From Wednesday, December 24, 2025, to Sunday, January 4, 2026, our counter services will be closed. Processing of mailed certificate requests, approvals for new applications for convenience store certificate issuance, and online certificate requests will resume sequentially starting January 5, 2026.
For certificates requiring additional processing time, such as English certificates or academic achievement certificates, please apply well in advance.
Please note that certificate issuance at convenience stores will remain available during the above counter service suspension period. However, the Certificate Issuance Service website and new registration applications will be suspended for maintenance on the dates listed below. Additionally, certificate issuance via convenience store cash payment will also be suspended, and email notifications of issuance numbers will be sent after maintenance. Please be advised.

If you applied for a certificate and completed payment before the outage, issuance at convenience stores will be possible during the outage period.
If you applied for a certificate before the outage but payment is pending during the outage, payment at convenience stores will complete normally, but the number issuance will occur after the power is restored.
Certificate applications cannot be made during the outage period.
From April 1, 2021, we will introduce a new "Certificate Convenience Store Issuance Service".
This service 1) applies online for the issuance of the necessary certificate, 2) pays the issuance fee by credit card, convenience store cash payment, other electronic money, etc., and 3) stores nationwide (7-Eleven, Family Mart, Lawson [50 This is a service that issues various certificates using the multi-copy machines installed in each store.

※Issuance at convenience stores is limited to those who graduated or completed their studies after March 2013. For graduates and graduates before September 2012 (until March 1970), you can only apply and pay, and they will receive it by mail.

Application to use this service is required only for the first time.
After applying for use, the department in charge of our university will process the reception.
・Applications submitted between 9:00 a.m. and 12:00 p.m. on the same day will generally be approved or rejected by 5:00 p.m. on the same day.
・Applications received between 12:00 on the same day and 9:00 the next day will be approved or rejected by 12:00 the next day.
・As a general rule, applications submitted by 9:00 a.m. on Saturday will be approved or rejected by 12:00 p.m. on Saturday.
・Applications submitted after 9:00 a.m. on Saturdays will generally be approved or rejected between 9:00 a.m. and 12:00 noon on the next business day.
※Please note that we will not be processing applications on public holidays or during university holidays.

If you complete your application with the wrong number or type of certificate, regardless of the reason, we will not be able to refund the certificate issuance fee that has been paid.
Certificates printed using this service are protected against forgery using POPITA technology. It cannot be copied and used.

The Ministry of Foreign Affairs (Ministry of Foreign Affairs and overseas diplomatic missions) does not accept certificates issued using POPITA. If you wish to submit your application to the Ministry of Foreign Affairs, please apply by mail or at the Educational Affairs Division counter.

About cash payment at convenience stores

We will use the payment agency "SB Payment Service". Please enter your payment information and print out the "payment slip" issued after payment is completed, or write down the "payment slip number" and present it to the cashier. The payment procedure is as follows.

Use the convenience store cash storage service "SmartPit". Based on the "Smart Pit number" issued at the time of application, an "application ticket" will be issued at each store's "multimedia terminal" and payment will be made at the cash register. The operation method is as follows.

After confirming the completion of payment, we will move on to the issuance procedure. In principle, issuance via online mail takes the following number of days for issuance (excluding counter closures and mailing days), but it may take longer during university vacation periods, etc., so please apply with plenty of time.

If an application is completed with the wrong number of certificates or documents, the certificate issuance fee that has been paid cannot be refunded for any reason.
We will return the form to the address you entered in the "Mailing Address" field. Please make sure to enter the correct address.
If you require a certificate to be sealed (delivered in a sealed envelope), please apply for it by mail or at the Educational Records and Programs Section (click here for details). For certificates that are eligible to be mailed online, you can choose whether or not you wish to have the certificate sealed.
Please note that certificate issuance fees and other fees that have been paid are non-refundable.
If the certificate is issued at a convenience store, a printing fee of 60 yen per sheet (for the number of sheets printed) will be charged in addition to the certificate issuance fee.
The Ministry of Foreign Affairs (MOFA and diplomatic missions abroad) does not accept certificates issued at convenience stores. If you wish to submit a certificate to the Ministry of Foreign Affairs, please apply for it by mail or at the counter of the section in charge of academic affairs.
The name on the certificate will be the "name at the time of graduation (completion)".
・Certificates that cannot be issued at convenience stores or by online mailing
Certificates other than those listed in the "Possible Issuance Methods" above cannot be issued at convenience stores or by online mail, and must be applied for at the Academic Affairs Section counter or by mail.

Various certificates that can be issued at convenience stores are counterfeit-proofed using POPITA technology. The POPITA technology allows the recipient of a certificate issued at a convenience store to verify the authenticity of the certificate.
