RICE-WN is a multidisciplinary local NGO with headquarters in Arua. RICE-WN has operations in west Nile, Eastern Democratic Republic of Congo, Part of Acholi Sub region and Bulliisa. As part of strengthening interventions in the department of environment and natural resources, RICE-WN with funding from Democratic Governance Facility is implementing a Project known as “ Bringing Uganda’s Oil to the Surface, Increasing Community Capacity to Handle Oil Resource Effectively.” This project has provided three job opportunities.
Job title 1: Programme officer for oil and gas.
Reports to: Project manager. Duty station: Nwoya and Buliisa districts

The Individual
We are seeking for a passionate and self driven individual with high repute, excellent work record and results orientation. The individual needs to be creative and able to effectively manage a complex industry and initiate change in oil governance.
Key responsibilities.
1. Coordinate all activities in the area of jurisdiction.
2. Write and keep reports in the acceptable formats
3. Provide evidence based advocacy to enable communities participate meaningfully in oil and gas governance.
4. Strengthen the relationship of RICE-WN with all the stakeholders.
5. Ensure that RICE-WN outputs are obtained in time and are relevant to global
knowledge, policy and practice.
6. Ensure that the RICE-WN is a key contributor to the district’s development agenda.
Required qualifications and experience
1. At least Bachelors in a community development or governance related studies.
2. Atleast 2 years experience with NGO with environment and natural resource
management.
3. Experience of working
4. High ability to use a computer and internet for planning reporting.
5. Driving permit at least for a motorcycle.
6. Willing to travel frequently to head office, field and capacity building workshops.
7. Ability to speak Luo and/or Lugungu.
Job Title 2: Monitoring and Evaluation Officer
Reports to: Coordinator for Development Research
Positions: 1
Reporting date: January 2014
Individual:
We are seeking a passionate and self driven individual with high repute, excellent work
record and results orientation. The individual needs to be creative and able to effectively
manage documentation, information technology and monitoring and evaluation.
Key responsibilities
1. Lead in all monitoring and evaluation process in RICE-WN.
2. Produce reports for all stakeholders including website reports for informing
programming, policy and resource mobilisation.
3. Ensures proper documentation of all RICE-WN activities in print and electronic
formats.
4. Takes charge of the RICE-WN newsletter.
5. Offers capacity building for selected stakeholders in monitoring and evaluation.
Qualifications and Experience
1. A bachelors or postgraduate studies in monitoring and evaluation.
2. At least 3 years experience working as monitoring and evaluation officer.
3. Driving permit at least for a motorcycle.
4. Willing to travel frequently to head office, field and capacity building workshops.
5. Ability to speak Luo, Lugbara and Lugungu,.
6. Ability to integrate and meaningfully evaluate and report all activities of RICE-WN to different stakeholders.
Job title 3: Students on internship
