You can't copy keyframes and bring them into another scene.
Start to create all of the assets that will be needed for your storyboard.
For each part of your rig: Make a symbol, For example, we can do a hand, We would turn our first hand done in the resting pose into a symbol (control-click and convert to a symbol, choose graphic symbol).
Then inside of that symbol in the new timeline we would have multiple versions of the hand along the timeline, frame 1-10 or so.
Then when we animate we can use the frame picker to choose hands from to make the required pose.
This image shows the frame picker in Adobe Animate with the mouths which are set up for both emotion and phenomes. On the layers you can see in the main timeline there is only one frame, I am on the symbol in the scene of the mouth since the layer is highlighted and the mouth has the blue box on in on the stage.
Since I have the frame picker on (window choose frame picker), I can see all of the versions of the mouths.
When I started the mouths, I started with the neutral mouth, then I made a symbol, control or alt click convert to symbol (or F8 or Function F8)
Then I have more mouths inside that symbol timeline
The mouths have multiple layers but those are all inside the symbol.
In the above image you can see how I am inside the mouth symbol.
The timeline will have all of the mouth assets. These are created in layers with the description. It would be better to name the layer the same as the symbol. Izzy_MouthPout but I have Mouth_Pout instead here.
You can see these are all graphic clips by the shape next to the mouth in the library it is a circle, triangle square icon.
In the above image I have clicked into the pouting mouth, this mouth has multiple layers, highlights, lips, shadow. Layer 2 is empty and could be deleted.

Keep everything in one layer that needs to be animated. Try using Biff as a test for this - Go to Frame 100 and shift click through the layers you need. Then make your new pose.
