Note: some skills are met with feats, such as healing and stealth. In all instances, consider the idea of having both ‘expertise’. While skills are generic abilities, feats are high powered, extraordinary. For instance: a person with tier 1 healing could do first aid, in its basics, such as treat a poisoned wound. The feat for first aid would allow you to fully cure the poisoned wound on the spot.
In all instances these do not supplement, instead, they interact, and ‘stack’.
In addition: skills represent above and beyond the normal. Regardless of your skills, you can always 'learn' something small, but it wont be like having the skill. E.g., everyone knows how to disinfect a wound and use a bandage, but that doesn't make them good at it.
Stealth- move silently/hide
Tier 1: In depth knowledge and use of a stealth art, moving silently and hiding around objects.
Tier 2: Cat like silence and advanced shinobi techniques of midirection and invisibility. You're a shadow, nothing more.
Tier 3: Hide in plain sight. Some can avoid being seen if they wish.. but to be (this level of) invisible, thats another thing entirely...
Healing- Manual – supplemented by feats.
Tier 1: First aid.
Tier 2: On the spot advanced treatment.
Tier 3: On the spot surgery, advanced techniques.
Healing- Kido/spiritual – supplemented by feats
Tier 1 Ability to heal minor wounds
Tier 2 heal broken bones
Tier 3 massive healing abilities- cure diseases, etc.
Knowledge: Shinigami
Tier 1- know of shinigami and their basic abilities, and society.
Tier 2 be able to identify kido, shunpo moves, and individual seat strengths
Tier 3 knowledge of individual abilities, in depth understanding of shinigami, and how abilities work.
Knowledge: quincy
Tier 1 know of quincy, their basic history, and abilites
Tier 2 identify ginto, other quincy moves, and similar knowledge.
Tier 3 know individual abilities, limits of strength, how they work, and so forth.

Linguistics
Tier 1 Bilingual, understand rudiments of other languages
Tier 2 piece out specific family of languages, speak a few general languages
Tier 3 speak and understand a slew of languages, and even be able to piece out ones you haven’t heard before.
Tracking
Tier 1 know how to follow a basic trail of reiatsu or physical presence.
Tier 2 follow older trails, be able to tell what has happened nearby spiritually with familiar events, such as senkai gates or kido.
Tier 3- expert tracking and analysis, be able to follow things even while they’re ‘ghosts’ on the land, leaving almost no presence. Follow miniscule trails and be able to tell much of what happened.

Tier 1 be able to figure out local hotspots

Transportation
Tier 1 general ability to ride animlals or technology.
Tier 2 advanced riding or driving techniques
Tier 3 stunt rider/driver, complex techniques. Maybe even get a horse to do a backflip.
Analytic abilities (surroundings)
Tier 1 take note of surroundings to use in battle (couples with terrain) notice cliff walls, edges, trees, and branches to use them.
Tier 2 notice opponents familiarity with surroundings, note how to use them against him, etc. notice loose floorboards, or rocks that are loose that aren’t so obvious.
Tier 3 notice traps or useable parts of the surrounding such as loose nails, to inflict more damage. Very precise.
Analytic abilities (vulnerability)
Tier 1 recognize basic weak points in strategy or bodies
Tier 2 be able to find flaws in strategy that are more complex, make your own openings by exploiting your opponents tendencies
Tier 3 completely see through techniques, even after seeing them once, or in progress.
Detective techniques
Tier 1 – recognize clues more easily, puzzle solver,
Tier 2 make difficult connections as a private eye might, know where to get more information generally
Tier 3 truly investigative eye, able to notice tiny details, Sherlock Holmes style reasoning.
