eProcurement Modernization Project
eProcurement Modernization Project
The State of Colorado’s eProcurement Modernization Project is advancing through its foundational phase, focused on establishing a clear and shared understanding of current procurement practices and modernization needs.
Since the October 8th project kickoff with Gartner consultants, the team has completed extensive stakeholder discovery, developed a statewide view of procurement processes, and begun integrating national research with Colorado-specific requirements. These activities, reflected in the timeline below, are directly informing requirements development, market analysis, and preparation for upcoming vendor engagement activities.
The project team is focused on reviewing and validating findings from the Requirements Matrix and Market Research deliverables to ensure the information is complete and accurate.
This work informs preparations for upcoming vendor demonstrations and ensures demonstrations are grounded in clearly defined functional needs, aligned with public-sector best practices, and structured to assess how well vendor solutions can support the varied needs of agencies across the State of Colorado. Key activities include:
Validating requirements and market findings against national research and stakeholder input
Refining the Statement of Work to support a consistent and well-defined demonstration approach
Developing demonstration scripts, use cases, sample questions, and scoring criteria for use during demonstrations
This preparation establishes a clear, consistent, and comparable demonstration process that supports effective vendor evaluation and informed decision-making.
Vendor demonstrations represent the next major milestone for the project and the team will be scheduling sessions starting in January and February. This phase will provide an opportunity for the project team and stakeholders to review vendor solutions in a structured and consistent manner. Key activities will include:
Conducting structured vendor demonstrations using defined scripts and evaluation criteria
Gathering stakeholder feedback during and following demonstrations
Assessing demonstration outcomes to inform next steps in the procurement process
Following the completion of demonstrations and evaluations, the project will proceed toward contract award in alignment with established procurement requirements. After contract award, the project team will begin implementation planning activities to coordinate with selected vendors in preparation for the next phase of work.
Stakeholder Engagement Opportunities
Stakeholders are encouraged to complete the Vendor Demo Poll also available on the website homepage. Survey responses will help inform how vendor demonstrations are structured, scheduled, and facilitated, and will support planning efforts as the project team prepares for upcoming demonstrations.
Weekly Office Hours are held Tuesdays at 12:30 PM, and links to join can be found on the calendar at the bottom of the Team & Contact page. These sessions provide an open forum for stakeholders to ask questions, share feedback, and receive project updates, supporting ongoing dialogue and transparency throughout the modernization effort.
Stakeholders will continue to receive calendar invitations for meetings and debrief sessions focused on validating findings and preparing for vendor selection. Stakeholders that are unable to attend may send alternate representatives or work with the project team to identify other ways to stay informed and contribute their insights.
The project team is inviting agencies to share how they use current procurement systems and processes through agency-led walkthroughs of current workflows. These sessions will help the team better understand day-to-day agency operations. To participate, please contact niza.volair@state.co.us.
In 2025 Oregon’s adoption of the statewide eProcurement platform OregonBuys continued to transform how the state manages public purchasing. According to a 2025 audit of the Oregon Department of Administrative Services’ procurement function, OregonBuys handled more than 40,000 procurement transactions totaling $2.14 billion in fiscal year 2024, demonstrating broad usage of the digital system across agencies and categories of spend. The platform supports core procurement functions including electronic solicitations, posting contracts, and processing requisitions, purchase orders, and invoices. These capabilities have helped the state shift away from legacy manual systems and capture a majority of agency spending in one enterprise tool while increasing transparency and accessibility of procurement data for agencies and vendors alike.
Colorado’s eProcurement modernization effort is informed by national public sector procurement trends and active engagement with the National Association of State Procurement Officials (NASPO). NASPO supports state procurement leaders through research, shared services, and cooperative purchasing programs, providing insight into system capabilities, governance approaches, and common modernization challenges.
Colorado’s participation in NASPO includes national leadership representation. The state’s Chief Procurement Officer, Sherri Maxwell, has been elected President of NASPO for the 2026 term, highlighting Colorado’s active role in national procurement leadership and policy discussion
Recent NASPO research shows that procurement modernization is underway nationwide. 12 states are evaluating either their first eProcurement system or a replacement platform. Approximately 16 states rely on Enterprise Resource Planning systems as their primary eProcurement solution, an approach generally not considered a best practice. In contrast, 39 states and U.S. territories are using dedicated eProcurement platforms, with the total exceeding 50 as territories are included.
Colorado is using NASPO research alongside Gartner analysis and stakeholder feedback to inform requirements development and evaluation criteria.
