving the government it is taking tim

Further update from Ramesh as below on 12th April, yet to be cross validated by MC:
Road No 32, 57, 58, 59, 60, 61, 62, 70 is 100% complete
Road No 47 (under High Tension Wire; area:10000 Sq Meter): 80% complete.
Road 56 is partially done and Roads 24, 35, 47,51 and 54 to start when further raw material arrives.
Similarly Boundary walls remain pending.
Painting of common numbering boards pending and owners plot number were stopped at 450.
Association has parallely validated the contacts and has support of 871 plot owners. All these owners are looking forward to getting all actions from Concorde completed ASAP as per Plan.

25 owners met on 12th March at CMV. Attached are the pics from the site here. The discussion was informal around the same updates that were informed to all owners in the Feb update. Our priority for March and April continues to be:
Concorde completes the phase 1 work, Volunteer groups validates work.
Resolve Patta issues through Concorde.
Owners DB upload to Apnacomplex software after manual validations of membership fee with the bank statement.
Please also note that the Management committee was informed on Saturday, 19th March about a fire incident in the layout. One plot owner reported to us that the plants in his plot were completely burnt. The MC President, Rajesh Tiku visited the site today and inspected. Please refer to the pics and Videos here.
The MC team, when checked with the site supervisor, were told that the fire started itself due to excessive heat, and he also claimed that it happens every year during this time ,It seems it impacted the Clubhouse area too and the Concorde guys had to hurriedly move their pipes and other inflammable materials to avoid getting burnt. The Concorde Site team is advising to keep our plots clean by Feb /March every year to avoid such incidents. As this is the time the weeds get dried up becoming prone to fires.
Whatever may be the cause, the Management committee does not endorse this at all, considering it is harmful to the environment and risky. We are framing some guidelines and communication to avoid this. Please refer below.
Request all owners to check if the contractors engaged by them are not lighting fires to clean their sites.
A notice will be put on the site notice board at the security cabin.
Request to all owners to keep their respective sites clean before the summer month to avoid such incidents in the future.

Concorde Pending work Status: Road Asphalting Work in phase1 in Progress, Concorde Committed Date End of April
Road No 70 is 100% complete
Road No 47 (under High Tension Wire; area:10000 Sq Meter): 80% complete and remaining 20% will be complete by next week.
Road 54 has 2 parts where 1 part is completed, and the 2nd part is yet to start.
Road 59, 60, 61, 62, and 65: tar road preparation is going on and asphalting to start this week.
Note: Refer here for pending work at the site. Work has been completed for all areas where there is no color fill (white portion). Only the colored portion is incomplete. Refer to the coloring convention on the map for further details.

Owners Database Validation: 852 plots Validated. Only validated users will be updated on Apnacomplex.
Status snapshot as of 19th Feb'2022 date
The validation will continue until we have completed contacting all owners. We request the owners who have not responded yet to pls reply to our validation emails.
Non-Validated email IDs and telephone numbers will be removed from the owners' email distribution list and telegram channel. They will stop receiving MC communications after April.
Onboarding owners to ApnaComplex: Delayed. Vendor formalities, contract processing, availability of production portal, functional testing and issue rectification took some time to complete due to the vendor dependency. These have now been completed. The owners will be onboarded after the manual validation of membership fee by comparing with the bank statements have been completed. New Target Date: End of April
Bank Signatory Transfer: Actions from Signatories completed: All 4 new signatories have visited the bank, completed the formalities of signing and submitting of their KYC documents. Signatory transfer from the earlier MC to the current MC happened last week. Yesterday, the Internet banking request form was submitted to the Jakkasandra Bangalore Branch by our president, Rajesh Tiku, with the seal and signature on the association letterhead of the two new authorised signatories. Once the internet banking access is available, we will complete the membership fee validation and upload the owners onto the Apnacomplex portal. Tentatively, total 500+ owners have paid the Membership fee as per the evidence provided to us via the email by the respective owners. This must be further reconciled once the bank statements are available. New Target Date: End of April.
Patta issues requiring correction from Concorde: The impacted owners and the association met on 27th Feb. They shared their past interactions with Concorde and chalked a few action plans together as the next steps. Continued efforts of emails, calls and visits to the Concorde management are being made to help resolve the issue amicably. The team believes that the best way to approach this issue is to continue to follow up with Concorde. Concorde has responded to our messages and calls by saying that they have engaged their legal team to resolve it. As per them, their legal team has been making visits to the Krishangiri office to clarify their position. Concorde have requested for 2/3 weeks more to revert back on this issue. (Refer to our previous updates on this issue which is majorly impacting 82/4 Survey owners)
House Construction Initiative: 23 Plot owners have shown interest to build houses immediately. The data has been shared with Concorde to start the facilitation process. Association has brought these owners together to discuss the further steps. The first meeting between them happened on 27th with a few actions taken by the owners.
Byelaws: None of the owners could provide a contact locally in Krishnagiri. Through the core MC team contacts, we have contacted a local advocate. He has made 3 visits to the registrar office last week but could not meet the Registrar to confirm if the approved Byelaws exist. Either the Registrar was on leave or out on official work. MC will continue to pursue actions on this and keep you posted.

Note: A lot of effort has been made from the management committee and volunteer groups to create the documentation so that all 1440+ plot owners get updated communications. Each communication requires days of effort and coordination with multiple people before it is published. So, please make sure that you are attending the meetings and to read through the FAQs and Documents shared.

We are pleased to inform you that Apnacomplex has been selected as our partner for the community management software, on assessing 5 vendors. After negotiation ApnaComplex have offered CMV owners a lifetime free use of this software for all modules including their Payment gateway.
Verified owners database movement into Apnacomplex will start shortly and plan to complete by the end of Feb.
CommonFloor Community for Concorde Mist Valley is defunct as of Feb 1st 2022. Please don't start any new discussions in CommonFloor and please ignore emails from CommonFloor. The Managing Committee will be deleting the CommonFloor community after full migration to ApnaComplex.
We felt from the meeting that some of the owners are not fully aware who has formed this association. The association members and Volunteer team are a group of CMV Plot owners who came together with the mission of improving the status of the layout, taking time out from their professional and personal commitments. They are NOT from CONCORDE.
February month priorities are:
Onboard all verified owners to ApnaComplex
Validate Concorde Infrastructure work for Boundary walls and Roads at CMV site
Rigorously follow-up with Concorde to address Patta issues for a few owners impacted by it
Initiate Financial audit process
Initiate assessing and estimating the plan for maintenance
