eProcurement Modernization Project
eProcurement Modernization Project
Welcome to the first issue of the State of Colorado eProcurement Modernization Project Newsletter. This newsletter provides regular updates on project activities, milestones, and upcoming opportunities for engagement as the State works to modernize and streamline its procurement systems.
The project aims to make purchasing and contracting more efficient, transparent, and user-friendly for agencies and vendors. By collaborating with stakeholders and technology experts, the State is developing a long-term roadmap that supports improved processes, better data visibility, and stronger connections across procurement functions.
The project team has continued steady progress in recent weeks, working closely with agencies, Gartner, and NASPO ValuePoint to deepen our understanding of current procurement processes and to form a clearer picture of future system needs. Insights from these conversations are helping shape the development of upcoming requirements and informing the design of a more modern, user-friendly eProcurement system. Recent activities include:
Engaging stakeholder in 25+ interviews and workshops to inform a Current State Assessment of key process and system details
Working on a Functional Requirements Matrix to capture system needs and begin evaluation of transition strategies
Beginning a review of our draft Market Analysis to assess vendor alignment
Starting Office Hours for stakeholder questions and feedback. Check out the Team & Contact page to see our calendar.
These efforts are helping establish a strong, well-informed foundation for the next stage of planning and system design.
The next stage of work will focus on refining insights, preparing for vendor engagement, and confirming the requirements that will guide Colorado’s future eProcurement solution. The project team and Gartner will continue working with agencies to validate needs and ensure that upcoming activities reflect operational realities across the State. Upcoming work includes:
Finalizing the Functional Needs Matrix and Market Analysis
Discussing needs and expectations for future vendor demonstrations
Preparing for an upcoming Joint Technology Committee briefing to share project progress and outline next steps
These activities will help ensure that project recommendations are clear, practical, and aligned with the State’s long-term goals. As this work progresses, the project will shift from early research toward structured preparation for evaluating potential solutions that can support a more consistent, modern, and user-friendly procurement experience for Colorado.
Virginia’s shift to a fully digital eProcurement platform helped agencies cut solicitation cycle times by almost half. By modernizing its statewide eVA system, the Commonwealth introduced standardized electronic workflows, automated approval routing, and centralized access to solicitation documents. These changes created a more consistent process across agencies and reduced the need for manual reviews and duplicate data entry.

Research on experience in digital government found that intuitive and easy-to-use systems can require “minimal or no training at all,” reducing onboarding burdens and improving adoption across agencies. The report emphasizes that user-centered design has become a critical component of successful digital transformation initiatives because employees and citizens are more likely to engage with systems that are simple, accessible, and aligned to real workflows.
