Dear South-Western Families,

We hope you are enjoying your Spring Break. On Monday, April 5, we will be welcoming you back to in-person classes five days per week. We are very excited about this transition and the opportunity to have more regular and frequent contact with each of you as we finish the last quarter of the school year. The past year has been a challenge for all of us. With every challenge, there is also an opportunity. We hope that as you reflect on the past year you find something for which you can be grateful.

The opportunity to return to an ’all-in’ learning model is in large part because of the diligence and adherence to our layered safety protocols. We are not only referencing actions and behaviors at school. We are referencing life outside of school. There is a link between community conditions and the conditions within our schools.

#InThisTogether #AllInAllTheTime are hashtags being used on social media and by many organizations. We are social by our very nature and by its definition the word ‘community’ highlights the way in which we are interconnected. Our ability to remain in an ‘all-in’ learning environment will require us, as a community, to continue to adhere to best practices in health safety and protocols. We respectfully request that you consider this as you make decisions in your personal life.

By increasing the number of students in our buildings, which decreases our ability to socially distance, we will need to be even more committed to our layered safety protocols - wearing masks properly, hand washing, not sharing materials to the greatest extent possible, and frequent cleaning and disinfecting of school spaces. Buildings have made several adjustments in preparation for Monday. The most obvious for students will be the addition of clear plastic dividers and expanded lunch seating. We have reinforced with staff that now is not the time to let down our guard. In fact, it is quite the opposite.

If a student experiences symptoms consistent with COVID-19, they need to stay home and be reported as absent. If a student demonstrates symptoms of COVID-19 at school, they will be sent home. We will continue to use the algorithm provided by the health department for this purpose. Please help us so a situation is not created in which other students will need to be quarantined because of the choice to send a child to school when they are exhibiting symptoms of the virus.

We are confident that we can safely make this transition without contributing to community spread of the virus. We appreciate your confidence in us as we work to provide the best learning experience possible to our students.

Esperamos que estén disfrutando de sus vacaciones de primavera. El lunes 5 de abril, le daremos la bienvenida a clases presenciales cinco días a la semana. Dear South-Western Families,

The purpose of this message is to provide an update regarding our educational delivery models. We would like to take this opportunity to thank you for your continued patience and support during the ever-changing landscape of this Pandemic.

In our continued conversations with public health agencies and with the recent information released from the Governor’s office, guidance and recommendations continue to advance. As these organizations learn more and our knowledge base surrounding the pandemic grows, so does our ability to respond in a responsible manner.

With trends continuing to move in the right direction, community conditions improving, new guidance, and conversations with our local health agencies, we will be transitioning the students currently in our blended learning model to a five days per week in-person ’all-in’ learning environment beginning Monday, April 5, 2021.

Students currently learning in the Virtual Learning Academy (VLA) option will remain in that format for the remainder of the school year.
Preschool students will continue their current schedule and learning model for the remainder of the school year.

We have shared our plans and protocols with Franklin County Public Health. They have been active partners in helping us make decisions as we continue to structure layered protocols and mitigation strategies that promote the safety of students and staff. Franklin County Public Health, our jurisdictional authority, has expressed no reservation with our decision and plan.

We anticipate a variety of reactions to this announcement. For some, this is not happening soon enough and for others, it is too soon. It is natural to have some level of anxiety or discomfort during these uncertain times. We understand and appreciate that fact. We have done our best to use the guidance, data, and research available to us to provide an optimal learning environment for our students without compromising the safety of our students and staff. During the past many months, we have been in contact with more than 70 districts to discuss best practices and learn from each other. We have continued to have weekly conversations with public health agencies to evaluate conflicting information and learn from real-life experiences. We have a high level of confidence that, given our current conditions, we can safely return to an ‘all-in’ model for our blended students without increasing community spread or increasing the risk in our school community.

As we prepare our buildings for this transition:

“Green Group” students will not have school on Thursday, March 25 to allow for the transition.
Students riding a school bus will follow their current bus schedule and must wear their masks at all times while on the bus.
Spectator numbers will be recalculated for all athletic events and use of stadiums, auditoriums, and gymnasiums/rec centers.
We will continue to layer our safety protocols in the classrooms and buildings, including the current visitor and volunteer procedures.

With the increase of students in the buildings, we will need students to be even more diligent in the implementation of our safety protocols. Wearing their masks correctly, hand sanitization, maximizing distancing to the greatest extent possible, and sitting in assigned seats will be imperative to our ability to keep students in an ‘all-in’ model.

Vaccines are another layer of mitigation found to be helpful in reducing the risks associated with COVID-19. We encourage individuals to research the vaccines and get vaccinated when the opportunity presents itself.

Wear your mask properly. Keep your distance from others. Wash or sanitize your hands often. Again, thank you for your support during these challenging and ever-changing times. Dear South-Western Families,

We would like to take this opportunity to thank you for your continued support of our students, staff members, and school community during the Pandemic. The purpose of this message is to provide a brief update regarding our educational delivery models.

On Friday, February 12, 2021, the Centers for Disease Control (CDC) released updated guidance for school districts across the country. Perhaps the most noteworthy item is the alignment between this new guidance and Ohio Department of Health, Franklin County Public Health, and Columbus Public Health guidance. Layered safety protocols and community conditions (i.e., case counts and positivity rates) are the primary factors in determining recommendations for educational delivery models.

We had a conversation with Franklin County Public Health, Columbus Public Health, and representatives from Ohio State University on February 16. The new CDC guidance was discussed as well as local community conditions. While trends are moving in the right direction and we have experienced consistent decreases over the past several weeks, we are not yet at a point to consider an ‘all-in’ delivery model.

We will continue to monitor the data and have conversations with our public health agencies. All indications are that we will remain in our Blended Learning format at least through April 2, 2021. This is not to say that we will or will not change delivery models as we complete the 2020-2021 school year. Variants, community conditions, updated guidance, and evolving research will all be used to inform that decision.

We hope this information allows our school community to plan and have some level of certainty as to what the immediate future holds. We will be sending another update the week of March 22.

Dear South-Western Families,

We have been following the recommendations of our public health officials to make the best data-based decisions possible as we transitioned to Remote Learning 2.0 after Thanksgiving break through winter break. Based on our most recent conversations with public health officials and the information we currently have available, we believe it is in the best interest of our school community to return to our blue-green blended learning environment on Tuesday, January 5, 2021.

Blue schedule students are to be in attendance at school on January 5 and 6, 2021.
Green schedule students are to be in attendance at school on January 7 and 8, 2021.

We are cautiously optimistic that returning to a blended model at that time will provide us the opportunity to complete the school year providing face-to-face instruction to our students.

Being physically present in school is important, but the safety of our school community and our ability to provide for the needs of our students when they are physically at school is also a significant concern. According to the reports we have seen, spread of the virus continues to take place primarily in informal, non-congregate settings. Individuals tend to be more comfortable and more lax in implementing safety protocols with individuals with whom they are familiar, even when these individuals are not part of their immediate household. Our health officials continue to stress and our experiences prove that school is a safe place for students and staff with layered protocols in place. Community conditions and the asymptomatic spread of COVID-19 have an impact on our ability to operate our schools. We all need to work together to wear our masks, practice proper handwashing, and maintain our distance from others so our students can stay in school.

We are hopeful that by making this decision now families and staff will have a better opportunity to plan ahead. We will continue to review our local data and talk with our public health agencies to assist us in future planning. Recognizing the fluid nature of our current circumstances, we will communicate any logistical issues that result from significant changes in the community as soon as possible.

Dear South-Western Families,

At 4:52 this evening we received the following communication from Franklin County Public Health:

“In response to the Ohio Public Advisory System designating Franklin County Level 4 or “purple,” Franklin County Public Health is issuing the following clarifying guidance to all public and private K-12 schools.

The health department has issued a Stay at Home advisory for all residents effective November 20-December 18. This guidance acknowledges the need for only essential activities including work and school. In that advisory, schools are recommended to maintain their current modality of learning to the extent possible and discontinue extracurricular activities. Public health is concerned about possible transmission of SARS-CoV-2 and more cases of COVID-19 as a result of potential spread during the Thanksgiving break. In order to minimize that potential, schools are encouraged to transition to remote learning after the Thanksgiving Holiday and remain in virtual learning for the duration of the advisory period.”

We have reviewed the available data, listened to Governor DeWine, and talked with our local health departments. It is becoming increasingly more difficult to staff our operations with the growing number of COVID-19 cases in Franklin County and the number of individuals who need to quarantine due to close contact with someone who has tested positive for the virus. Our health officials continue to stress and our experiences prove that school is a safe place for students and staff with layered protocols in place. Unfortunately, community conditions do have an impact on our ability to staff and operate our schools.

We are hopeful that by following the recommendations of our public health officials and transitioning to a fully remote learning environment after Thanksgiving break and remaining in that model through winter break, more favorable conditions and staffing levels will result as we start the new calendar year. In following the health department recommendations:

The last in-person day for blue students will be November 23, 2020; and
The last in-person day for green students will be November 20, 2020.

You will be receiving additional information from your child’s teacher and school. This will include meal pick-up instructions during remote learning.

Being physically present in school is important to the social, emotional, and educational growth of our students, but we also need to keep the safety of our students and staff at the center of our decision-making process. According to many of the reports we have seen, spread of the virus continues to take place in settings primarily outside of our schools and we know this has the potential to make community conditions less than favorable, which in turn means our ability to adequately staff our classrooms is less likely. We are hopeful that by making this decision now families and staff will have a better opportunity to plan for the transition.

With the first grading period completed, you should have Infinite Campus access to your child(ren)’s grades soon. If you have questions regarding your child’s performance, grades, or study habits, please talk to your child(ren)’s teachers, guidance counselor, and/or building administration. We’ve taken additional steps to help support students that may not have existed in the past, such as tutoring groups and supplemental resources. We are here to help support students as they strive to be successful and work to develop their skills.

We know many people are struggling with some of the recent COVID-19 counts seen in the news and on various social media platforms. It would appear we are heading into a difficult time period as many activities move indoors and many family holidays are ahead of us. We have also heard the rumors regarding the State’s color-coded Public Health Advisory System and the various educational learning model options open to schools.

Please know that, even as trendlines and case counts in the community head the wrong direction, we are not seeing the same trends within our schools. Case counts within the schools have remained low. Our students and staff members are doing a good job of following the safety protocols put into place and wearing their masks. Spread continues to occur in non-congregate settings, primarily outside of school. Our schools are implementing proven, layered safety protocols and do not appear to be adding to the community spread.

Our positive COVID-19 case counts, adjusted for population size, are significantly lower than in the general community. As case counts increase throughout the county and as letters are sent home as a result of positive cases, anxiety often follows. The need to quarantine individuals, which is part of the layered safety protocols needed to keep the spread of the virus at minimum, is creating some disruptions and anxiety, but this is an essential component of our effort to keep students and staff safe.

We are in regular contact with health organizations and other school districts. Our conversations with Franklin County Public Health, Columbus Public Health, and The Ohio State University show that the spread of the virus in schools is not mirroring the general community. There is a great deal of conversation about how community conditions could impact educational delivery models. There is no indication that the recommendations from our public health agencies, regarding how we educate children, will be changing soon. If the county moves to purple/Level 4, we will likely receive updated guidance from our health agencies, but we do not anticipate a recommendation to change our current blended instructional model. They reiterated that the protocols districts have in place are keeping spread to a minimum and schools do not appear to be adding to the community trend. Ohio State University representatives have encouraged districts to use their local data and emphasized that consistent instructional models across the county would not be a data-based decision. As stated in the past, we will be using the guidance and expertise of our local health agencies as the basis for our decisions.

Since the summer and the school year began, we now have access to better data and decisions are able to be made based on more localized factors. This includes information provided by public health agencies, the Ohio Department of Education, Ohio High School Athletic Association, positivity rates, case counts, student absenteeism, staff absenteeism, daily hygiene practices of students, and social distancing behaviors to name a few.

If the data indicates the need for our current learning models to change, we will provide you with the information as quickly as possible to minimize the disruption to student learning and families.

Dear South-Western Families,

Thank you for a smooth transition to our blended learning model. Our classrooms and schools have now settled into their new routines and seem to be adjusting to their new normal, as it is called. We would like to thank you for your support during this period of change. Thank you for being understanding as we work through new procedures and protocols. Thank you for being flexible as we adjust to a different classroom environment. But most importantly, thank you for providing us with feedback so we know what areas are working well and where we can improve our practices.

As many of you know, we meet often with the health department to review local data and best practices. Based on those meetings and Ohio Department of Health Director’s Orders, we have developed an At Home Screening Process, COVID-19 Prevention and Response Information for families, and a COVID-19 Dashboard of positive COVID cases identified within our school district, which are posted on our Back-to-School website. As required, we are also sending home notifications of positive test results in classrooms or buildings that explain the definition of a close contact, home assessments, and symptoms of COVID-19.

All of the data collected by the State of Ohio and information shared with the community is not meant to scare anyone but rather to keep all of us informed about the environment in which we live. The safety measures we have put into place combined with the information we provide to our families are just a couple of many ways we are striving to keep our students and staff members healthy and safe as we continue to learn more about this virus and how it is spread.

As part of this process, we want to make you aware that the guidance from the health department has shifted once again. In addition to the return-to-school scenarios and action steps listed on our website, we have been informed that if an individual (student or staff member) is exhibiting symptoms of COVID-19, any sibling or housemate of that individual should isolate themselves for 14 days unless proof of an alternative diagnoses or a negative COVID-19 test for the symptomatic individual is provided. What this means to our families is that if a child is showing COVID-like symptoms at school, that child as well as their siblings/housemates will be sent home from school pending further diagnosis.

Working together, we can continue to make sure that our students thrive in this different learning environment.

Dear South-Western Families,

We want to take this opportunity to thank each of you for all of your efforts to make learning a priority for your child(ren) this school year. The fluid, unpredictable, and ever-changing circumstances we are experiencing during this pandemic are difficult for all of us. Planning and communication will continue to be a challenge as we strive to provide the best possible learning environment, while keeping the health of students and staff at the center of our decision making.

On Tuesday, September 8, we will be transitioning to a blended learning model of instruction. Some were surprised at how quickly we announced the transition, while others wanted the transition to happen earlier than September 8. As we did when making this decision, we will continue to collaborate with the health department, review current data (positivity rates, case counts, and the color coded risk levels), and evaluate our local experiences to make real-time decisions moving forward.

We will be spending the majority of the day on Friday, September 4 sharing the most current safety and cleaning protocols, procedures, and practices with staff members for the return of your child(ren) to their school building(s). We want to make sure that the logistics and expectations are clearly understood in an effort to reduce the risks associated with students and staff returning to buildings. While students will likely have school work from earlier in the week that can be completed on Friday, staff will not be providing direct instruction on that day.

There are a few topics which we want to reinforce or remind families as we transition to our blended learning model:

Blended Learning and Remote Learning 2.0 are different education delivery models. With students in classrooms, our staff has the ability to prioritize learning based on the needs of students and the complexity of content.
The focus of instruction is on the students currently in the classroom.
On our deep cleaning day, usually Wednesday, students should receive a minimum of two hours of support. This should be similar to what students have experienced up until this point.
On days when students are not in classrooms, a variety of activities and formats will be employed to engage students. We anticipate this being primarily asynchronous in nature, meaning that much of this work will be self-paced and module-based learning that expands on the instruction provided in class.
It will be important for students to keep up on classwork so that we can maximize instruction when students are on campus.

Families are expected to complete a screening process prior to sending their child(ren) to school. We expect families to go through the checklist process and take the temperature of their child(ren) prior to sending them to school every day. Because so many of the symptoms of COVID- 19 mirror the symptoms of common illnesses, we need cooperation from everyone to be able to keep our school in a blended learning model. Sending children to school who are experiencing symptoms identified on the checklist or not taking temperatures at home will ultimately result in disruptions to learning and the likelihood that a child, or multiple children, will be required to isolate themselves at home for extended periods of time.

Based on current guidance, families need to be familiar with what to look for and when to keep a child at home. We understand that some students will demonstrate these symptoms and not have COVID-19, but the health and safety of all depend on each of us acting in a conservative, responsible manner that protects others and continues to keep the spread of this virus to an absolute minimum. None of us want to be the cause of somebody else getting sick or worse.

Students are required to wear a mask or face covering unless a documented exemption is on file with the school. Mask breaks will be allowed for students in grades K-6 per teacher direction.
We will be stressing good hand washing practices with our students - warm water and soap for 20 seconds or more. Hand sanitizer will also be available in all classrooms and various other locations throughout buildings.
Some students will be anxious about returning to school. This is normal and to be expected. Listen to your child(ren) and allow them to verbalize their fears. Reinforcing the layered protocols of appropriate distancing, frequent hand washing, no face touching, and wearing a mask/face covering are the best ways to stay safe and healthy.

We will be continually monitoring the data and circumstances. Based on our experiences to this point with athletics and other limited programming, students have responded in a very responsible and respectful manner to the expectations. We have had minimal issues. This is likely due to your reinforcement and support of health and safety precautions. We are hopeful that by working together we can continue this trend and keep our children and staff in school.

Dear South-Western Families:

Thank you for a great start of the 2020-2021 school year. We had a successful opening of school with teachers meeting and connecting with their students and families in new and creative ways. We appreciate everyone’s hard work and willingness to be flexible.

The most recent data shows COVID-19 numbers and positivity rates in Franklin County and throughout the school district declining. According to the state’s color coded public advisory system, Franklin County is no longer classified as ‘red’ (Level 3). Franklin County is now classified as ‘orange’ (Level 2). Based on this information and assuming nothing unforeseen happens over the next week, we will transition to a Blended Learning (blue/green) environment on Tuesday, September 8.

We have enhanced safety procedures in place and, once again, urge everyone to follow the procedures set in place to help keep our students and staff members safe so we can sustain face-to-face learning for our families. As schools reopen and we share Labor Day celebrations with family and friends, it is essential that we follow best practices to keep the spread of COVID-19 low. Our ability to bring students back to campus safely is driven by a community environment that is experiencing limited spread of the virus. What happens in our community will ultimately happen in our schools.

Many of these enhanced procedures can be reviewed on our Back-to-School website under the ‘Keeping Students & Staff Healthy and Safe’ tab. While we know there will be challenges, we also believe that working together we can keep our schools safe for both students and employees.

If you haven’t had the opportunity to do so, please review the blue/green calendar on our website so you know which days your child(ren) are scheduled for face-to-face learning in school and which days they will be learning remotely.

Dear South-Western Families,

Last week both the Franklin County Public Health and Columbus Public Health issued guidance to schools that we begin the school year remotely. Franklin County Public Health has since provided additional clarification. We are planning to use the public health recommendations as the basis of our decisions. Some in our community have been appreciative of this, others have been angered by this, and still others are not sure what to think. When we started the planning process for the opening of school, our first guiding principle was the health and safety of our school community. I find it fascinating that choosing to follow the recommendations of public health can be interpreted as not caring about what is best for students.

We plan to start the 2020-2021 school year in a fully remote manner. Our conversations and the direction provided by our public health agencies, local data (state risk level, positivity rates, case counts), and our experiences as we bring individuals back to our school campuses will be the primary factors in making adjustments as we move forward. We are trying to use real-time data to make informed decisions, which is why we have not committed to a specific length of time in which our students will be learning remotely.

So now what? It seems as though every time I open my email, turn on the television, or check my favorite news feeds there is something new on the pandemic. Conflicting information seems to come from almost every direction. It is amazing how often opposing opinions are often referencing the same source to support their position. In the end, many are simply sharing an opinion and looking for justification to support their personal opinion. The point being, when it comes to health and safety reducing risk has always been the priority. Many of us have been trained in crisis intervention and disaster recovery over the past few years. The district secured two Federal Readiness and Emergency Management grants to ensure we are as prepared as possible in the event of a crisis and to implement strategies to prevent many of these events. One of the first things taught in the training is a decision-making framework. The framework has three basic priorities - save lives, don’t let the situation get worse, and protect community resources. While not exactly the same, the current pandemic requires us to think in much the same way.

We believe the professionals in public health are in the best position to help us navigate COVID-19 and are looking out for the best interests of our community. We are in regular communication with our public health agencies. We share our professional assessment of the consequences for schools, students, and families. They continue to listen to our perspective and make adjustments to their recommendations. As public health recommendations change or allowances are made, our plans and decisions will adjust as well. Ultimately as a school district we believe aligning with the recommendations of public health to be the most appropriate path as we proceed.

For those of you that know me personally, you know that I have opinions on a wide variety of topics and issues. While I have those personal feelings, I know that doesn’t necessarily make them right. I also understand the difference in making a decision regarding me and my family versus the roughly 25,000 students and staff members in our school community. I don’t have the expertise in the area of community health to know what is right. Even local health professionals that have shared their opinions are in conflict.

Dear South-Western Families,

In our most recent conversation with Columbus Public Health and Franklin County Public Health, they shared current COVID-19 information. The positivity rates, case counts, and trendlines are not conducive to opening schools in a hybrid model. They are recommending a continuing trend of decreasing rates before blended learning takes place. In alignment with this guidance, we will be starting the 2020-2021 school year in a 100% remote learning model. For all practical purposes, our operations will mirror the protocols that existed in May and June.

Our instructional delivery models we have been preparing for will not need to change. We fundamentally believe that our students and schools will experience face-to-face learning at some point throughout the 2020-2021 school year. If you have any concerns about your child attending school in a face-to-face learning environment at any point during the school year or if this is not feasible for your family, please take advantage of the opportunity to sign your child(ren) up for our South-Western Virtual Learning Academy by August 7.

This will be a fluid situation and making the decisions regarding when to transition between learning scenarios is not easy, but we will continue to consider all of the guidance and data available to us. The time period in which we enter the different face-to-face learning scenarios will depend upon various local data points, circumstances, and agency recommendations at that particular point in time.

We recognize the anxiety and frustration this situation is causing. Our goal is to provide an optimal learning environment without compromising the health and safety of students and staff. More information will be provided over the next few weeks as we continue to keep you informed during this ever-changing time.
