eProcurement Modernization Project
eProcurement Modernization Project
The State of Colorado’s eProcurement Modernization Project continues to move forward toward system selection. Current efforts are focused on consolidating evaluation input, refining key deliverables, and maintaining partner engagement to support a well-informed and aligned decision-making process.
The Selection Committee continues evaluation activities while the project team advances updates to the Statement of Work, Market Analysis, and Solution Roadmap, incorporating partner feedback and working toward finalization. In parallel, the team is preparing for future value stream mapping efforts with agencies and institutions of higher education to better understand procurement workflows.
Stakeholder engagement continues through targeted discussions and workflow walkthroughs. These efforts are helping expand understanding of procurement practices, identify areas of variation, and inform upcoming value stream mapping sessions. Continued input will be important to support finalization of deliverables and ensure readiness for the next phase of the project. Partners are welcome to connect by scheduling sessions through our bookable appointments.
As the eProcurement Modernization Project progresses, the team is preparing to begin value stream mapping with agencies and institutions of higher education. This work represents an important step in moving from evaluation into implementation readiness.
Value stream mapping is a structured approach used to document and understand how work is performed today. In the context of procurement, this includes capturing the lifecycle of activities such as requisitioning, sourcing, and contracting. The goal is to create a clear view of processes, including how work moves between teams, where decisions are made, and where challenges or delays may occur.
By working directly with agencies to map these processes, the project team can identify common workflows, variations, and key pain points across the State. This creates a more complete, centralized understanding of current procurement practices, which is critical given the diversity of processes in use today.
This effort will play a key role in preparing for implementation. Insights gathered through value stream mapping will help inform future-state process design, support alignment across agencies, and ensure that the selected solution can effectively meet operational needs. It also allows the project team to proactively identify areas that may require additional support, change management, or configuration during implementation.
As these sessions begin in the next few months, continued participation from agencies and partners will be essential to ensure the future system is informed by real workflows and positioned for successful adoption across the State.
The project team is finalizing core deliverables, including the Statement of Work, Market Analysis, and Solution Roadmap, incorporating feedback to ensure clarity, alignment, and readiness for contracting. The Statement of Work is a key document that defines scope, deliverables, and expectations for the selected vendor, forming the foundation for contract execution and ongoing performance.
As this work concludes, it also marks the completion of Gartner’s consulting engagement. Their support has helped strengthen deliverables, inform decision-making, and position the project for a successful transition into the next phase.
The Selection Committee is nearing final system selection, marking an important milestone for the project. Once a selection is made, the team will announce the selected system and share resources and information about the solution with partners to support awareness and alignment across agencies and institutes of higher education.
Following the announcement, the project team will begin contracting activities with the selected vendor, using the Statement of Work to define scope, deliverables, and expectations and to establish a clear foundation for implementation.
The State of Florida operates a centralized eProcurement system, MyFloridaMarketPlace (MFMP), which supports purchasing across state agencies, vendors, and other eligible users. The system serves as the State’s primary platform for managing procurement functions in a standardized, digital environment.
MyFloridaMarketPlace enables agencies to conduct purchasing, vendor registration, invoicing, and sourcing activities within a single system. It also supports contract management and provides reporting capabilities that allow users to view and analyze spending across agencies. By consolidating these functions, the platform establishes a consistent procurement framework across the State.
Through the use of an electronic procurement system, Florida has introduced more standardized processes for purchasing activities. The system also provides increased visibility into procurement data, supporting transparency and more informed decision-making. These capabilities allow agencies to operate within a shared structure while maintaining access to information needed for oversight and planning.
As a mature, statewide system, MyFloridaMarketPlace provides an example of how centralized eProcurement can support consistency, visibility, and coordination across multiple agencies. Its implementation reflects a broader trend among states to modernize procurement operations through integrated digital platforms.

We would like to recognize the Selection Committee for their important role in supporting the eProcurement Modernization Project. This group brings together partners from agencies and institutions of higher education representing a broad range of diverse perspectives to support the State’s effort to select a new eProcurement system that will enhance procurement practices across the state.
The committee includes both voting members and non-voting advisors who contribute procurement, technical, and cooperative expertise. Their collective input helps ensure alignment with statewide needs while reflecting the realities of different operating environments.
Throughout this phase, the Selection Committee has dedicated time to reviewing materials, providing feedback, and participating in discussions. We appreciate their continued engagement and contributions in advancing this effort.
