The draft Special Area Plan (RKK) to complement the draft Petaling Jaya Local Plan 2 (RTPJ2) that drew a lot of concern among residents, particularly on density of development and capacity of infrastructure, should be ready in December. Petaling Jaya City Council public relations officer Zainun Zakaria said four meetings were held since October last year to gather views from stakeholders.
“The meetings, which ended just before the Hari Raya holidays, received encouraging response from stakeholders ranging from residents’ associations, Rukun Tetangga, developers, non-governmental organisations to government agencies and councillors,” she said.
She added that the four consultants for the plan were IZM Consult Sdn Bhd that handled aspects pertaining to urban design, Universiti Malaya on traffic, Setia Sepakat Sdn Bhd on infrastructure and Mara Technology University on social issues.
They studied the SS, PJU and PJS areas which were covered under RTPJ2. The consultants submitted their report on Friday.
She said the draft RKK should be ready in December and stakeholders were welcome to comment on it at hearings to be held in the same month.
“The RKK is needed because the council feels that RTPJ2 that covered general land use was not detailed enough.
“We completed hearing sessions for RTPJ2 and most of the objections stemmed from concerns over traffic and density. RKK is to address these issues,” she said.
She added that if the council found wide variations in the two plans, then RKK would be given priority because it was drafted based on the latest input from stakeholders.
“RTPJ2 would soon be gazetted by the state as the process had long been delayed but amendments could still be made in accordance to RKK,” she said.
The development of Petaling Jaya is governed by the RTPJ1 that covers Sections 1 to 12, Section 14, Sections 16 to 22, Sections 51, 51A and 52, SS1 and SS9A; RTPJ2, complemented by RKK, covers SS, PJU and PJS areas, as well as another RKK specifically for the Section 13 industrial zone.
Both RTPJ1 and RKK for Section 13 have been gazetted.
