eProcurement Modernization Project
eProcurement Modernization Project
The State of Colorado’s eProcurement Modernization Project continues to move forward as the team transitions from planning into execution. Building on completed requirements gathering and market analysis, current efforts are focused on vendor evaluation, demonstration preparation, and ongoing stakeholder engagement.
The Selection Committee is actively working to evaluate vendors and prepare for live demonstrations, ensuring alignment with the State’s requirements and priorities. In parallel, the team is refining evaluation materials and criteria to support a consistent, transparent, and well-informed decision-making process.
Stakeholders continue to have opportunities to provide input through the Partner Engagement Poll, targeted discussions, and by sharing workflow walkthroughs with the project team. Discussions and walkthroughs can be scheduled through our bookable appointments. These efforts help validate key requirements, strengthen alignment across agencies and IHE, and ensure the selected solution meets the State’s operational and strategic needs.
The project team is advancing from initial response review into a more structured evaluation phase, focusing on aligning vendor proposals to prioritized business needs and preparing for upcoming demonstrations. This work builds on earlier analysis and ensures a consistent approach across agencies and IHE.
The Selection Committee continues to play a critical role, bringing diverse agency perspectives together to validate findings and align on evaluation criteria.
Current activities include:
Synthesizing vendor responses into comparable evaluation insights
Preparing demonstration scenarios and materials based on key requirements
These efforts are helping ensure the next phase of evaluation is focused, consistent, and grounded in statewide priorities.
The project will transition into live vendor demonstrations and the final stages of evaluation. These sessions will provide a structured opportunity to assess how each solution performs against real business scenarios and operational needs.
The Selection Committee will engage directly with vendor demonstrations to ensure a consistent and objective review across all participants.
Upcoming work includes:
Hosting vendor demonstrations with prioritized demo scenarios
Comparing solutions across functional, technical, and operational criteria
Supporting vendor down-selection and final decision-making
The project remains focused on selecting a solution that is practical, sustainable, and aligned with Colorado’s long-term modernization goals.
In December 2024, the State of Maryland launched a significant procurement modernization initiative when Governor Wes Moore signed an executive order aimed at strengthening and streamlining the state’s procurement system. The effort focuses on improving efficiency, expanding competition, and increasing access to state contracting opportunities for small and disadvantaged businesses.
Maryland’s procurement system manages billions of dollars in public spending each year across state agencies. Prior to these reforms, stakeholders identified opportunities to modernize long-standing processes, reduce administrative complexity, and enhance transparency. In response, the state engaged agency procurement professionals, business organizations, and community partners to evaluate barriers within the current system and recommend structural improvements.
Key components of Maryland’s modernization initiative include:
Process and technology improvements designed to streamline sourcing, evaluation, and contract management activities.
Expanded access for small, minority, veteran, and disadvantaged businesses through strengthened participation goals and accountability measures.
Improved transparency and reporting mechanisms to enhance visibility into procurement decisions and outcomes.
Workforce development and vendor engagement efforts to build procurement capacity and make it easier for businesses to compete for state opportunities.
The reform initiative reflects Maryland’s broader commitment to making procurement more efficient, competitive, and economically inclusive while maintaining accountability for taxpayer dollars. By modernizing policies and strengthening oversight, the state aims to ensure its procurement system better supports agencies, vendors, and communities statewide.
We would like to recognize Karie Coonrod, Performance Director at DPA, for joining the eProcurement Modernization Project and bringing her extensive experience in process excellence. Having served DPA for six years, Karie’s expertise in documenting current state processes, defining standardized workflows, and supporting change management will be instrumental in for the next phase.
Karie and her team are providing valuable guidance as we begin mapping the diverse procurement methods across the State’s agencies and IHEs. This work will support both process standardization and change management by informing how processes can be streamlined and effectively adopted.
We appreciate Karie and the DPA Performance Office for lending their expertise to help us address this critical challenge of process standardization and change management.
