eProcurement Modernization Project
eProcurement Modernization Project
The State of Colorado’s eProcurement Modernization Project continues to advance, with significant progress in system selection efforts. We are nearing the conclusion of our consultation services with Gartner Partners, who have provided key guidance throughout this phase. Additionally, we are now laying the groundwork for change management strategies in preparation for the upcoming implementation phase.
As always, we will continue engaging stakeholders to ensure alignment, and we encourage you to use our bookable appointments to stay connected and engaged as we enter these crucial phases.
Members of the State of Colorado’s eProcurement Modernization team recently participated in a three-day Prosci Change Management training focused on research-based strategies for supporting organizational change and improving project outcomes. The team would like to thank CDPS for hosting the training and creating an opportunity for cross-agency collaboration and learning among participants from CDPS, CDEC, CDOT, HCPF, OIT, DNR, and DPA.
The course focused on Prosci’s structured approach to change management and the role effective change management practices play in improving project outcomes. Participants explored Prosci research showing that projects with excellent change management are up to 7 times more likely to meet objectives, 6 times more likely to stay on schedule, and 2 times more likely to stay on budget than projects with poor change management practices. Prosci research also found that 88% of projects with excellent change management met or exceeded objectives, compared to just 13% of projects with poor change management. More information is available through.
A key framework covered during the training was the Prosci ADKAR Model, which supports successful individual change through five stages: Awareness, Desire, Knowledge, Ability, and Reinforcement. Participants discussed practical applications of the framework related to communication, stakeholder engagement, training, and long-term adoption. More information about the ADKAR Model is available through.
The training supports ongoing preparation for stakeholder engagement, value stream mapping, organizational readiness, and future implementation activities related to the State’s eProcurement modernization efforts.

Gartner Engagement on Modernization Milestones
The State of Colorado’s eProcurement Modernization Project has benefited from Gartner’s consulting engagement as the project progressed through requirements gathering, market analysis, procurement planning, vendor evaluation, and system selection. Gartner provided strategic advisory support to help the State identify a scalable eProcurement solution aligned with statewide procurement goals, operational needs, and long-term priorities.
Throughout the engagement, Gartner worked closely with the project team, NASPO partners, and stakeholders across agencies and institutions of higher education to support a collaborative and structured evaluation process. Their work included facilitating stakeholder discussions and workshops, analyzing current procurement systems and workflows, conducting market research on public sector eProcurement vendors, and helping organize business and technical requirements into actionable evaluation materials.
Gartner also supported development of key project deliverables, including our Requirements Matrix, Market Analysis Report, Solution Roadmap, Demonstration Scenarios, and Statement of Work. As the project transitioned into vendor evaluation, Gartner assisted with preparation for vendor demonstrations supporting a consistent and informed selection process.
As Gartner’s consulting engagement concludes, their support has helped strengthen project planning, improve stakeholder alignment, and position the State for our current phase of vendor selection and implementation readiness
The State of Oklahoma has modernized its procurement oversight processes through the use of process intelligence and artificial intelligence tools designed to improve transparency, efficiency, and compliance across state agencies. Led by the Oklahoma Office of Management and Enterprise Services (OMES), the initiative reflects a broader effort to centralize procurement visibility and strengthen oversight of statewide purchasing activities.
Using the Celonis Process Intelligence platform integrated with the state’s PeopleSoft ERP system, Oklahoma created a centralized analytics environment capable of reviewing procurement activity in near real time. The platform functions as a “digital twin” of the state’s procurement ecosystem by creating a connected digital model of purchasing activity across agencies, vendors, contracts, and transactions. This allows procurement teams to identify inefficiencies, monitor compliance, and improve oversight through a centralized view of statewide operations. (Government Technology)
The modernization effort produced several measurable outcomes:
Identification of approximately $6.8 billion in purchasing inefficiencies and errors.
Visibility into more than $8 billion in exempt purchases.
Review of procurement activity across over 100 agencies within roughly 60 days.
Over $10 million in reported value and efficiency gains during the 1st year of implementation.
Oklahoma’s experience demonstrates how centralized digital procurement tools and analytics can improve operational visibility, accelerate oversight activities, and support more data-driven decision-making.

We would like to express our heartfelt gratitude to Jared Chaney and Tyler Brown, NASPO partners which have been supporting and offering guidance for our our eProcurement modernization project since our kick off in October of 2025. Jared and Tyler have helped us understand what other states are doing, guided us in leveraging the NASPO cooperative agreements, and supported us in our market analysis. Through the E-Procurement Exploration Monthly Call, they’ve also provided a forum where we connect with other states at similar stages of eProcurement transformation. These calls allow us to share best practices, gain advice, and offer mutual support as we progress on our modernization journey.
