Consider your 2- 3 camera angles and plan for pans, zooms, dutch tilts
You may do these in photoshop or animate.
You only need to do one scene environment to set the stage.
Work at least in 1920 x 1080 and consider if you need larger for a pan, zoom or dutch tilt.
Keep your environment desaturated in most cases so that we can see the character(s) on screen).
Work in layers - anything that animates should be on a different layer
any layers of the environment that characters or assets move behind need to be on a different layer
Save layers as a full size png or import the psd into animate and choose the layers you want to import.
Animate likes layers more than folders.
You can start with folders but then duplicate the folders group the folders and merge the layers to make the layer you will need.
Name your layers: tree, mid ground, foreground, sky etc When you import layers from psd the name of the layer will be consistant and will come from psd

Save PSD files if working there
Save Animate Files if working there.

Environment design is first determined in the storyboards by what you need.
Here a pan is planned so the file would need to be at least double the size of the artboard. Since we are using Adobe Animate and the environments are vector, they can be enlarged.
