TallyJ was originally developed in 2002 for use in Windows 95 and XP with Internet Explorer. A lot has changed since then, including better browsers, HTML5, AJAX and laptops with wireless internet connections.
TallyJ edition 1 (at version 1.8) is still a viable tool to use if you will not have a connection to the Internet at the election venue.
