Nancy Reagan had a profound effect on RSD administrators. "No" was repeated ad nauseum by Richland School District administrators to almost every proposals proffered by the REA Bargaining Team.
Refused or "respectfully declined" by RSD were the following proposals put forth by REA:
- 2-additional days for bereavement travel time
- Cash-out up to 3 personal days at per diem
- $300 per year for individual professional development
- Paid holidays
- Payment of $50 per instructional period for covering classes
- Up to 14-hours paid technology training per year
- 6-hrs. allocated library paraeducator time
- Additional counselor(s) for buildings over 600 students
- Ability to bargain the impact of PRTI (Pyramid Response to Intervention)
- Ability to bargain the impact of grants and curriculum changes
- Stipend for Instructional Specialists
- Consideration (“weighting”) of Special Education and 504 students in class size/assignments
- Paraeducator allocation for secondary PRTI support classes
- Paraeducator allocation for elementary PRTI push-in
- Class size restrictions on support classes (i.e. Read 180/ALEKS)
- Verbiage change from “professional development” to “in-service” for District-directed training(s)
- Elimination of the June 15 deadline for vacant position transfer
The District did agree to make-up teacher's 1.9% State salary reduction in exchange for 7-hours of PLC time. The District also tentatively agreed to include an additional stipend for Specialists on BLTs.
