ROAD CONSTRUCTION AHEAD!

Trout Gulch Water Company will be having the roads slurried on Monday June 22-23rd from 8:30am-5:30pm. 

1) at the intersection of Trout Gulch Rd. and Valencia Rd (from 175 Valencia to 720 Trout Gulch Rd.) and

2) on a section of Trout Gulch Rd. from Victoria Lane until just before the intersection with Valencia Rd (996-1180 Trout Gulch Rd.)

All cars and garbage cans will need to be off the side of the road.  Please park your car away from the construction area if you need to leave during that time. 

One Lane will be closed therefore expect a 30 minute delay.  If you are on the Valencia side, we recommend that you go out the south side to Freedom Boulevard. Victoria Lane to Skyward, we recommend going out via Valencia School Rd to Freedom Boulevard.

We understand construction causes an inconvenience to the neighborhood and greatly appreciate your continued patience.

 4/1/15: Governor Jerry Brown issued the first-ever statewide mandatory water restrictions. The Governor's Executive Order directs the State Water Resources Control Board to reduce water usage by 25 percent through the implementation of mandatory water reductions in cities and towns across California.   What does that mean for TGW Members? Basically, the new requirements include:
  • Outdoor watering of lawn (turf) or landscaping is limited to no more than two days per week.
  • Outdoor irrigation is prohibited during and in the 48 hours following “measurable precipitation” or rain showers

    TGW has started construction on the 4 Main Replacement Project on or Sept 22, 2014 from 8:30am to 5pm.  Expect a 30 minute delay. The whole project should be completed by mid November.  These mains are old and undocumented. TGW recommends the following:
    -Take alternate routes to avoid traffic delays.
    -Leave before 8:30am and come home after 5pm if possible
    -Plan a car strategy if construction is near you driveway
    -Store approximately 5 gallons of water in case of emergency water shut off.
    The mains to be replaced are as follows:
  • 155 VALENCIA TO 720 TROUT GULCH RD (9/22/14-10/31/14):  This will affect the traffic coming and going from Valencia Elementary School.   (If you are on the Valencia side, we recommend you go out south side to Freedom Blvd.  Keep vehicles off of road way.)
  • 996-1180 MID TROUT GULCH RD (10/8/14-10/31/14):   Move vehicles off side of road.  There is an alternate route via Valencia School Rd. to Valencia Rd. 
  • ROSS RD: Following mid Trout Gulch.  Potholing in progress. Move vehicles off side of road.
  • CHEROKEE LANE:  Following Ross Rd.

    Effective July 1, 2014 Water Rate Increases

    TGW is increasing both the Ready to Serve rate and Water Use tier rates.  The Ready to Serve is applied every billing cycle for water being available and ready for service.  This is a static charge and depends on your water connection meter size.  The new rate reflects a 5% increase required to hand TGW operating expense and capital reserves to maintain and improve infrastructure.

    Also effective July 1, 2014 Tiered Water Use Rate Increase

    In response to the overdraft of the aquifer, TGW is increasing the water rate structure. Tier 1 reflects the amount of water targeted for a household of 4.3
    people using 75 gallons each person per day. 4.3 people represents 1 more person than the average household of 3.3 people. TGW regards this as a
    generous amount of water use at the lowest cost per cubic foot of water . Below is the old tiers compared to the new tiered rates:

    Water is measured by cubic feet and charged in units (1 unit = 100 cubic feet).  The amount of water used in a billing period (~60 days) will determine the charge amount on
    your billing statement.  See example below:

     4000 cubic feet or 40 units of water will result in a charge of  $173.00 (27 x $4 + 13 x $5 = $173)

    Effective May 2014 Drought Response:

    TGW has set a water use goal for our members and tenants, effective immediately. Our target use, including landscape irrigation, is 75 gallons per day, per person.   Since meters measure in cubic feet of water and bills are calculated in units of 100 cubic feet, please refer to the conversion chart provided for your convenience.  Remember: 75 gallons equals 10 cubic feet. A billing cycle is roughly 60 days, therefore, one person can meet the target using 600 cubic feet (6 units) per each billing.

    TGW is applying for a USDA loan to replace old mains and upgrade our system to include additional water storage, fire safety and system loop which will enhance & increase water pressure and delivery.  

    This loan will enable TGW to refinance both our Mortgages and State loan at a lower rate for forty years.  If you have any questions or concerns, please attend the March 20th Board Meeting 6:30pm at the Aptos/La Selva Fire house located on 6934 Soquel Drive, Aptos.

    Assessment Fee & Ready to Serve Rate Change Notification


    Dear TGW Members,

    We are happy to report that we have been approved for a loan to replace four mains on which we have been living on borrowed time.  These mains - Ross Rd, Cherokee Lane, Lower Trout Gulch and Mid Trout Gulch - have been leaky, and one has occasionally shown signs of contamination. Since the impact of a break would be expensive for our members, we worked hard to get a loan from the State of California on very favorable terms: 20 years at 1.7875% interest.

     

    By taking this approach to main replacement, we can avoid unplanned assessments that would occur when a serious break happens to any of the mains.  Unplanned assessments would be very expensive, not only because of the need to address the break on an emergency basis, but also because of the attendant need to pay for any damage that would be done to streets, hillsides, etc.  Moreover, we would not have the ability to spread these assessments over twenty years on very favorable loan terms.

     

    State law requires a dedicated source of funds to support this loan, so we will begin adding a $17.00 per billing Loan Repayment Assessment Fee to your bills starting March, 2014.  In addition, we will be raising the Ready-to-Serve rate by 5% on each members bill starting with the July, 2014 billing.

     

    Nobody likes bills going up, but it is both prudent and in the best financial interests of our members that we proceed with the loan and thus need to add the assessment fee and raise rates as required by state law.

    Remember to protect your piping in the cold weather!
    This is a reminder that all piping that is exposed to the air should be covered with blankets or foam insulation in this cold weather.   Insulation is a cheap preventative measure that can avoid costly repairs to your piping.  If you have PVC piping it is good to leave these covered in the Summer as well, as direct sunlight can make PVC brittle and more prone to breaking.

    Please be advised the boil water notice is still in effect until further notice for Trout Gulch Water members in the Norman Neighborhood, Valencia area and Skyward Dr. Those under the notice shouldn't drink the water without boiling it first. Bring all water to a rolling boil, let it boil for one minute, and let it cool before using it for drinking or cooking. Coliform bacteria is still detected at the Ross Rd sampling area.     BOIL WATER NOTICE IN EFFECT FOR NORMAN NEIGHBORHOOD, MID-UPPER VALENCIA & SKYWARD DR.
    Please be advised a boil water notice in effect for Trout Gulch Water members in the Norman Neighborhood, Valencia area and Skyward Dr. Those under the notice shouldn't drink the water without boiling it first. Bring all water to a rolling boil, let it boil for one minute, and let it cool before using it for drinking or cooking.  Coliform bacteria has been detected at the Ross Rd sampling area.  These bacteria occur naturally in the intestinal tracts of man and animals and in soil and normally do not cause illness.   TGW Operations has been performing corrective action and is collecting samples to assure the water safety.  Please see attached Bacteria Problem Explanation letter from the lab at bottom of page.  You will be notified when problem is resolved.
    We are hoping to have issue resolved by Tuesday 4/30/13 late afternoon when test results come back.

    4/24/13: Moderate Water Conservation is still in effect until Mid-May:
    Norman Tank is now offline for repairs.  After Meadow Ranch Tank was completed we had Norman Tank drained and inspected where we found it need repairs.  We expect the work to be completed in Mid-May so please continue conserving.

    4/4/13: Moderate Water Conservation is still in effect until April 18th:
    Meadow Ranch Tank is expected to be in service on April 11 when lab tests have cleared the tank for active use.
    Please continue with cautious water use, however, because our other supply, Norman Tank, will be taken offline one week (April 11-17) for inspection. TGW expects to resume normal operation with both water supply tanks in service on April 18. If circumstances call for more work and normal service is further delayed, members will likely be notified by our OneCall Alert system.
    Check our website often to remain informed with this and all TGW activies.

    3/5/13: Extreme Water Conservation has been lifted!!

    The Extreme Water Conservation has been lifted however we ask that you remain conservative in your water use.   The Meadow Rank tank will not be in service until the end of March.  If water supply becomes insufficient during this time, TGW will reinstate the extreme water conservation.

    The Meadow Ranch water tank work is proceeding nicely, the testing and cleaning will take an additional 2 weeks to complete.

    Extreme Water Conservation
     Is in effect starting Thursday February 21st for 1 to 2 weeks.
    The Meadow Ranch water tank will be off line for recoating & repairs. Please conserve your water as much as possible. You will experience low water pressure especially in the higher elevations during this time. You will receive a phone message when conservation is lifted.

    • No car washing
    • Limit shower time
    • Turn off sprinkler system
    • Minimize toilet flushing
    • Shorten machine wash cycle
    • Ensure dish washer is full

    TGW HAS SUBMITTED THE USDA LOAN PREAPPLICATION!! 
    TGW is pursuing government 30-40 year loans with the interest rate of 1-2% for our large infrastructure replacements and repairs. TGW has submitted the preapplication & engineering draft report!
     
     
    SATURDAY 12-08-12 TGW RED CROSS DISASTER TRAINING!!
    TGW is having a special training class for our TGW Emergency Responders.  If you are interested in attending, please email tgw.staff@gmail.com for openings.  The Class class is scheduled for:
         Saturday 12-08-12 from 10-11:30am @ the Community Foundation of Santa Cruz across from Safeway in Aptos.

     

    AUG-SEPT 2012:  TGW HAS A NEW GENERATOR!!

    Recently PGE had switched substations for repairs which in turn shut off all power to TGW Meadow Ranch Wells depleting the water in our tanks also that weekend all generators where rented out!  With the quick thinking of Chris and Robert they were able to turn on the Norman Well which is used for emergency purposes only since it is high in Manganese.  TGW determined that it was time to purchase a generator.   Chris found this generator on craigslist that has never been used with a trailer!

    JUL 2012: Meadow Ranch Well #2
    Meadow Ranch Well #2 has been in operations since 1961, so it is getting old and the casing has been breaking down however it is the cleanest water in TGW.  We have been using a pump with a restricter to pump a limited amount of water. TGW has now replaced the pump and some of the pipe in Meadow Ranch Well #2 to pump more effeciently. 
     
     
    9 YEAR MANGANESE WAIVER VOTE RESULTS: 115YES / 4NO
    The California State Title 22 allows for acceptance of Mn levels up to 150 PPB with the consent of those receiving the water. A simple majority vote is required to issue a treatment waiver for 9 years. TGW has 186 members. A simple majority is 93 votes.  TGW has requested the waiver from the county and are awaitng their response. The Managenese chart is posted on the Water Quality Report page.

    METER INSTALLATION PROJECT
    TGW is at 95% completion of the Meter Installation Project! 
    Note: All new meter installation will be converted to meter billing at the same time on July 1, 2012Remaining members with more difficult installations will be changed over to the ready to serve rate proportional to estimated water usage until meter is able to be installed.
     
    LOWER VALENCIA PROJECT COMPLETED!
    All upgrades have been completed on Lower Valencia extension now has a 4inch main and wharfhead!
