ARTICLE I — Scope and Functions
The World Trade Organization (hereinafter referred to as "the WTO") is hereby established. It shall provide the common institutional framework for the conduct of trade relations among its Members in matters related to the agreements and associated legal instruments included in the Annexes to this Agreement.
ARTICLE II — Functions of the WTO
The WTO shall facilitate the implementation, administration and operation, and further the objectives, of this Agreement and of the Multilateral Trade Agreements, and shall also provide the framework for the implementation, administration and operation of the Plurilateral Trade Agreements.
ARTICLE III — Structure of the WTO
There shall be a Ministerial Conference composed of representatives of all the Members, which shall meet at least once every two years. The Ministerial Conference shall carry out the functions of the WTO and take actions necessary to effect its purposes.

Artículo I — Alcance y funciones
Se instituye por el presente Acuerdo la Organización Mundial del Comercio (denominada en adelante "la OMC"). La OMC constituirá el marco institucional común para el desarrollo de las relaciones comerciales entre sus Miembros en asuntos relacionados con los acuerdos e instrumentos jurídicos conexos incluidos en los Anexos del presente Acuerdo.
Artículo II — Funciones de la OMC
La OMC facilitará la aplicación, administración y funcionamiento del presente Acuerdo y de los Acuerdos Comerciales Multilaterales y favorecerá la consecución de sus objetivos, y constituirá asimismo el marco para la aplicación, administración y funcionamiento de los Acuerdos Comerciales Plurilaterales.
Artículo III — Estructura de la OMC
Habrá una Conferencia Ministerial compuesta por representantes de todos los Miembros, que se reunirá por lo menos una vez cada dos años. La Conferencia Ministerial desempeñará las funciones de la OMC y adoptará las medidas necesarias para el ejercicio de dichas funciones.

English further is a simple verb meaning to advance. Spanish adapts to the legal drafting convention of nominalizing: consecución (attainment/achievement) is the standard noun used in Spanish treaty language for this function. The translator replaces an English verbal habit with a Spanish nominal one — a situational adaptation at the level of legislative style.

ARTÍCULO 4 — Definiciones
Para los efectos de esta Ley, se entenderá por datos personales: cualquier información concerniente a personas naturales que las identifica o las hace identificables. Se entenderá por titular: la persona natural a quien se refieren los datos personales. Se entenderá por responsable del tratamiento: la persona natural o jurídica que decide sobre la finalidad y el tratamiento de los datos personales.
ARTÍCULO 5 — Ámbito de Aplicación
Las bases de datos que se encuentren en el territorio de la República de Panamá, que almacenen o contengan datos personales de nacionales o extranjeros, o que el responsable del tratamiento de los datos esté domiciliado en el país, quedan sujetas a las normas establecidas en esta Ley o su reglamentación.
ARTÍCULO 6 — Principios Generales
El tratamiento de datos personales se realizará conforme a los principios de lealtad, finalidad, proporcionalidad, veracidad, seguridad, transparencia y confidencialidad. Los datos deben ser recabados sin engaño o falsedad, para fines determinados, y no podrán ser utilizados posteriormente para fines incompatibles con aquellos para los cuales fueron recolectados.
Article 4 — Definitions
For the purposes of this Law, the following terms shall be understood as: personal data: any information concerning natural persons that identifies or makes them identifiable. data subject: the natural person to whom the personal data refers. data controller: the natural or legal person who determines the purpose and the processing of personal data.
Article 5 — Scope of Application
Databases located within the territory of the Republic of Panama that store or contain personal data of nationals or foreigners, or where the data controller is domiciled in the country, shall be subject to the rules established in this Law and its regulations.
Article 6 — General Principles
The processing of personal data shall be carried out in accordance with the principles of fairness, purpose limitation, proportionality, accuracy, security, transparency, and confidentiality. Data must be collected without deception or falsehood, for specified purposes, and may not subsequently be used for purposes incompatible with those for which they were collected.
Equivalence (Article 4):

Titular literally means "holder" or "bearer." the established legal equivalent is data subject, a fixed phrase in international data protection law that carries the correct legal meaning, not a word-for-word translation.
Calque (Article 5):
República de Panamá / Republic of Panama
Each element is translated directly. The structure is preserved morpheme by morpheme, a textbook calque, and the expected procedure for proper nouns of this type in legal translation.
Adaptation (Article 6):
fines determinados / specified purposes
Determinados means "determined" or "defined." The translator adapts this to specified, the conventional English legal term in purpose limitation clauses. This mirrors the exact wording used in GDPR-aligned English legislation, adapting not just the word but the legislative drafting convention of the target culture.
