What's required
Applicants for licensure must minimally hold a baccalaureate degree and a valid elementary, secondary, or K-12 classroom teaching license or satisfactorily complete and demonstrate the standards of effective practice, and,
Satisfactorily complete the core knowledge and skills for special education professionals, and
Satisfactorily complete the disability specific knowledge and skills for special education professionals.
'Satisfactory completion' is defined through a series of reviews including:
Accomplishment of course objectives and/or outcomes as described within each of the special education program areas of study including: 1) standards of effective practice or an existing and valid classroom teaching license, 2) special education core and, 3) disability specific program of study).
Presentation of the applicant's professional portfolio to the academic advisor
Recommendation for licensure by the school-based and university-based supervising teachers as evidenced on the evaluation forms.
Review and approval of licensure application forms by your university program adviser and the College of Education and Human Development Licensure Officer.
How to submit your licensure application materials
You must complete the CEHD Exit Survey prior to submitting your application packet. The survey link will be emailed to you from the CEHD Office of Teacher Education. If you have questions or have not received the survey, please email ote@umn.edu.
Submit your application materials to your academic advisor for review.
Your materials will then be submitted to the CEHD Office of Teacher Education for final review and submission to the Minnesota Department of Education (MDE).
The following items need to be included in your licensure application packet:
Note: Requirements are subject to change. Please check with your academic advisor before submitting your materials.
Official transcripts in sealed envelopes from all other institutions you have attended since admission to the program. (Tip: Have the transcripts sent to your home address, and then include the transcripts in the application packet. Do not send the transcripts to the University.)
A copy of your Unofficial University of Minnesota transcript. (Download and print it from your MyU portal.)
MDE Transcript Release Form (available from your advisor)
Completed fingerprint card (finger printing available from UMPD)
A copy of your current teaching license (if applicable)
Initial licensure applicants only: edTPA submission confirmation email
MN Teacher Licensure Exam Requirements (available on the College of Education and Human Development (CEHD) website) Note: Scores must be less than 10 years old from the date you are applying for licensure. Do not fill out the application until you have received your official score report, submit a copy of your official score report with your application. Whenever possible, have official scores sent to the University of Minnesota.
Basic Skills Test (Visit the CEHD website for all testing options.)
And
MTLE Pedagogy Test (there are two subtests for each of these exams)
Early Childhood Special Education: early childhood exam
ASD or Deaf and Hard of Hearing: choose one of three pedagogy tests (early childhood, elementary, or secondary)
ABS, DD, EBD, or LD: choose either the elementary or the secondary exam
And
MTLE Special Education Core Skills Test (there are two subtests for this exam) (Birth to age 21)
For DHH applicants only:
Sign Language Proficiency Interview (SLPI) results
Full licensure requires SCPI rating of Intermediate Plus or higher
Oral/Aural licensure requires SCPI rating of Survival OR six (6) semester credits of American Sign Language

You will submit your application online and print the following to include in your packet:
Copy of application checklist
Copy of application payment receipt (application fee of $93.45 will be charged when submitted)
Copy of form ED# 02414-01
Additional licensure applicants
You will submit a paper application along with a personal check, money order, or cashier's check (see instructions on application form).
