3 Table of skills/feats
Feats and skills must be used at the level they are. For instance, a feat 2 must be a feat 2, not a feat 1. You do not have to use your 'slot' when you get the feat or skill, but instead may save it for when you meet prerequisites at a later date.
Next: if you have a feat that you want. and you DO NOT have the prerequisites it counts as the LOWEST prerequisite that you do not have until you get it. For instance; wordless 90's will count as wordless 30's, 50's, 70's, etc... until you get the necessary feats, moving up as you get them.
Note: highest levels, +1600, have no more skill 1's to learn! (maxed) unique specializations can be put here. Such as: Geology specialist. 5 of these are obtained, and remain at skill 1.
Also, even if your stats do not (via maximums) allow points to be put in them, you may increase your total as 'floating points' which still count towards skills and feats. Regardless, the final maximum is 1800.
