This tutorial is close to Attack on Titan 2 just slightly different. Start off by dumping .rdb with Cethleann.
Cethleann.DataExporter.exe --rdb --filelist filelist-OnePiece4-rdb.csv [output folder] [input folder]

Run tool with the above command and it will dump files with names.
Each folder will contain .g1m .g1a and .g1t files. Use Noesis to view and convert these files. Be sure to untick Merge all assets in same folder option before clicking on mesh.
Now we can view models without crashing Noesis.
Some .g1a files are hashed still but many have names. Test a few by placing them into "test" folder.
Be sure to retick Merge all assets in same folder option so mesh and animation play.
Our test gave us a workable mesh but seems there are some extra parts. To fix this attach all .g1a files to .g1m and export as .smd.
Import .smd to blender and remove the extra meshes. Use Edit mode and L key to select parts of the model that are not correct.
Remove any unwanted artifacts by selection tool. If some things are not deleting like below use Vertex mode or Line mode to remove.
Now import .smd sequence and test to see if parts are moving correctly. If not go back into blender and modify model until all parts are working smoothly. Seems these models have many meshes combined into one.
I found some files with ext .g1mx.
Use VGM Toolbox to cut out .g1m files using this setup.

Now we can view files.
Sounds can be dumped with foobar just drag .srsa files onto tool and then convert them to standard format.
