Employers may adopt additional protocols consistent with their specific needs and circumstances to help protect the health and safety of all employees and customers.

On April 17, 2020, Governor Greg Abbott established the Strike Force To Open Texas, by Executive Order GA-17.
The Governor released his Governor’s Report to Open Texas on April 27, 2020.
In accordance with Governor Abbott’s Executive Order GA-18, the following are the minimum recommended health protocols for Texas as outlined in the report.
Rural counties may, on an individualized basis, increase capacity for restaurants, retail, and/or movie theaters if the county judge certifies and affirms to DSHS that the standards have been investigated and confirmed to be met.
The attestation form (PDF) is to be completed by the county judge and emailed to coronavirus@dshs.texas.gov. Please use the term “Attestation” in the subject line of the email for proper routing.
On April 17, 2020, Governor Greg Abbott issued several Executive Orders to begin the process of re-opening the state of Texas:
Executive Order GA-16 authorizes the re-opening of retail businesses under a temporary "Retail-To-Go" model effective April 24. Review the updated Retailer-To-Go guidance.
Executive Order GA-15 authorizes licensed healthcare facilities to resume elective surgeries and procedures beginning April 22 if they meet certain requirements. For more information, see the Information for Hospitals & Healthcare Professionals page.
I would like to clarify the information about the mobil testing that will be conducted on Wednesday. It is the National Guard that will be performing the test. There are different medical teams currently dispatched around the state to test in rural areas. This was ordered by the Governor. The Texas Department of Emergency Management is in charge of the Mobil testing units. They will all be in personal protective equipment (PPE) and only doing drive through testing. It will be the same process that is utilized at Cogdell. There will not be any person to person contact. The person will stay in their car, the staff will then approach and apply the swab. They will also be testing in surrounding counties. These are highly trained professionals, and all precautions will be taken.

The COVID-19 mobile testing unit will be in Snyder this Wednesday from 8 am to 6 pm at the WTC parking lot close to the rodeo apartments. You will not be tested if you do not have an appointment. PLEASE KNOW: You must visit the website link or call the phone number provided in the flyer below to be screened and see if you qualify for an appointment. Registration does not begin until Monday, April 27 at 8 am.
Update from Dana Hartman, Director of Scurry County Health Unit: I just wanted to give a quick update on our confirmed COVID19 cases in Scurry County. The two are continuing to recover, and are no longer positive for COVID19. They continue to be in quarantine for a while longer. Please continue to pray for complete healing, and that our county can remain healthy and safe!

Governor Greg Abbott has issued three new Executive Orders to begin the process of reopening the state of Texas while revising hospital capacity and certain social distancing guidelines. Within the orders, select activities and services that pose minimal to no threat of spreading COVID-19 are allowed to reopen. In addition, the Governor has established the Strike Force to Open Texas—a team of nationally recognized medical experts and private and public leaders who will advise the Governor on safely and strategically reopening the state.
I’m honored to be named to serve on the Governor’s Strike Force to Open Texas and to work with other business and industry leaders to inform the Governor on the best strategies to open our economy while protecting the health and safety of Texans.

Also included in the Governor's Executive Order is a new "Retail-To-Go" model for Texas retailers. This model will allow retail outlets in Texas to reopen beginning Friday, April 24. Under this model, reopened establishments are required to deliver items to customer's cars, homes or other locations to minimize contact. Any retailers considering utilizing the "Retail-To-Go" model should review the following guidance located on the Texas Department of State Health Services' website:

In addition to an increase in testing availability, Cogdell Memorial Hospital is now performing COVID-19 testing on patients who are admitted to the hospital and all Obstetrics patients who are near delivery. 2nd Confirmed Positive COVID-19 Case Announced in Scurry County
Snyder, Texas, Friday, April 10, 2020 -- According to Cogdell Memorial Hospital and the Scurry County Health Unit, they have received a second confirmed positive COVID-19 test.
This brings the total number of positive tests conducted and received in Scurry County to two. As is standard, the individual had been instructed to self-isolate pending results. The Health Unit immediately began an investigation.
Cogdell Memorial Hospital will provide an update on positive, negative, and pending test results daily between 1 pm - 2 pm.

Scurry County United Way has partnered with SCRC to provide emergency relief to families affected by COVID-19. This program does not duplicate services that are already made available within our community. The main goal for these funds is to assist individuals and families in this time of crisis with their basic needs & ensure self-sustainability. Services are limited to: housing, medical, utilities, and food.

Scurry County Announces First Presumptive Positive COVID-19 Case
Snyder, Texas April 8, 2020 – Cogdell Memorial Hospital is announcing the first positive COVID-19 case in Scurry County. The patient is a 50-60-year-old who met the screening criteria for COVID-19 upon arrival at the hospital. This individual presented with fever and shortness of breath. The patient was taken directly to the dedicated isolation room of Cogdell Memorial Hospital prior to being transferred to another hospital in stable, but serious condition. The staff who came in contact with the patient were wearing appropriate personal protective equipment (PPE) throughout the time the patient was in the facility. “We are taking the identification of COVID-19 in our community very seriously,” said Dr. Bid Cooper, Local Health Authority for Scurry County. “If you haven’t been taking precautions, now is the time.”
The Scurry County Health Unit immediately began investigating the circumstances around this case and will notify any potential close contacts. Dana Hartman, Director of Scurry County Health Unit stated, "We hope for a full recovery for this member of the community. For the health and safety of our community, we need to abide by the stay home, stay safe order. ”
Kristi Hanley, Chief Quality Officer for Cogdell Memorial Hospital stated, “Our team is working closely with leaders from the CDC, the Texas Department of Health, and local health officials to monitor and respond to this evolving situation. We are following CDC guidelines and best practice recommendations to slow the rate of spread of COVID-19 and conserve resources in order to protect our patients, community and healthcare team and preserve our ability to deliver safe and effective care.”
Cogdell supports Scurry County's Stay Home - Stay Safe Order directing the residents of Scurry County to stay home and limit movement outside their homes beyond what is absolutely necessary in order to reduce the risk of COVID-19 for themselves and this community. Hanley states, “We cannot emphasize enough how important it is to wash your hands frequently and to avoid any unnecessary social contact.”
Health officials advise if you have flu and cold symptoms and suspect it may be coronavirus (COVID-19), STAY HOME and call your primary health care provider. Depending on the severity of your symptoms, they may provide special instructions or—if appropriate—make arrangements for a virtual visit. For very severe symptoms like trouble breathing, call 911.
There are steps residents can take to prevent spread of flu and the common cold that will also help prevent coronavirus disease, including:
Washing your hands with soap and water.
Avoiding touching your eyes, nose or mouth with unwashed hands.
Covering your mouth and nose with a tissue or upper sleeve when coughing or sneezing.
Avoiding contact with people who are sick.
Staying home if you are sick.
COVID-19 Symptoms may appear in as few as two days or as long as 14 days after exposure to the virus. They include:

Shortness of Breath

CRMWD CLOSING CAMPING AND PICNIC AREAS AT LAKES
BIG SPRING, Texas – April 8, 2020 – Based on directives issued by Gov. Greg Abbott and in an effort to promote public and staff health and safety during the COVID-19 pandemic, camping and picnic areas at all Colorado River Municipal Water District park areas are closed to the public effective 5:00 pm Thursday, April 9. Group shelter pavilions remain closed to the public.
The closure is in effect for all CRMWD recreational areas at Lake J.B. Thomas, E.V. Spence Reservoir and O.H. Ivie Reservoir. Boat ramps remain open at the following locations:
LAKE J.B. THOMAS - South Side Park
E.V. SPENCE RESERVOIR – Paint Creek and Wildcat Parks
O.H. IVIE RESERVOIR – Concho, Kennedy and Padgitt Parks
Third party operated park concessionaires located at E.V. Spence and O.H. Ivie Reservoirs are open at their discretion. Each concessionaire should be contacted for their operating hours and services provided. Concessionaire contact information is available on the CRMWD website at www.crmwd.org/recreation.
The CRMWD will continue to monitor Federal, State and Local directives to promote public health and safety for outdoor recreation activities and will announce a reopening date once it has been determined.

Scurry County Senior Center: Take out trays are served from 12:00 - 12:30 Monday through Friday while the Center is closed to activities. Pull into the south parking lot by Travis gym and a staff member will bring you a tray. Over 60, the suggested donation is $2.50. Under 60 the cost is $5.00. A good meal for a good price and you get to see a smiling face!!
The Center, DCOS and United have teamed up to provide grocery shopping/delivery for anyone 65 or older. This has been a great service to keep the elderly from being out in the crowds at the grocery store. Just call the Center at 573-4035 in the morning and a volunteer will shop and deliver to you in the afternoon. No charge for the delivery, just pay for the groceries when they are delivered to your door. Volunteers will not be coming into your home. Groceries are place inside the door.
This Friday is Good Friday and the Center will not be serving meals. Box lunches will be sent out for Home delivery on Thursday for Friday.
Stay safe and stay well. We promise a big welcome home party when we are given the green light to open the Center again. In the meantime, you are all in our thoughts and prayers!!
Business Owners in Scurry County. If you want to participate in any eventual recovery funding from FEMA, you must fill out a form for the month of March, and get it to the County Auditor's office. Additional requests for operational losses for April and any subsequent months that losses are incurred will be requested at the appropriate time, but for now, the initial form for March-2020 needs to be filled out and filed with the Auditor.
The DSO (Disaster Summary Outline) is a tool used to report to FEMA. The numbers you report do not need to be exact, however should be a good faith estimate accurately portraying your business losses/expenses related to the COVID-19 pandemic. Any numbers reported to FEMA are subject to audit, but you do not need to pay an accountant to compile the figures for these early reports, just a good faith estimate.
Regardless of the type of business you run, including farming and ranching if you have lost income/wages due to COVID-19, ALL business owners need to report if they want to participate in FEMA funding.

It is urgently important that each business in Scurry County report to Scurry County ONLY, and submit a DSO form, otherwise your business can not be included in the cumulative report to FEMA, and your losses may not be eligible for reimbursement under the Federal Disaster Declaration.

Symptoms of COVID‑19 may show up 2‑14 days after exposure. The steps you should take if you think you are sick with COVID‑19 depend on whether you have a higher risk of developing severe illness.
High-Risk Individuals:
People 65 years or older, and/or people with medical issues, like heart disease, diabetes, cancer, or a weakened immune system, are at a higher risk for getting very sick from COVID‑19.
If you are a high-risk individual and you develop fever or symptoms, call your doctor.
If you are not sick enough to be hospitalized, you can recover at home. Follow your doctor's instructions and refer to CDC recommendations for how to take care of yourself at home.
General Population:
If you are in generally good health and have mild symptoms, stay home and take care of yourself like you would for a cold or the flu.
If symptoms worsen, call your doctor.

The Treasury Department and SBA issued new and final regulations about the Paycheck Protection Program. As Secretary Mnuchin said, "we've heard feedback from lenders, community banks, regional banks, and we've spent the last 24 hours making this system even easier. This will be up and running tomorrow."
Per his announcement, small businesses and sole proprietorships will be able to apply for the Paycheck Protection Program (PPP) starting today, a provision of the CARES Act that provides small businesses with funds to pay up to 8 weeks of payroll costs including benefits. Funds can also be used to pay interest on mortgages, rent, and utilities. The funds are provided in the form of loans that will be fully forgiven when used for payroll costs, interest on mortgages, rent, and utilities, and small businesses looking to receive them can apply through any federally insured depository institution, federally insured credit union, and Farm Credit System institution that is participating.

The U.S. Department of Labor’s Wage and Hour Division (WHD) has posted additional FAQs to the Families First Coronavirus Response Act: Questions and Answers page.
Attached is Department of Labor guidance on CARES Act unemployment benefits provisions. This is the 1st of four guidance letters the Department will send out to states. The beginning of the guidance addresses concerns that have been raised about individuals quitting their jobs and electing to go on unemployment rather than staying with their employers. Economic Impact Payments & Jobs
In addition to the launch of the PPP today, President Trump Treasury Secretary Mnuchin also updated the country about the progress being made to distribute Economic Impact Payments to Americans who qualify.
The President said at yesterday's briefing that Social Security recipients who do not file a tax return will not have to file one in order to receive a direct cash payment. He also said that the the Treasury Department will, "deposit the money directly into the bank accounts."
Secretary Mnuchin added that he expects the first payments will be directly deposited into taxpayers' bank accounts, "within two weeks." The following document from Republicans on the House Ways & Means Committee has mores answers on the relief check program:
