eProcurement Modernization Project
eProcurement Modernization Project
The eProcurement Modernization Project continues to move forward with a focus on implementation preparation. The project team is working with agencies and institutions of higher education (IHEs) across the state to better understand current procurement processes and identify opportunities to improve the future procurement experience.
Over the past several months, agency and IHE partners have helped shape the project through interviews, surveys, demonstrations, and workshops. That engagement continues to be a critical part of ensuring the future solution reflects the needs of Colorado's diverse procurement community.
The project team is also preparing for upcoming activities that will support solution design, testing, training, and organizational readiness. As the project progresses, partner input will remain an important factor in key project decisions.
If you have questions, feedback, or would like to learn more about the project, bookable appointments with the project team remain available. These sessions provide an opportunity for one-on-one discussion and help ensure stakeholder perspectives continue to be heard throughout the modernization effort.
This summer, agencies and institutions across Colorado will be invited to participate in Value Stream Mapping (VSM) workshops as part of the eProcurement Modernization Project.
Value Stream Mapping is a collaborative exercise that helps us understand how procurement work happens today and identify opportunities to improve the future procurement experience. Participants will help map key procurement processes, identify common challenges, and share ideas that can inform future system design and implementation activities.
During a Value Stream Mapping session, participants will:
Discuss current procurement processes
Identify process variations and common challenges
Highlight manual workarounds and bottlenecks
Share ideas for future improvements
Collaborate with peers from across the state
The insights gathered during these workshops will help inform future system configuration, training, and change management efforts. Most importantly, Value Stream Mapping helps ensure the future eProcurement solution reflects real business needs and supports procurement professionals, requestors, approvers, and suppliers across Colorado.
Myth
Every agency and institution will be forced to use the exact same process.
Reality
The goal is to establish consistency where it provides value while still recognizing legitimate business needs and operational requirements.
Myth
Modernization only benefits procurement professionals.
Reality
Requestors, approvers, contract managers, suppliers, leadership, and reporting teams all benefit from more efficient and transparent processes.
Myth
The project is already fully designed.
Reality
Stakeholder engagement activities, including Value Stream Mapping and future testing efforts, help shape implementation decisions.
Myth
This project is primarily about technology.
Reality
Technology is only one part of modernization. People, processes, governance, training, and change management are equally important.
Governments around the world are modernizing procurement to improve efficiency and simplify purchasing processes.
India's Government e-Marketplace (GeM) is a national online platform that enables government organizations to purchase goods and services through a centralized digital marketplace.
According to research highlighted by Deloitte, marketplace-based procurement initiatives such as GeM have helped reduce purchase cycle times by more than 30%, demonstrating the value of streamlining procurement through modern digital tools.
While every procurement environment is different, modernization efforts around the world continue to show how technology, standardized processes, and improved visibility can help organizations work more efficiently and deliver better outcomes.
Strong leadership plays an important role in the success of large-scale transformation efforts. The eProcurement Modernization Project benefits from a dedicated Steering Committee that helps provide strategic direction, remove barriers, and keep the project focused on delivering value for Colorado agencies and institutions.
According to Prosci's Executive Sponsorship research, active and visible sponsorship has been identified as the number one contributor to successful organizational change for more than two decades.
