One of the neat tools for visualizing in Google Earth is the Image Overlay. This allows you to put your own imagery on the surface of Google Earth. Typically, this is used for maps that show additional information. Here is an example of a map of New York flood areas:
1. Click on the 'Add Image Overlay' tool - located in the top menu and looks like this:
It helps to zoom to the location that you want to place the map, there will be less tweaking of the size.
2. The Image Overlay dialogue box - clicking on this tool brings up a dialogue box:
3. Select the image to be used - browse your computer for your image by clicking 'Browse'
4. Adjust the size of your image - your image will come in with green control points that can be manipulated to change the scale and orientation of your image. The dialogue box must be open to manipulate the image location.
5. Adjust the opacity - the opacity slider is also helpful in aligning the image

turning on the Roads layer can help make alignment easier
